HomeMy WebLinkAbout1988 11-01 CC MINBook 70/Page 148 11/1/88 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA NOVEMBER 1, 1988 The regular meeting of the City Council of the City of National City was called to order at 4:00 p.m. by Mayor Waters. ROLL CALL Council members present: Cooper, Dalla, Pruitt, VanDeventer, Waters. Absent: None. Administrative officials present: Bolint, Campbell, Eiser, Myers, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with salute to the flag led by Asst. City Manager Bolint, followed with invocation by the Rev. Wallace Pearson, First Congregational Church. APPROVAL OF MINUTES Moved by VanDeventer, seconded by Pruitt, the minutes of the regular meetings of October 11 and October 25, 1988 be approved. Councilman Cooper said he would abstain on the minutes of the October 11 meeting because he was not present. Minutes of the regular meeting of October 11, 1988 approved by the following vote, to —wit: Ayes: Dalla, Pruitt, VanDeventer, Waters. Nays: None. Abstaining: Cooper. Minutes of the regular meeting of October 25, 1988 approved by unanimous vote. PROCLAMATIONS Moved by Cooper, seconded by VanDeventer, the Proclamation be introduced by title only. Carried by unanimous vote. The Proclamation declaring the remaining holiday months of 1988 and all of 1989 to be "BUCKLE UP FOR LIFE CHALLENGE" was read aloud in full by Mayor Waters. The Mayor asked the Asst. City Manager to send the Proclamation to the proper person. MAYOR'S APPOINTMENTS BD/COMM TRAFFIC SAFETY COMMITTEE RECOMMENDATION: Mayor Waters recommended that Victoria Hood be appointed to the Traffic Safety Committee. ACTION: Moved by VanDeventer, seconded by Cooper, Victoria Hood be appointed to the Traffic Safety Committee. Carried by unanimous vote. ADOPTION OF RESOLUTIONS CONSENT RESOLUTIONS (Resolutions Nos. 15,776 through 15,783) Councilman Cooper requested that No. 4 (Resolution No. 15,779) be considered separately. Moved by VanDeventer, seconded by Cooper, the Consent Resolutions (except No. 15,779) be adopted. Carried by unanimous vote. CONTRACT/POLICE PROTECTION/FIRE PROTECTION 1. Resolution No. 15,776, "A RESOLUTION OF THE CITY COINC I L OF THE CITY OF NATIONAL CITY APPROVING AN AGREEMENT BETWEEN THE STATE OF CALIFORNIA AND THE CITY OF NATIONAL CITY AUTHORIZING MOBILE UNITS OF THE NATIONAL CITY FIRE AND POLICE DEPARTMENTS TO USE THE CALCORD RADIO FREQUENCY OF 156.075 MHz IN TIME OF DISASTER OR MAJOR EMERGENCY FOR OPERATIONAL COORDINATION AND AUTHORIZING THE MAYOR TO EXECUTE SAID AGREEMENT." Adopted. See above. PARKING/TRAFFIC 2. Resolution No. 15,777, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF RED CURB ON DRIVEWAY WINGS AT 2905 EAST 6TH STREET AND 1620 EAST 10TH STREET." Adopted. See above. Book 70/Page 149 11/1/88 PARKING/TRAFFIC 3. Resolution No. 15,778, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF 50' OF RED CURB ON THE SOUTH SIDE OF 18TH, WEST OF NATIONAL CITY BOULEVARD." Adopted. See above. PARKING/TRAFFIC 5. Resolution No. 15,780, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF ONE ON —STREET HANDICAPPED PARKING SPACE AT 830 MELROSE." Adopted. See above. PARKING/TRAFFIC 6. Resolution No. 15,781, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF A 'KEEP INTERSECTION CLEAR' SIGN ON 8TH STREET AT 'F' AVENUE." Adopted. See above. CONTRACT/SUBDIVISION 7. Resolution No. 15,782, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT BETWEEN JOSEPH ALOTTA AND THE CITY OF NATIONAL CITY FOR DRIVEWAY IMPROVEMENTS." (Owner/developer is subdividing a parcel of land into four parcels at the corner of 1st St. and 'L' Ave.) Adopted. See above. SOLID WASTE MANAGEMENT 8. Resolution No. 15,783, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, ADOPTING TRASH RECEPTACLE ENCLOSURE DESIGN GUIDELINES." Adopted. See above. PARKING/TRAFFIC 4. Resolution No. 15,779, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF AN ADDITIONAL 40' OF RED CURB AND THE REMOVAL OF 380' OF RED CURB ON SWEETWATER ROAD." Moved by Cooper, seconded by VanDeventer, Resolution No. 15,779 be adopted. Carried by unanimous vote. ORDINANCE FOR ADOPTION Moved by VanDeventer, seconded by Cooper, the Ordinance be presented by title only. Carried by unanimous vote CONTRACT/PERSONNEL 9. Ordinance No. 1965, "AN ORDINANCE OF THE CITY OF NATIONAL CITY AUTHORIZING AMENDMENT OF THE CONTRACT BETWEEN THE BOARD OF ADMINISTRATION OF THE PUBLIC EMPLOYEES' RETIREMENT SYSTEM AND THE CITY COUNCIL OF THE CITY OF NATIONAL CITY." Moved by Cooper, seconded by VanDeventer, Ordinance No. 1965 be adopted. Carried by unanimous vote. NEW BUSINESS FINANCIAL MANAGEMENT 10. SUBJECT: Warrant Register No. 17, Ratification of Demands in the amount of $169,512.05 (Warrants Nos. 102858 through 102957 [except 1029191). RECOMMENDATION: Staff recommended that the warrants be ratified. ACTION: Moved by Cooper, seconded by VanDeventer, the bills be ratified. Carried, by the following vote, to —wit: Ayes: Cooper, Dalla, Pruitt, VanDeventer, Waters. Nays: None. OTHER BUSINESS PARKING/TRAFFIC 11. SUBJECT: Report of the Traffic Safety Committee from their meeting of September 14, 1988. RECOMMENDATION: The Traffic Safety Committee recommended that the report be received and filed; staff recommended that the report be received and filed. ACTION: Ordered filed by unanimous vote. STREET TREES 12. SUBJECT: Report of the Street Tree and Parkway Committee (the following street tree removal: 2005 Wilson, tree roots raising and cracking sidewalk). Book 70/Page 150 11/1/88 RECOMMENDATION: The Street Tree and Parkway Committee recommended approval; staff recommended ratification of the Street Tree and Parkway Committee's action. ACTION: Moved by Cooper, seconded by VanDeventer, in favor of the Parks and Recreation Department's recommendation. Carried by unanimous vote. CITY MANAGER CITY FACILITY/CIVIC CENTER Asst. City Manager Bolint said that Wheeler—Wimer have indicated that they would like to hold a workshop with Council on November 17. Councilman VanDeventer said he would be out of town on that date. There was consensus to request the workshop be held on November 13 or 14, at 2:00 p.m. CITY ATTORNEY — No report. OTHER STAFF — No reports. MAYOR PARKING/TRAFFIC 13. SUBJECT: Request for red curb on 'D' Ave. at Orretl Dr. RECOMMENDATION: Traffic Safety Committee and staff recommendation was to deny the request to paint the curbs red; the Mayor has requested, on behalf of the residents, that this matter be brought before Council for reconsideration. The City Engineer recommended that we red curb 20' on each side of the street. ACTION: Moved by VanDeventer, seconded by Cooper, in favor of the City Engineer's recommendation. Carried by unanimous vote. CITY COUNCIL MAYOR/COUNCIL Councilman VanDeventer said there are trucks parking on 12th St., behind the motel on Plaza Blvd., leaving their engines running at night, and it is creating a problem for the residents in the area; he would like staff to look into this. BUDGET FY88-89 Councilman Cooper spoke of Public Works employees, saying the City buys each employee two orange work shirts, and the employees buy extra shirts themselves; the employees collected the money for the shirts ($338), placed it in a locked locker and the money was stolen; he feels the City should reimburse these employees. Dan McCadam, Facilities Maintenance Supervisor, was present and said after the money was stolen, the order was cancelled; he suggested that the City place a like order and pay for the shirts. Public Works Director Williams said this matter is in the hands of the Police Lab in Chula Vista, but we have not received a report yet. Moved by Cooper, seconded by VanDeventer, we determine that the need to take action on this matter arose subsequent to the posting of the agenda. Carried by unanimous vote. Moved by VanDeventer, seconded by Cooper, the City place a new order, through the Public Works Director, and the City pay for the shirts. Carried by unanimous vote. PARKING/TRAFFIC Councilman Cooper there are traffic problems throughout the City during peak hours; perhaps we should refer this to the Traffic Safety Committee to consider no left turns on main arterials during certain hours of the day; we need to get the traffic signals coordinated; there are big bottlenecks on Plaza Blvd., 30th St. and at 8th & Highland; perhaps this will come out in a traffic study. Public Works Director Williams said this would be part of a traffic survey. TRANSPORTATION/NCT Councilman VanDeventer said he spoke to Bob Arthur (National City Transit) regarding bus service to the trailer park at 3131 Sweetwater Rd.; these people are unable to use the National City buses. Bob Arthur was present and said access to this mobile home park is very difficult; he contacted San Diego Transit and found that this area is serviced by DART, which runs cars and vans. Mayor Waters said he received a petition with approximately 100 signatures; he has scheduled a meeting with the residents and Mr. Arthur for tomorrow at 7:00 p.m. J Book 70/Page 151 11 /1 /88 TRANSPORTATION/NCT Councilman Pruitt said the buses which run North down National City Blvd., in front of the Civic Center leave at the same time the transfer bus leaves, going South on National City Blvd.; people who want to transfer have been complaining. Bob Arthur (National City Transit) said he would look into it. PUBLIC ORAL COMMUNICATIONS — None. ADJOURNMENT Moved by Cooper, seconded by Pruitt, the meeting be adjourned to a workshop on November 13 or 14, 1988 at 2:00 p.m. (In accordance with Section 2.04.020 of the National City Municipal Code, there will be no meeting on November 8, 1988.).
