HomeMy WebLinkAbout1985 02-11 CC MINBook 65/Page 124 February 11, 1985 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA (( February t, 1985 The adjourned meeting of the City Council of the City of National City was called to order at 1:00 p.m. by Mayor Morgan. ROLL CALL Council members present: Cooper, Dalla, Van Deventer, Waters, Morgan. Absent: None. Administrative officials present: Bolint, Campbell, Mc Cabe, Post, Stafford, Interim City Attorney Tobin. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with salute to the flag led by City Manager McCabe. NEW BUSINESS CIVIC CENTER SPACE REQUIREMENTS STUDY City Manager McCabe said the study (space requirements) was approved by the City Council as part of the FY 1984-85 C.I.P. Budget and was prepared by Oremen Associates; Edward Oremen is present and will explain some of the portions of the study. EDW A RD 0 RE MEN, Oremen Associates, said the purpose of the study was to evaluate the present and future space requirements of the City Departments now housed in the Civic Center; special emphasis was directed to the needs of the Police Department; and, if it was determined space contained in the existing Civic Center was not adequate to meet the department needs, the study was to include evaluation of two alternative solutions: A) Expand existing complex to meet the needs of all departm ents for the next ten years, and B) Relocate the Police Department and evaluate the extent to which the vacated space could be absorbed by the other departments. Mr. Oremen described the steps followed and the techniques utilized to gather information required to reach the conclusions within the survey and enumerated over twenty space deficiencies identified within the Police Department for a total 19,666 square ft. deficiency (34,666 sq. ft. needed at present and 15,000 sq. ft. occupied at present.) Mr. Oremen said the needs were determined in part by the volume of activity, the number of personnel and the type of activity and concluded that a ten year projection provided by the Police Department would necessitate a facility of 36,600 sq. ft.; the Department cannot be expected to function properly within its present facilities, a substantial expansion is needed immmediately and could be expected to help in the Department's efforts to reduce the incidence of crim e in the City. Chief of Police Hart spoke briefly giving detailed information on the study and asked if he could answer Council questions. Councilman VanDeventer suggested buying the building across the street or moving the Police Department to the first floor after moving the Treasurer, Clerk, Planning, Building, Engineering, etc. across the street. Mr. Oremen said he doubted there was enough space available on the first floor to solve the deficiency. Councilman Cooper said relief is needed now; new building would be two years down the road. Chief Hart said he did not know the cost but the building across the street has a "For Sale" sign now; he understood the price might be $2,700,000. Mayor Morgan said he hoped Council could stop thinking about that building; what he was thinking of was buying the the half —block across the street to the north and the next block. Chief Hart said the question of where to buy, whether to build a new police station or to build a new city hall is a City Council decision which needed to be given serious thought. Councilman Dalla questioned whether or not a new civic center was needed, or a new police station; other cities deal with such things as a matter of fact; a new civic center would cost a lot more than a new police station. Councilman Cooper said he realized more space was needed but he could not support a police station remote from Civic Center. Vice Mayor Waters asked how much space would be available if basement space being used by others was made available to the police. Chief Hart said about 2,000 sq. ft. Vice Mayor Waters said he thought things should be cleared out and that would give them about 3,000 sq. ft. Chief Hart said what Mr. Waters was talking about was still under Federal contract. Vice Mayor Waters said get that lounge out of there and the store rooms; that stuff should be cleared out of there. Chief Hart responded it would be criminal to take the employees' lounge. Mr. Waters said don't tell me it can't go somewhere else; the Book 65/Page 125 February 11, 1985 public is not expecting us to go out and rent something at $30,000 a year. Councilman VanDeventer said he felt there is a need for more room in the Police Department; he would like to see a new police station built, either to the north or south; he felt the property across the street should be leased for the three years it will take to complete construction. Mayor Morgan said a new civic center should be built and in the meantime the police should be given more space; he would hate to vote on it today; he needed more time to think it over. Moved by VanDeventer, seconded by Cooper, this matter be deferred for three weeks at which time Council will vote on a permanent solution, tomorrow Council can vote on the interim solution for the police. Vice Mayor Waters said he favored building a new police station and not a city hall, but he would not support a lot of expenditure in between times. Mr. Oremen spoke again, giving the needs at present and the projections. Councilman Van Deventer said all the projections show increases; we should build over what the experts say. Mayor Morgan said we cannot annex any more land; he did not think we should build over what the experts suggest; there is a limit to what this City can afford. Councilman Cooper said he agreed with Mr. VanDeventer. Further discussion. Motion carried by unanimous vote. C.I.P. PROJECT STATUS REPORT was presented. Councilman VanDeventer asked if the "Acqisition completed by July, 1985" for Project No. 6021 (Euclid Avenue R.O.W. 16th to 20th) was the total —there was one house we have not purchased; he really would like to know where we are at. City Engineer Stafford said this is the schedule for the R.O.W. acquisition. City Manager Mc Cabe said it also does not include the traffic signal Council indicated they wanted. It was asked if the developers of the shopping center being constructed at Plaza Boulevard and Grove were planning to set back the curb. Moved by VanDeventer, seconded by Cooper, the City Engineer be instructed to tell them they will have to move back all the way to Euclid. Carried by unanimous vote. Councilman Cooper said Council had set aside the money ($35,000) originally for a traffic signal at Eighth and Hoover to apply to a traffic signal at Eighth and Highland and he did not see it in the C.I.P. Report. City Engineer Stafford said it is in item 6512 and he would like to apprise Council that the Bid Opening date should be changed from March 1 to March 15. CITY ATTORNEY City Attorney Tobin said we have an interesting situation regarding the meeting scheduled for tomorrow at 7:00 p.m.; a state mandated holiday meeting day, February 12 is designated as Lincoln's Birthday and in other cities he finds they are not holding meetings. Mr. Tobin read and 67000 of the Government Code providing for the holiday and followed (meeting to be held next day at the same hour). Discussion having a quorum on Wednesday, February 13; what could happen if meet on February 12; could the meeting be held for the purpose during the hearing scheduled, but taking no action. next regular falls on the checking with Sections 54954 procedure to re possibility Council were be of to of hearing the public ADJOURNMENT Moved by Dalla, seconded by Van Deventer, this adjourned meeting of February 5, 1985, be adjourned to tomorrow (February 12) at 6:30 p.m. for pre —Council Conference and 7:00 p.m. for the Council meeting and hearing. Carried by unanimous vote. The meeting closed at 2:32 p..m. The foregoing minutes were approved at the regular meeting of February 19, 1985.
