MINUTES OF THE ADJOURNED (NEIGHBORHOOD) MEETING
OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
EL TOYON SCHOOL
March 5, 1986
The adjourned meeting of the City Council of the City of National City was called
to order at 7:00 p.m. by Vice Mayor Van Deventer..
ROLL CALL
Council mem bers present: Cooper, Dalla, Van Deventer, Waters. Absent: Morgan.
Administrative officials present: Bolint, Campbell, Eiser, Hart, Kimble, Mc Cabe,
Monroe, Post, Ruiz, Schulman, Stafford, Williams
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by City Manager McCabe.
The City Clerk read a letter from the Mayor apologizing for his absence into the
record. (See E XH. "A".)
Vice Mayor Van Deventer introduced those persons sitting at the Council table and
each of the members of the Council members present welcomed the approximate 45-
50 citizens present in the audience.
The following Department Managers gave three minute presentations of the work of
his/her department and invited questions after all had spoken: City Engineer
Stafford, Fire Chief Kimble, Librarian Monroe, Parks/Rec. Supervisor Ruiz, Asst. to
the City Manager/Personnel Schulman, Planning Director Post, Chief of Police Hart,
and Public Works Director Williams. At the conclusion of the presentations, the
public was invited to ask questions.
RUSS PENNY, 2131 East First St., thanked Council for taking care of the problems
at El Toyon Park.
BILL LUCK, 135 North Norton, addressed the problems of old cars in yards and
cross—town traffic. The City Attorney and Director of Planning answered the
questions re old cars. Councilman Dalla and the City Engineer responded.
LINDA CARTER, 314 R Ave., spoke of loud music at 4:00 a.m., dogs loose at night
and cars parked so that the sweeper could not clean the streets. The Planning
Director, Chief of Police and Public Works Director answered her questions.
DELFIN LABAO, 1901 Gamma St., spoke of heavy traffic on Division Street. All
members of the Council responded, speaking of development in City of San Diego
causing the heavy traffic on National City streets, the need for support of the City's
position on Rte. 252, up —grading of signal lights within the City, etc. Mr. Labao
suggested Council go after the City of San Diego and the developers.
JOHN DeCELLES, 2503 Beta, spoke of the need for lines to be painted on Osborne
Street at the end of Division near the 1-5 on —ramp.
JOHN ALVA, 17 South Kenton, said a radar gun was needed on Division Street.
DORIS McKINNEY, 120 Valva, spoke of the changing speed zones, 30, 35, 40 mph
and the house on the SW corner of Euclid and Division which has been hit 3 or 4
tim es by speeding auto mobiles. The City Engineer said he could do a survey on
Euclid and look into the history.
ANN GUERRINI, 1709 Delta St., inquired about procedure to abate weeds on private
property and asked about CalTrans property as you come off Freeway 805 at Palm,
and said she would like to see a City Beautification program started.
PEDRO ALGUIN (?), 2531 East Fourth St., complained of getting a parking citation
in a proper parking zone at Bailey's Hardware. Councilman Cooper explained it was
a misunderstanding. The Chief of Police advised him to bring the citation to the
Police Department.
LOUIS GUERRINI, 1709 Delta St., inquired about landscaping of Freeway 805. All
members of the Council responded and invited those present to aid the City in their
attempt to get proper landscaping.

JAMES MARLOW, 2411 Melrose, said Division Street needs to be widened from Palm
to Euclid, spoke of the red —curbing on U, asked if they could have a "No Parking
during specified hours" sign for the street sweeper, and inquired about the City—wide
survey of rodent problem. The Director of Public Works and Director of Building and
Safety responded.
M R. AVIL A (?), 2221 Melrose, said he has two children attending Sweetwater High
School and crosswalks are needed in that area for their safety.
The public was asked how they heard of the meeting. Approximately 6 said from the
newspaper, 2 through the school, and 25 through the postcards the City mailed out.
Closing comments were made by the members of the City Council. Councilman Dalla
made the final summation, saying this was the first neighborhood meeting held,
Council was open to suggestions of the public, thanked City Staff, thanked the public
in attendance. Councilman Dalla received enthusiastic response from the audience
when he asked if the meeting was worthwhile. The public was invited to attend
regular Council meetings.
The meeting closed at 9:00 p.m.

Dear Ladies and Gentlemen:
It is with deepest regret that I miss the first
town meeting in your neighborhood but my plans were made
many weeks in advance and I am unable to break them.
As a municipal corporation, we operate under a
$23 million dollar budget which allows us to maintain
streets, sidewalks, sewers, drainage systems, parks, a zoo,
recreation facilities such as ball fields, tennis and bas-
ketball courts, the best police and fire services, loan
programs and loan subsidies, and of course, another senior
citizens high rise, a few of many services provided for the
betterment of our community.
You will note that we are beginning to move
ahead lately, and with our broad tax base as a result of
new, modern and convenient shopping centers and our faith-
ful Mile of Cars, we now take in $8 million dollars in tax
revenues which is all being plowed back to improve services
and quality of life for the people of National City.
I hope this will be a very informative and suc-
cessful evening and that you will be enlightened about how
your city government functions for your benefit. I urge
you to ask questions and bring to light any problems exist-
ing in your neighborhood.
