MINUTES OF THE JOINT MEETING mow OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY, CA
AND THE COMMUNITY DEVELOPMENT COMMISSION OF NATIONAL CITY
September 13, 1988
The adjourned joint meeting of the City Council of the City of National City
was called to order at 2:00 p.m. by Mayor Waters.
ROLL CALL
Council Members present: Cooper, Dalla, Pruitt, VanDeventer. Administrative
Officials present: Bolint, Campbell, McCabe, Myers, Peterson, Williams.
Also present: Messrs. Blackman and Wimer of Wheeler, Wimer, Blackman
Architects; David Hicks, Star —News, Carol Castaneda, San Diego Union; and
Lillian Heffernan, Evening Tribune.
Mayor Waters announced this was a workshop with the architects for further
consideration of the new Civic Center; and said as he has had business
dealings in the past with Wheeler, Wimer, Blackman Associates (architects) he
would step down and turn the meeting over to Vice Mayor Dalla.
PRESENTATION
Mr. Blackman reported on the progress of the schematic design and displayed
the study model (model selected by Council at the previous meeting) with
refinements, such as reorienting the elevator core, incision of wall, moving
the building about twelve feet away from the garage which could mean it will
be open enough that a ventilation system will not be required.
Mr. Blackman displayed floor plans of the five stories of the building and
cross sections of the building showing the atrium through the third level.
He suggested the building be of precast, the glass green in color and non—
reflecting and a copper roof. There was discussion of color, the cost of a
copper roof; walking roof (for entertainment purposes) as opposed to plain
roof and graffiti protection treatment. There was consensus on optional
costs of walking roof for all or a portion of the roof off the dining area.
There appeared to be consensus on the color white.
Mr. Blackman said by the next meeting (October 13) he hoped to have worked
out the schematic design, all the floor plans, the building sections, the
elevations and the mechanical, plumbing and electrical systems. In addition
there will be outline specifications and design cost estimates. He could
foresee construction in early summer.
Mr. Blackman spoke of the desirability of having a scale model of the
building made; something that could be used as a talking tool, it could be on
display in the present building through the period of design and
construction; the cost would probably be around $6,800; he needed
authorization to obtain estimates.
ACTION: Moved by Dalla, seconded by Cooper, he be authorized to obtain
estimates. Carried by unanimous vote.
Mr. Blackman said there was a problem; in the agreement with the City, it
says the owner is responsible for the space program: which departments are
next to each other, what their requirements are for power, lighting, etc.
Mr. Blackman said the City did provide a summary space program, but it was
not what is needed, he met with the Assistant City Manager for about two
hours and they went over the process. Mr. Wimer said the agreement states
the architect will review the program supplied by the owner. Mr. Blackman
said he was asked if he could perform that service and what it would cost; if
he were to perform the work necessary, with lots of cooperation from the
City, the charge would be $11,040 and if it could be accomplished within
five weeks he would be able to return $1,000. City Attorney Eiser said this
would necessitate a change in the written agreement; this could be on the
next Community Development Commission agenda; today we can authorize you
people to put this together.
ACTION: Moved by VanDeventer, seconded by Cooper, so moved. Carried by
unanimous vote.
In answer to Vice Mayor Dalla's question, Mr. Blackman named the sub—
contractors who would be responsible for lighting, landscaping, etc.

Vice Mayor Dalla announced the next joint workshop meeting would be at 2:00
p.m., Thursday, October 13, 1988.
ADJOURNMENT
Moved by Cooper, seconded by VanDeventer, the meeting be adjourned to 7:00
p.m. this evening. Carried by unanimous vote. The meeting closed at 3:30
p.m.
