MINUTES OF THE JOINT ADJOURNED MEETING OF THE CITY COUNCIL
AND THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF NATIONAL CITY, CALIFORNIA
WORKSHOP
Held August 2, 1988
The meeting was called to order in the Main Conference Room at 2:00 p.m. by
Mayor Waters.
ROLL CALL
Council/Community Development Commission members present: Cooper, Dalla,
Pruitt, VanDeventer, Waters. Absent: None. Administrative officials
present: Bolint, Campbell, Eiser, McCabe, Myers, Peterson, Post.
Mayor Waters announced that the purpose of this meeting was for Wheeler—Wimer
Architects to present concepts of the new Civic Center. The Mayor said as he
had a conflict of interest (he has business dealings with Wheeler—Wimer Archi—
tects), he would turn the meeting over to Vice Mayor Dalla and would abstain
from voting. Vice Mayor Dalla presided.
Richard Blackman and G. Gayne Wimer of Wheeler—Wimer were introduced.
PRESENTATION
Mr. Blackman spoke of the architect's charge: a 50,000 sq. ft. building
(restricted to five floors) south of the existing building that would meet
the needs of the various City departments, house needed equipment, provide
adequate parking, etc., within a $6,000,000 construction budget. Mr.
Blackman said he would eliminate the pedestrian bridge from National City
Boulevard to the existing building. The base of the new structure would
provide parking for 169 cars (presently there are 87 parking spaces).
Mr. Blackman continued, saying the new building would be visible from 1-5 and
would project a positive image of the City. Civic Center Drive should be the
ceremonial approach to the new government complex and Council might want to
consider undergrounding of the utilities as well as planting of ornamental
trees. The new building would relate to the park; its design would not
relate to the existing building; the existing building makes a statement of
the time when it was constructed; the new building ought to be able to make a
similar statement now.
Mr. Blackman placed models of five building concepts (A through E) on a
topographical site model with existing building affixed and rotated same so
that all could see what the building concepts would look like from all
angles. Some of the concepts had Council Chambers as a separate unit (energy
conservation), some were soft (rounded) and others squared off. Mr. Blackman
explained that the rounded buildings could add 1/2 to 1 million dollars to
the cost of construction. There was discussion of the various concepts. It
was agreed that a separate structure for Council Chambers was desirable.
ACTION
Mr. Blackman requested that Council/CDC members choose one concept to enable
him to develop four variations of same to bring back for approval. Concepts
A, B and E were eliminated. Concepts C and D remained, with two members
favoring each. Mayor Waters was asked to break the tie and declined because
of his conflict of interest. Mr. Blackman agreed to do two variations of C
and D and have them back in two weeks.

Vice Mayor Dalla recessed the meeting at 3:47 p.m.
