HomeMy WebLinkAbout1988 08-11 CC MINBook 70/Page 83 8/,/88 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF THE CITY OF NATIONAL CITY, CALIFORNIA, HELD August 11, 1988 The adjourned meeting of the City Council of the City of National City (August 9, 1988) was called to order by Mayor Waters at 4:00 p.m. ROLL CALL Council members present: Cooper, Dalla, Pruitt, VanDeventer, Waters. Absent: None. Administrative officials present: Bolint, Campbell, Eiser, McCabe, Myers, Post. PUBLIC HEARING The public hearing to hear testimony and to consider the calling of a special election to be held November 8, 1988, at which time a measure on the abandonment and discontinuance of the Q Avenue Park will be submitted to the voters was held at this time. The City Clerk reported the Notice of the Public Hearing was published in the National City Star —News on July 10 and 17, 1988. TESTIMONY: Edward Bodge, member of the Park and Recreation Advisory Board, was present and spoke in favor of allowing the electorate to vote on the issue of discontinuing the park, PRAB favored discontinuing the park, selling the land as surplus, and using the proceeds for the other City parks. ACTION: Moved by VanDeventer, seconded by Cooper, the public hearing be closed, a special election be called for the purpose of submitting the question of the park's discontinuance to the voters, and the words..."proceeds from the sale of the park land to be used for other City parks" be in the resolution and in the sample ballot. Planning Dir. Post said if the measure passed, there would have to be a General Plan and Zoning change for the property. Staff was directed to research how and when the City acquired the park property. Motion carried by unanimous vote. Moved by Dalla, seconded by VanDeventer, the members of the Park and Recreation Advisory Board sign the Sample Ballot Argument in favor of abandoning and discontinuing the park. Carried by unanimous vote. ADOPTION OF ORDINANCE Moved by VanDeventer, seconded by Dalla, the ordinance be adopted by title only. Carried by unanimous vote. Ordinance No. 1957, "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY CALLING A SPECIAL ELECTION IN THE CITY OF NATIONAL CITY FOR THE PURPOSE OF SUBMITTING TO THE ELECTORS OF THE CITY A PROPOSITION CONCERNING THE ABANDONMENT AND DISCONTINUANCE OF 'Q' AVENUE PARK, FIXING THE DATE OF THE ELECTION, THE MANNER OF HOLDING THE ELECTION, THE PROCEDURE FOR VOTING FOR AND AGAINST THE PROPOSITION, AND ORDERING IT ODNSOLIDATED WITH THE STATEWIDE GENERAL ELECTION." Moved by Cooper, seconded by VanDeventer, Ordinance No. 1957 be adopted. Carried by unanimous vote. ADOPTION OF RESOLUTION Moved by VanDeventer, seconded by Dalla, the resolution be adopted by title only. Carried by unanimous vote. Resolution No. 15,702, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY REQUESTING THE BOARD OF SUPERVISORS TO CONDUCT A SPECIAL ELECTION OF THE CITY OF NATIONAL CITY ON TUESDAY, NOVEMBER 8, 1988, AND TO OONSOLIDATE THAT ELECTION WITH THE STATEWIDE GENERAL ELECTION TO BE HELD ON THE SAME DAY." Moved by VanDeventer, seconded by Pruitt, Resolution No. 15,702 be adopted. Carried by unanimous vote. Book 70/Page 84 8/yl/88 ADJOURNMENT Moved by VanDeventer, seconded by Cooper, the meeting be adjourned to 2:00 p.m., Tuesday, August 16, 1988. Carried by unanimous vote.
