MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA

The adjourned meeting of the City Council of the City of National City was called
to order at 6:05 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Cooper, Dalla, VanDeventer, Waters (late), Morgan.
Absent: None. Administrative officials present: Bolint, Campbell, McCabe, Post,
Stafford, Interim City Attorney Tobin.
It was announced that this meeting was called for the purpose of interviewing
applicants for Boards/Com missions/Committees.
RONALDO LOPEZ, 3407 Lou St., was present and said he is interested in serving on
the Advisory and Appeals Board, the Civil Service Com mission or the Planning
Com mission; he has lived in National City since he arrived here from the Philippines
ten years ago; he has been an attorney in the Philippines and served as a volunteer
for a local Asian Legal Assistance Organization until it dissolved for lack of funds;
he works in Real Estate and his office is at 30th and National City Blvd.; he has a
wife and one child.
ARMANDO CASTANEDA, 1410 Lanoitan Ave., was present and said he is interested
in serving on the Street Tree and Parkway Committee; he has had some experience in
that field; he has worked for the Federal Government for 32 years and before the
government started contracting work out, he was in charge of all the streets and
grounds at Miramar; he has time and would like to be of assistance to the City; he
has lived in National City for 25 years; he has five grown children who graduated
from Sweetwater High School; he is presently married and has one child at home; he
would be honored to serve on any committee. Discussion re the possibility of Mr.
Castaneda serving on the Park and Recreation Advisory Board. The City Clerk said
there will not be an opening on PRAB until 1986.
The City Clerk said Mrs. Rosalie Alvarado, Mr. Clifford Bailey and Mr. James Bird
would not be present tonight; they have already been interviewed. Vice Mayor
Waters read a letter from Mr. Bird. (See Document No. 71773)
The City Clerk said Mr. Mitchel Beauchamp was not present; he is interested in
serving, but has already been interviewed.
The City Clerk said Mr. Anton Gerschler is interested in serving, but was not present
because he has already been interviewed. Vice Mayor Waters asked that Mr.
Gerschler's letter be made part of the record (See Exhibit 'A'), and said
Mr. Gerschler, an attorney, has handled cases for the City and inquired if serving on
the Planning Com mission would be a conflict of interest. Interim City Attorney
Tobin said attorneys stand in the shoes of the people they represent; to the extent he
was on a Board or Com mission and was representing the City by reason of a case,
that would consistent with the role and is not a conflict; the law firm Mr. Gerschler
is affiliated with is paid by the insurance company, not the City.
The City Clerk said Mr. George Hood is interested in serving on the Planning
Commission; he has already been interviewed; Mr. Thomas Moynahan would like to be
reappointed to the Planning Commission; Mr. Dennis Larsen made application but is
not present.
Vice Mayor Waters said appointments would be made in two weeks; he would like one
member of the Council to meet with him to discuss a policy on length of term for
Boards/Commissions/Committees. Councilman VanDeventer said he would volunteer.
Mr. Waters said they would bring a report back to Council next week. Councilman
VanDeventer said he has been working on a book indicating the involvement of each
Committee; he will submit the book next week. Mayor Morgan said he is not in
favor of limiting the terms; if we are going to limit the terms, maybe it's time to
limit the term of Council members as well.

ADJOURNMENT
Moved by VanDeventer, seconded by Cooper, the meeting be adjourned to 7:00 p.m.,.
Carried by unanimous vote. The meeting closed at 6:30 p.m.

I write you to express my willingness and desire to
serve the people of our city as a member of the Planning
Commission.
I first resided in National City on East 18th Street
with my father, Malcolm Gerschler, while I was attending
San Diego State on the GI Bill between 1973 and 1974.
After working for a time as a magazine editor, I went
back to law school and am currently in my third year of
practice as a civil trial attorney with the San Diego law
firm of Rhoades, Hollywood & Neil. I am presently 32 years
of age.
My wife Alice and I bought our first home here in 1981.
We now have three children, ages 1, 2 and 7. The oldest,
Carla, attends Las Palmas Elementary School. It is here
we have made our home and here we plan to remain.
It would be an honor to be allowed to personally par-
ticipate in those issues large and small which shape the
face of the National City to come.
I thank you in advance for your consideration and look
forward to hearing from you at your convenience.
