HomeMy WebLinkAbout1987 12-01 CC MINBook 69/Page 39 12/1/87 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA DECEMBER 1, 1987 The regular meeting of the City Council of the City of National City was called to order at 4:00 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, Pruitt, VanDeventer, Waters. Absent: Cooper. Administrative officials present: Bolint, Campbell, Eiser, McCabe, Post, Stafford. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with salute to the flag led by City Manager Mc Cabe, followed with invocation by Vice Mayor Dalla. The City Clerk reported that last week's m eeting did not record; the recording equipm ent has been checked and is working; it is believed the problem is somewhere in the wiring; backup equipment is being used and the tapes have to be turned at half—hour intervals. APPROVAL OF MINUTES Moved by Waters, seconded by VanDeventer, the minutes of the regular meetings of October 13, October 20 and November 17, 1987 be approved. Carried by unanimous vote. Absent: Cooper. Vice Mayor Dalla said a couple weeks ago Council discussed adding something to the minutes indicating that tapes of the meetings were available in the Library and for sale in the City Clerk's office and inquired if that would be done. The City Clerk said she was waiting for Council to take action on that; it was supposed to come back the following week. INTERVIEWS BD COMM CIVIL SERVICE COMMISSION Vice Mayor Dalla presided and said there is one applicant who could not be here until 4:30. It was agreed the interviews would be trailed to 4:30 p.m. ADOPTION OF RESOLUTIONS CONSENT RESOLUTIONS (Resolutions Nos. 15,460 through 15,469) Moved by VanDeventer, seconded by Pruitt, the Consent Resolutions be adopted. Carried by unanimous vote. Absent: Cooper. PARKING/TRAFFIC SIGNS 1. Resolution No. 15,468, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DECLARING SAN DIEGO EQUIPMENT RENTAL, INC. TO BE THE LOWEST RESPONSIBLE BIDDER AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH SAN DIEGO EQUIPMENT RENTAL, INC." (Euclid Ave. demolition) Adopted. See above. ELECTION/NOVEMBER 3, 1987 — POLICE FACILITY 10. RESOLUTION NO. 15,469, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, RECITING THE FACT OF THE SPECIAL CONSOLIDATED MUNICIPAL ELECTION HELD ON NOVEMBER 3, 1987, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW." Adopted. See above. Also see Exhibit "A" attached. NEW BUSINESS FINANCE MGMT 11. SUBJECT: WARRANT REGISTER NO. 21, dated November 24, 1987, Ratification of Demands in the amount of $153,876.46 (Warrants Nos. 98962 through 99022). RECOM MENDATION: Staff recommended that the warrants be ratified. ACTION: Moved by VanDeventer, seconded by Pruitt, the warrants be approved. Carried by unanimous vote. Absent: Cooper. WRITTEN COMMUNICATIONS 12. SUBJECT: A letter from Steve McPherson of Auto Locators of California requesting reconsideration of the City Council's decision concerning murals at 1705 National City Blvd. The City Clerk reported Mr. McPherson requested that this item be continued one week until such time as a full Council is present. RECOMMENDATION: None. ACTION: Moved by Dalla, seconded by Pruitt, this be filed and we not reconsider it. Carried, by the following vote, to —wit: Ayes: Dalla, Pruitt, Waters. Nays: None. Abstaining: VanDeventer. Absent: Cooper. Moved by Dalla, unless there is some meaningful change in conditions or situation that this item not be on the agenda unless that were to happen. Mayor Waters said he would inform the City Manager to not put it on the agenda and to advise Mr. McPherson of Council's action. OTHER BUSINESS CITY COUNCIL MEETINGS 13. SUB JE CT: The Planning Director's request for a joint City Council/Planning Commission Meeting. RECOMMENDATION: None. ACTION: Moved by VanDeventer, seconded by Pruitt, the Mayor set up some kind of way it would be handled, and have some kind of agenda, some time in February. Carried by unanimous vote. Absent: Cooper. Book 69/Page 41 12/1 /87 PARKING/TRAFFIC 14. SUB J E CT: Report of the Traffic Safety Committee from their meeting of October 14, 1987. RECOM MENDATION: Staff recommended the report be received and filed. ACTION: Ordered filed by unanimous vote. Absent: Cooper. TEMPORARY USE PERMIT 15. SUBJECT: A request from McMillin Developm ent for a Temporary Use Permit for their Christmas Party, with a band and use of a 60 x 140 tent, 700 people expected to attend, at 2727 Hoover Ave., on December 12, 1987 from 4:00 p.m. to 11:00 p.m. RECOMMENDATION: Staff recommends approval subject to the following conditions: Applicant shall obtain a separate Fire Safety Permit from the NCFD; Fire Dept. inspection required prior to opening. ACTION: Moved by VanDeventer, seconded by Waters, in favor of this request. Carried by unanimous vote. Absent: Cooper. STREET TREES 16. SUBJECT: The recommendations of the Street Tree and (The following street tree removals: 1409 "E" Ave; 2016 one palm tree to be planted); 2113 E. 1st St.). RECOMMENDATION: The Street Tree and approval; staff recommends ratification Committee's action. ACTION: Moved by Van Deventer, Parkway Committee "En Ave. [requesting Parkway Committee recom mend of the Street Tree and Parkway seconded by Pruitt, in staffs recommendation. Carried by unanimous vote. Absent: favor of Cooper. TRANSPORTATION/NCT 17. SUBJECT: A request from National City Transit to participate in the National City Spirit of the Holidays Program on December 12 and 13 (NCT buses would accept the donation of any canned or other non—perishable food item as a valid bus fare). RECOM MENDATION: Staff recommends approval. ACTION: Moved by VanDeventer, seconded by Pruitt, in favor of this request. Carried by unanimous vote. Absent: Cooper. CITY MANAGER — No report. CITY ATTORNEY — No report. OTHER STAFF — No reports. MAYOR COMMUNITY PROMOTION — CENTENNIAL Mayor Waters reported that the Centennial Tim e Capsule will be placed in the ground tomorrow in front of the Frank Kimball House; Council members are requested to wear Centennial Costumes. CITY COUNCIL CITY COUNCIL MEETINGS 18. SUBJECT: Discussion of the City Council meetings during the Christmas week, December 22, 1987 and December 29, 1987 (a fifth Tuesday). RECOMMENDATION: None. ACTION: Moved by Van Deventer, seconded by Pruitt, there be no Council meeting on December 22, 1987. Carried by unanimous vote. Absent: Cooper. PUBLIC ORAL COMMUNICATIONS H. DONALD HUGHES, 644 "M" Ave., was present and thanked Council for the Proclamation and the effort they put forth for Meals on Wheels; the Star News did a good, comprehensive report on Meals on Wheels, and several new volunteers have signed up; their plan is to offer the opportunity for the rest of the Council and City Departm ent Heads to volunteer; then they will move into the business community and the High School. INTERVIEWS BD COM M CIVIL SERVICE COMMISSION Vice Mayor Dalla presided. Alana Coons, 1515 "L" Ave., was interviewed by Council and stated her reasons for wanting to serve. No one else was presented to be interviewed. Mr. Dalla said other people have applied and unless Council objects, they can be interviewed next week before the appointm ent is made. Mayor Waters said perhaps this could be scheduled for December 15. Mr. Dalla said that was fine. ADJOURNMENT Moved by VanDeventer, seconded by Pruitt, the meeting be adjourned to 7:00 p.m., December 8, 1987. Carried by unanimous vote. Exhibit "A' Book 69/!'age 43 RESOLUTION NO. 15,469 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, RECITING THE FACT OF THE SPECIAL CONSOLIDATED MUNICIPAL ELECTION HELD ON NOVEMBER 3, 1987, DECLARING THE RESULT AND SUCH OTHER MATTERS AS PROVIDED BY LAW WHEREAS, a Special Consolidated Municipal Election was held and conducted in the City of National City, on Tuesday, November 3, 1987, as required by law, and WHEREAS, notice of the election was given in time, form and manner as provided by law; voting precincts were properly established; election officers were appointed and in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in general law cities; and WHEREAS, the Registrar of Voters of San Diego County canvassed the returns of the election and has certified the results to this City Council, which results are received, attached and made a part hereof as "EXHIBIT A." NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the whole number of votes cast in the City except absent voter ballots was 3,603. That the whole number of absent voter ballots cast in the City was 214, making a total of 3,817 votes cast in the City. SECTION 2. That the measure voted upon at the election is as follows: POLICE FACILITY BOND PROPOSITION: Shall the City of National City incur a bonded indebtedness in the principal amount of $6,500,000, the estimated cost of the public improvements, for the purpose of the acquisition and construction by said City of a certain municipal improvement, to wit, a new police facility, including off-street parking facilities and landscaping therefor and including the acquisition of land neces- sary therefor? That the number of votes given at each precinct and the number of votes given in the City for and against the measure were as listed in Exhibit "A" attached. SECTION 4. The City Council does declare and determine that as a result of the election, a majority of the voters voting on the measure relating to the POLICE FACILITY BOND PROPOSITION did not vote in favor of it, and that the proposition was not carried, and shall not be deemed adopted and ratified. SECTION 5. The City Clerk shall enter on the records of the City Council of the City, a statement of the result of the election, showing: (1) The whole number of votes cast in the City, (2) the measure voted upon, (3) the number of votes given at each precinct for and against each measure and (4) the number of votes given for and against the measure. SECTION 6. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions. PASSED AND ADOPTED on December 1, 1987. GEORGE H.
