HomeMy WebLinkAbout1986 06-09 CC MINBook 67/Page 65 6/9/86 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA J U N E 9, 1986 The adjourned (workshop) meeting of the City Council of the City of National City was called to order at 2:00 p.m. by Vice Mayor Van Deventer. ROLL CALL Council members present: Cooper, Dalla, Van Deventer. Absent: Waters, Morgan. Administrative officials present: Bolint, Eiser, Police Capt. Fowler, McCabe, Deputy City Clerk Monday, Post, Stafford. The meeting was adjourned to the Large Conference Room. ROLL CALL Council members present: Cooper, Dalla, Van Deventer, Waters. Absent: Morgan. Planning Director Post introduced Port Commissioner Delton Reoppele and Port Director Don Nay of the Port District; Chuck LeMenager, Chula Vista Investment Company; and Tom Sage, Warren Hagstrom and Sheila Murphy, U. S. Army Corps of Engineers. Mr. Sage said they were present to try and convey to Council that they are going to need some kind of decision in the near future. Ms. Murphy gave a slide presentation showing beach parks in Costa Mesa (Aquatic Park) and Long Beach (Colorado Lagoon). Lengthy discussion. Mr. Nay said these beach parks are not comparable to the proposed beach park in National City. Ms. Murphy said what makes them comparable is that they are both enclosed bay inlet areas. Discussion re tidal gates, debris problems and maintenance. It was stated, this is a flood control channel, and inquired whose responsibility it would be to dredge it out later. Mr. Sage replied the responsibility is usually assumed by the sponsor. Mr. Nay said the Port Authority adopted a position of dredging out that part of the channel; they are committed to maintain the channel; the Port District is somewhat the sponsor in that area, but they are not the sponsor of the project; they have made no pledges regarding the park. Further discussion. Discussion re building a marina. Ms. Murphy said the Corps of Engineers has a 50/50 cost share arrangement, whereby in projects such as this, the Corps of Engineers will share the costs on a 50/50 basis; she believes there is approxim ately $1 million for the Corps' contribution; they need a decision soon so they can fund for this project. Further discussion. In answer to the question would the Port District participate in the City's share, Mr. Nay replied, in the past, when the Port District has built recreational facilities in other cities, there have been substantial expenditures of Port District money. Discussion re the Port District being willing to participate in a park, but having reservations about a beach park. Mr. Nay said they haven't been convinced that it wouldn't create more problems than it solves; they are not sure about the water quality; they are not opposed to the beach, but have some questions about a lagoon. It was stated the Corps of Engineers is looking for some commitment and some direction; the City's willingness to do that is dependent in part on the Port District's willingness to contribute to the project; the Port District's willingness to contribute is contingent on being convinced that it is a good project; Council needs both the Port District and the Army Corps of Engineers to proceed. Discussion re involvement by Santa Fe Improvement Company. Moved by Cooper, seconded by Van Deventer, we proceed with beach park and have the Port District send a letter to the Corps of Engineers asking them to go ahead with the study of water control and get this thing underway. Discussion. Moved by Cooper, seconded by Van Deventer, the motion be amended to include Santa Fe Land be included in the study and the Corps of Engineers keep in contact with them. Discussion. Motion and amendment carried by unanimous vote. Absent: Morgan. Book 67/Page 66 6/9/86 In answer to the question, at what point would we have to make a decision if we decided to incorporate a marina into the study, Ms. Murphy said that could be included in the study. Ms. Murphy inquired if Council is talking in terms of a marina within the four acres that would extend equal in latitude, to the Port District property, or would they want it to be a large enough marina that might involve acquiring more land from Santa Fe. Councilman Cooper replied, the latter (larger). Mr. Nay said Council could make a motion to ask the Port District to direct their concerns to the Corps of Engineers to study. Moved by Waters, seconded by VanDeventer, so move. Carried by unanimous vote. Absent: Morgan. ADJOURNMENT Moved by Waters, seconded by Cooper, we adjourn. Carried by unanimous vote. Absent: Morgan.
