MINUTES OF THE JOINT ADJOURNED MEETING OF THE CITY COUNCIL
AND THE COMMUNITY DEVELOPMENT COMMISSION OF THE
CITY OF NATIONAL CITY, CALIFORNIA
WORKSHOP
Held October 13, 1988
The meeting was called to order in the Main Conference Room at 2:00 p.m. by
Mayor Waters.
ROLL CALL
Council/Community Development Commission members present: Cooper, Dalla,
Pruitt, VanDeventer, Waters. Absent: None. Administrative officials
present: Bolint, Campbell, Eiser, McCabe, Myers, Peterson, Post.
The Mayor said as he had a conflict of interest (he has business dealings
with Wheeler—Wimer—Blackman Architects), he would turn the meeting over to
Vice Mayor Dalla and would abstain from voting. Vice Mayor Dalla presided.
PRESENTATION
Mr. Blackman, Wheeler—Wimer—Blackman, said the first item is the request for
authorization to proceed on a scale model that would be significantly more
detailed than the one you see before you, full color with grass and trees,
cars and little people and all that. If you remember, we came to you the
last time we met and requested permission to go out and get a price quote,
which we did, and you can see the price break before you: the actual model
would be $4,686.00. We want to photograph the model (we keep that for our
records in case something happens to the model) and you may want copies so
that those photographs may be used in literature the City might want to
produce. There are about ten hours for the project coordinator, Mr. Wimer,
and about twelve hours for me because 1 want to stay close to this, our time
is a "guesstimate" of what we expend but the bottom line is $6,731.
Discussion. The model will be bigger base than what you see and will
incorporate more property than what you see; it will show National City
Boulevard, the side streets, part of the used car lot, a little bit of the
playground in the park --so the citizens will be able to get a sense of the
proportion. It wi l l have a plexi—glass cover so that it can be kept in the
lobby.
ACTION: Moved by Cooper, seconded by Pruitt, in favor of appropriating
$6,731 for the model and photographs. Councilman Pruitt asked if this
would include a rendering. Mr. Blackman said he thought that instead of
spending the money for a rendering (a watercolor at about $2500), as
many miles could be gotten from the photographs, there would be a kit.
Carried, by the following vote, to —wit: Ayes: Cooper, Pruitt,
VanDeventer. Nays: Dalla. Abstaining: Waters.
Mr. Blackman said they have been collecting information from the departments
as to their needs and they have put the information into the computer to come
up with the actual square footage needed. Mr. Blackman distributed copies of
the stacking diagram and drawings of each level (SCHEMATIC DESIGN PACKAGE —
copy attached) and explained how each level related to the whole: Levels P2
and P1 (Parking), Level One (Plaza), Level Two, Level Three (Cafeteria),
Level Four (City Manager) and Level Five (City Council). The last page shows
the amount of programmed space as opposed to available area --some tweaking is
needed. The core includes the elevator, stairs, public and staff restrooms,
and ducting.
Mr. Blackman said the P2 level is the very lowest level and is the garage, it
may be entered from either side; P1 (garage) is at existing grade level and
may be entered from one side only; the two do not inter —connect.
Mr. Blackman showed the Plaza Level, the Second Level with the Personnel,
City Clerk, Mail, and Community Development Commission, the Core, the Atrium
which slips one bay each ascending level; then the City Manager's floor
which also has the City Attorney and Risk Manager; and then the Mayor and
Council on the fifth level, with the balcony and view to the west.

Mr. Blackman showed the Council Chambers next and said a lot of work had
gone into it since the last meeting; the seating has been increased. There
is a curved entry, rear elevation with an entry into the garage. There are
119 seats for the public, with slivers of glass in the wall to the entry to
enable visitors to view Council. Seating area slopes down to the Council
bench and there is wheel chair access. There is a conference area, audio
visual and storage room, a private toilet, etc. The elevator to this level
would be accessed by key or code, stairways are exit only. There was
discussion re softening the appearance of the rear elevation (massive
appearance). Behind Council is a screen, the vote, with controls operated by
the Clerk. Mr. Blackman spoke of the "dining deck" on the third floor,
outside of the cafeteria.
Tom VanDyke, VanDyke & Associates, landscape architects, was present and
outlined his plans for the landscaping of the Plaza Level to coordinate and
tie the various buildings together. Discussion of "Handicapped Parking" on
National City Boulevard,specifics of the landscaping, whether or not to keep
the restrooms near the zoo. "A" Avenue will be realigned.
Mr. Blackman addressed the materials to be used: concrete, sandblasted to
reveal a black fleck, metal and trim inside and outside the building to pick
up the dark fleck; laminated blue—green glass that is slightly reflective;
the copper roof whose patina would match the paving in the lobby. There was
consensus to approve the colors.
Mr. Blackman distributed the Concept Design State Estimates (copy attached)
prepared by Dennis Crampton & Assoc., Inc., 10/12/88 showing totals for
Office Building, $5,571,480; Parking Garage, $1,786,121; Council Chambers,
including all furnishings, $770,585; Tunnel, $154,483; Dining Deck, $72,206;
Plaza Deck, including landscaping, $340,476; overall total, $8,695,350. No
consideration has been given to modification of the existing building. Mr.
Blackman said they were directed to design a 60,000 sq. ft. office structure
and to provide parking for a stated number of vehicles, when they got
underway they began to look at the advantages of a separate City Council
structure; they were able to utilize space for the parking garage in such a
way that they have two levels of parking plus the Plaza. Total square
footage of the Council building, office building and dining deck is 66,182.
Mr. Blackman gave the costs per square foot: parking garage $30, office
building $102, Council building $108, (security) tunnel $102, dining deck
$21. Mr. Blackman explained the $102 per square foot cost for the offices
was very low, in downtown San Diego offices are $160-180 per square foot;
this is a very economical building. (The costs of architect, civil engineer
and interior designer are not included in the above figures.)
Councilman VanDeventer said the figures that had been used by the City to
determine the size of the bond were lower than the figures before them today;
the probable figure including the modification of the existing building is
$11,400,000; there is a time when Council will have to decide whether to
proceed or not; figures for the modification and furnishings are needed. A
meeting on total costs and bonding capacity is needed. Another cost not
presented today is the hiring of a construction manager. Mr. Blackman said
other costs would be for soils engineering, civil engineering, interior
consultant and furnishings (including counters, etc.). Mr. Blackman said the
professional fees are easy to figure, Council might want to limit the
interiors consultant to so much per square foot. Councilman VanDeventer said
if Mr. Blackman was thinking of $10 sq. ft. for furnishings that would run
$577,000 and that plus the modification of the building for the police would
be at least $877,000; when all those figures are added it will be
considerable; we need this information quickly. City Manager McCabe said we
need the spatial study to determine where work stations will be, etc.; staff
can prepare new figures when they have that study. CDC Executive Director
Peterson said we are already authorized to hire an interior consultant.
Councilman Cooper said we are spending almost a million dollars for the
Council Chambers and he feels that could be cut down. Mr. Blackman said from
the architect's standpoint, they would like to be authorized to proceed on
the next phase of the design which doesn't necessarily impact the number
crunching the City has to go through; they want to provide a certain amount
of confidence that they are not going to assume that this is the best they
can do, adjustments will be made. There will be a refinement of this budget
when they present their next package.

ACTION: Moved by Cooper, seconded by VanDeventer, we move to the next
phase. Mr. Blackman said next workshop should be in about a month;perhaps
the mechanical and electrical consultants should be present; also in terms of
the cafeteria, this is generally contracted --then you build your kitchen,
etc. Motion carried, by the following vote, to —wit: Ayes: Cooper, Dalla,
Pruitt, VanDeventer. Nays: None. Abstaining: Waters.
ADJOURNMENT
Moved by VanDeventer, seconded by Pruitt, the meeting be adjourned. Carried
by unanimous vote. The meeting closed at 4:05 p.m.
