MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL

The adjourned meeting of the City Council of the City of National City was called
to order at 3:00 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Cooper, Dalla, VanDeventer, Waters, Morgan. Absent:
None. Administrative officials present: Bolint, Campbell, Eiser, McCabe, Post,
Stafford.
City Attorney Eiser addressed the Council on Conflicts of Interest, including
Incompatible Activities, Financial Interest Disclosure Requirements, Financial
Interests in a Contract; Incompatible Employment, Activity or Enterprises; the
Political Reform Act of 1974 and; Redevelopment Activity, and answered Council's
questions. Mr. Eiser said this is a complex topic, and these provisions are
applicable to the City Council, Officers of the City, Boards and Commissions and
City employees; he will be making a presentation to the Planning Commission at its
next meeting.
Among questions asked were: Should elected members of the School Board serve
on the Planning Commission? and Should an applicant owning his own business be
hired to work in a departm ent whose function overlaps the business?
ADJOURNMENT
Moved by Waters, seconded by VanDeventer, the meeting be adjourned to 4:00 p.m.
Carried by unanimous vote. The meeting closed at 3:52 p.m.
The foregoing minutes were approved at the regular meeting of
September 10, 1985.
