MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
FEBRUARY 16, 1988
The regular meeting of the City Council of the City of National City was called to
order at 4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Cooper, Dalla, Pruitt, VanDeventer, Waters. Absent:
None. Administrative officials present: Bolint, Campbell, Eiser, Mc Cabe, Post,
Stafford.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by City Manager McCabe,
followed with invocation by the Rev. Bruce Talbert, United Church of Christ, San
Diego.
APPROVAL OF MINUTES
Moved by Dalia, seconded by VanDeventer, the minutes of the regular meeting of
February 9, 1988 be approved with the following correction: at the bottom of page
92, strike the section between the motion and the actual vote. Carried by
unanimous vote.
MAYOR'S APPOINTMENTS
BD COMM
STREET TREE AND PARKWAY COMMITTEE
RECOMMENDATION: The Mayor recommended that Alana Coons be appointed
to the Street Tree and Parkway Committee.
ACTION: Moved by VanDeventer, seconded by Cooper, in favor of the
Mayor's recom mendation. Carried by unanimous vote.
STREET — PARKING/TRAFFIC SIGNS — BD COMM/TRAFFIC SAFETY
COMMITTEE
Mayor Waters reported that Father Lorenz, St. Anthony's Church, called him and
said people had complained that some streets on the west side are not properly
marked, "Stop" Signs are missing and numerous other small things; Traffic Safety
Committee members Jesse Ramirez and Jonathon Alva have volunteered to check
into the problems and come up with some recommendations.
PUBLIC HEARING
STREET VACATION/PARADISE DRIVE
1. SUB J E CT: Continued Public Hearing on proposed vacation of Paradise Dr.,
between 12th St. and 1-805 northbound on —ramp.
RE CO M M E N D ATIO N: Staff recommended that the hearing be continued for
an additional 30 days to allow for receipt and review of the County Assessor's
report on how the vacation should affect property taxes.
TESTIMONY: None
ACTION: Moved by Cooper, seconded by VanDeventer, in favor of
staff's recommendation. Carried by unanimous vote.
ADOPTION OF RESOLUTIONS
CONSENT RESOLUTIONS (Resolutions Nos. 15,537 through 15,540)
Mayor Waters requested that No. 4 be considered separately. Moved by
VanDeventer, seconded by Pruitt, the Consent Resolutions (except No. 4) be
adopted. Carried by unanimous vote.
PARKING/TRAFFIC
2. Resolution No. 15,537, "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY ESTABLISHING ONE ON —STREET HANDICAPPED
PARKING SPACE AT 1015 EAST 6TH STREET (BILL SIMMS — HANDICAPPED
PLACARD NO. K131634)." Adopted. See above.
WEED ABATEMENT
3. Resolution No. 15,538, "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY CONFIRMING ASSESSMENT OF WEED
ABATEMENT." Adopted. See above.

BUDGET FY87-88 — PARK/LAS PALMAS
5. Resolution No. 15,540,"A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY AUTHORIZING TRANSFER OF FUNDS FOR THE
PURCHASE OF PLAYGROUND EQUIPMENT FOR LAS PALMAS PARK."
Adopted. See above.
GENERAL PLAN — FOR THE RECORD
4. Resolution No. 15,539, "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA ADOPTING AN AMENDMENT TO
THE GENERAL PLAN (CASE FILE NOS. GP-1-87/ZC-1-87 AND GP-2-87/ZC-
2-87)." Moved by VanDeventer, seconded by Cooper, Resolution No. 15,539 be
adopted.
FOR THE RECORD: Vice Mayor Dalla said he supports the
amendment; the only portion he has difficulty with is the residential
section (that will remain zoned Commercial) that was changed; he is
not in favor, but he will not oppose the Resolution.
Motion carried by unanimous vote.
ORDINANCES FOR INTRODUCTION
Moved by Dalla, seconded by VanDeventer, the Ordinances be presented by title
only. Carried by unanimous vote.

6. "An Ordinance of the City of National City adding Chapter 10.08 to the
National City Municipal Code, relating to replica or facsimile firearms."
FOR THE RECORD: Councilman Cooper said he is not against the
Ordinance; he is against selling them to begin with; he read an article
where some Legislator suggested that the manufacturers be required to
make these in different colors other than what guns are; he thinks the
way to do this would be to go through the Legislature or Congress and
prohibit the manufacture of guns that do look like real guns, and make
them make them in different colors, so they can be distinguishable
from a real gun.
MUNI CODE — SOLID WASTE MANAGEMENT
7. "An Ordinance of the City of National City amending Ordinance Nos. 1812
and 1930, and Sections 7.10.010(D) and 7.10.080(B) and (C) of the National
City Municipal Code." (regarding trash enclosures in multiple —unit dwellings)
ORDINANCE FOR ADOPTION
Moved by Van Deventer, seconded by Cooper, the Ordinance be presented by title
only. Carried by unanimous vote.
MUNI CODE
8. "An Ordinance of the City of National City amending Ordinance No. 1910 and
Chapter 15.12 of the National City Municipal Code, and adding Section 11.40
to the National City Municipal Code." (re moving buildings into the City)
Councilman Pruitt said after speaking to Planning Director Post and Building
& Safety Director Reid, he understands that their recommendation is to leave
the Ordinance as it is written. City Attorney Eiser said his understanding,
from Council's comments, was that Section 2 would be adopted, adding Section
11.40.110 to the Code; if that is the case, the Ordinance should be brought
back for introduction again, limited to that section only. Moved by Cooper,
seconded by Pruitt, in favor of the City Attorney's recommendation. Carried
by unanimous vote. This item ordered filed by unanimous vote.
FINANCE MGMT
9. NEW BUSINESS — CONFLICT OF INTEREST
SUBJECT: WARRANT REGISTER NO. 32, Ratification of Demands in the
amount of $306,802.23 (Warrants Nos. 99774 through 99853), and
CERTIFICATION of PAYROLL for the period ending January 25, 1988, in the
amount of $344,967.19.
RECOMMENDATION: Staff recommended that the warrants be ratified.
City Attorney Eiser requested that Warrant No. 99839 be deleted; he wishes
to discuss that item with the Purchasing Agent.
ACTION: Moved by Cooper, the bills be ratified and the payroll
certified, excepting Warrant No. 99839.

CONFLICT OF INTEREST: Councilman VanDeventer said he would
abstain on Warrant No. 99839 because he owns the premises.
ACTION: Warrants except No. 99839 ratified by the following vote,
to —wit: Ayes: Cooper, Dalla, Pruitt, VanDeventer, Waters. Nays:
None. Warrant No. 99839 ratified by the following vote, to —wit: Ayes:
Cooper, Dalla, Pruitt, Waters. Nays: None. Abstaining: VanDeventer.
OTHER BUSINESS
SUBDIVISION
10. SUB j E CT: The request of Randolph, Alexander and Sm ith for individual
addresses for each separate unit, Phase III, Via Las Palmas project.
RECOMMENDATION: If Council wishes to revise the present policy related
to issuing street addresses staff recommended that it be applicable to
condominiums only, City—wide, not to apartment, commercial or industrial
complexes. Building & Safety Director Reid expressed concern about having
both odd and even numbers on the same side of the street and said he would
recommend that it be left as it is.
TESTIMONY: David Smith (Via Las Palmas), 813 3rd Ave., Chula Vista,
was present and said there both odd and even numbers on the same
side of Via Las Palmas and answered Council's questions.
ACTION: Moved by Cooper, seconded by VanDeventer, we have these
condos num bered according to the rules we have on the books right
now. Carried by unanimous vote. Moved by VanDeventer, seconded by
Waters, this be referred to staff and brought back in two months,
whereas on condominium projects we can come up with individual
addresses, and if there are odd and even numbers on the same side of
Via Las Palmas, staff check it out and bring it back to Council
(amended motion). Carried, by the following vote, to —wit: Ayes:
Cooper, Pruitt, VanDeventer, Waters. Nays: Dalla.
CABLE TV
11. SUBJECT: The Assistant City Manager's report regarding CATV application
submitted by Ultronics, Inc.
RECOMMENDATION: Staff recommended that Council receive and file the
application and direct staff to commence discussions with Ultronics
representatives regarding a cable franchise with the City.
ACTION: Moved by VanDeventer, seconded by Cooper, in favor of
staff's recom mendation (to receive and file).
TESTIMONY: Martin Altbaum, Ultronics, Inc., 581 "Cu St. was present
and answered Council's questions.
ACTION: Ordered filed by unanimous vote.
CITY MANAGER — No report.
CITY ATTORNEY — No report.
OTHER STAFF — No reports.
MAYOR
COMMUNITY PROMOTION
Mayor Waters said the Star News printed a story calling National City America's
finest city; this is the first time i1' over twenty years that a newspaper has said
anything so nice about our City; the San Diego Union reporter has called him
several times this week, but he did not return the calls because some reporters
only call when they want to talk about the adverse things; some cities are very
envious of us; he sent the article to the other newspapers and the TV stations; he
plans to write a letter to the Editor of the Star News.
CITY COUNCIL — No reports.
PUBLIC ORAL COMMUNICATIONS
COMMUNITY PROMOTION
Jesse Ramirez, 343 E. Plaza, was present and said he has been a resident of
National City for 33 years; recently there was a big to—do in the City to the north
of us about their Salute to the Navy; they have finally gotten around to doing what
National City has been doing for 25 years; he was chosen Mr. Navy during the 1966
Salute to the Navy and has never forgotten it; he is very proud of this City.

ADJOURNMENT
Moved by Cooper, seconded by VanDeventer, the meeting be adjourned to 7:00 p.m.,
February 23, 1988. Carried by unanimous vote. The meeting closed at 5:10 p.m.
