MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
FEBRUARY 1, 1983
The adjourned meeting of the City Council of the City of National City
was called to order at 7:00 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Camacho, Dalla, Van Deventer, Waters, Morgan.
Absent: None. Administrative officials present: Campbell, Gerschler,
McCabe, McLean.
PUBLIC HEARINGS
The Public Hearings on the (1) UPDATED GENERAL PLAN and COMBINED GENERAL
PLAN/ZONING MAP and the (2) AMENDMENT TO THE NATIONAL CITY LAND USE CODE
regarding ZONE CATEGORIES were held at this time. (Quarter page Notice
of Hearings on file.) Planning Director Gerschler said the General
Plan update program started with the signing of a contract with
Duncan & Jones in November, 1981; there has been a steady flow of
information through the Planning Commission over the last year from the
Citizens' Advisory Committee, Staff Participation Committee and from
contacts with the public; it is a good package; he has prepared an
analysis for Couneil, and the Consultant is present to answer questions.
Principal Planner Post was present and said the Master Environmental
Impact Report is a significant part of the General Plan process and this
EIR does two things: it assesses the environmental impacts of the
updated General Plan and compiles additional data which can be used in
future environmental assessments, and should make such assessments
easier on a day to day basis. Mr. Post continued, another significant
feature is the combined General Plan/Zoning Map; (map was displayed for
Council to review) currently, we use a General Plan Map and several
different Zoning Maps; the program consolidates the General Plan Map and
the Zoning Maps into one map; one function required as a result of this
combined map is some substantial amendments to the Land Use Code; new
zoning symbols are being introduced; the density map is being eliminated;
there are changes in the parking requirements; changes are being made to
some of the use groups. Mr. Post explained briefly 9 requests re zoning
and density received from property owners which are shown in the staff
report (See Document No. 68400).
ED SHAFFER, Consultant, Duncan & Jones, was present and said this public
hearing represents a culmination of a 14-month process; Duncan & Jones
has worked closely with the Planning Staff and the General Plan Steering
Committee, reviewing the program at key intervals; meetings were held
with the Planning Commission and the Citizens' Advisory Committee; this
is not the Consultant's plan, but the City's plan; the consultants only
provided technical advice; the General Plan is comprised of a text and
a map; the text contains recommended policies, descriptions of land use
categories, and programs and implementation measures designed to guide
future development in National City. Mr. Shaffer said the text
organizes the City's planning concerns in 5 categories: the Overall
Urban Framework, which addresses development patterns, land use and
design; Natural Settings, which is concerned with natural hazards,
conservation, open space and noise; Housing; Economic Development, which
addresses employment, tax revenues, commercial office and industrial
development; Public Services and Facilities, which is concerned with
recreation facilities, transportation, public safety and other municipal
services; these categories are intended to comply with State law, which
requires a General Plan to address 9 basic elements: Land Use,
Circulation, Housing, Conservation, Open Space, Seismic Safety, Noise,
Safety and Scenic Highways; in addition, the plan includes design
recommendations concerning community design, beautification,

landscaping, etc.; the General Plan map presents a recommended land use
pattern with four general categories: Industrial, Commercial,
Residential and Institutional.
Planning Director Gerschler said a key issue tonight is residential
density, innovative ways to mix densities within neighborhoods; it can
be done, even in the older areas; if this is approved, the yield of the
density would be severely curtailed; the maximum that would be allowed
anywhere in the City would be figured on the basis of 1 dwelling unit
for the first 5,000 sq. ft., 1 dwelling unit for the next 4,000 sq. ft.
and 1 dwelling unit for each succeeding 3,000 sq. ft.; there will be a
mixture of uses in the neighborhoods (apartments, duplexes, single-
family residences); this has been studied and discussed at great length
as to the practicability, legality and reasonableness of holding
neighborhoods to mixed types of residential; it may not be convenient
for everybody, but it is a sound idea. Mr. Gerschler continued, another
highlight in the plan is the re -alinement of Civic Center Dr.; the street
will be designed wide enough to provide a landscaped median; there are
pieces of land that would result from the alinement that could also be
landscaped; other possibilities were studied; 10 or 12 options were
considered, but none of the others were as convenient or economical as
the one presented. Mr. Gerschler said another major issue is the Mello
Bill which requires cities to provide for second dwelling units in
single-family residential zones (granny flats); the plan contains a
particular statement, a finding required by State law, that paves the
way for later adoption of an Ordinance to limit them. Discussion.
Mayor Morgan called a recess at 8:03 p.m.
Council reconvened at 8:10 p.m.
ROLL CALL
Council members present: Camacho, Dalla, Van Deventer, Waters, Morgan.
Absent: None.
JIM WERMERS, 233 'A' Ave., was present and said he would like to address
two issues; when notice was given that General Plan hearings would be
held throughout the next year in November, 1981, he wanted to
participate, so he wrote a letter to the Planning Director asking to be
informed when the meetings or hearings would be held. Mr. Wermers
outlined his efforts to participate and his frustration, citing State
Code sections re public participation. Mr. Wermers said he had letters
from 35 of his neighbors, but could not find a citizens' group
interested enough to accept them. Discussion. Vice Mayor Camacho
apologized for what happened and told Mr. Wermers he should have brought
this matter to Council's attention much sooner. Mr. Wermers said he is
requesting the block between 'A' and 'B' and 2nd and 3rd reflect the
average of the existing density on the block, and has letters from his
neighbors approving this request. Discussion. It was brought out in
discussion that Mr. Wermers owns a vacant lot on this block. Mr. Wermers
said the lot is among apartments and it is not economically feasible to
build a single-family unit on it. Further discussion.
CONSTANT DAVID, 4952 Fieldstate, San Diego, was present and said he was
present on behalf of and as one of the ten owners of the property at
3100-3300 Sweetwater Rd. (next to Plaza Bonita); the property owners
have submitted a request for a zone change from RS-1 and RS-2 PUD to CG;
they also submitted a request to solve the flooding problem in that
valley; Sweetwater Rd. will eventually be a 6-lane highway, and it would
not be good planning to build residential homes next to this road.

DAN HALL (administrator of property at 3031 E. 18th St.), 124 N. 3rd,
El Cajon, was present and said in staff's report regarding the General
Plan, they addressed 7 different options, number 6 being a transitional
zone, which would apply to infill properties, and the zone would permit
densities greater than the General Plan allows, perhaps up to that of
the existing apartment houses; 40 years ago, the 3000 block of E. 18th
developed into a single-family residential area; in the 60's and 7O's,
apartment complexes were build in this area; only the Von house and the
Newland house remain as single-family dwellings on that block (Mr. Hall
displayed pictures of the area); the Von house is old, outdated and sits
between two apartment buildings; it needs to be torn down for future
development; no one will buy this home sitting between two apartment
buildings; that community, having been thrown into a transition between
single-family and multi -family cannot stop in mid -stream; the General
Plan fails to recognize that there are these transitional communities to
be dealt with; he is requesting a zone change from RS-3 to a density
equal to the adjacent apartment (approximately 21 units per acre);
however, if he could put 10 units on this property, he could sell it.
Discussion. BARBARA WILSON, E. El Capitan Dr., Chula Vista, was present
and said she is one of the four owners of the property immediately East
of the Von estate; she would be happy to see the property developed; the
empty house has attracted vandals and her tenants have been harrassed.
Discussion. MELVIN NEWLAND, 3035 E. 18th St., was present and said he
would like to see that property (3031 E. 18th St.) retain the same
zoning; he is between 24 units to the East and 18 units to the West; the
property could never be sold as a single dwelling.
BOB BRADY (representing Dr. Reiner [3404 Volley Rd.] and Development
Systems), 2299 Camino del Rio So., San Diego, was present and said it is
the intention of the developer involved with Dr. Reiner to attempt to
build the 84 ft. street (Reo Dr.) connecting Hwy. 54 and Sweetwater Rd.
to be able to allow some satellite development for the shops that are
not allowed in the Plaza Bonita right now; the developer is willing to
undertake the cost of the drainage ditch, improve Sweetwater Rd. and
build Reo Dr. Mr. Brady wants a more flexible commercial zone than the
CT recommended by the Planning Commission would allow. Discussion.
No one else was present to speak in this regard. Moved by Dalla,
seconded by Van Deventer, the Public Hearings be closed. There was
consensus that the 9 property owners' requests be considered
individually. Motion carried by unanimous vote.
The request of Karen Seal to rezone the property at the SW corner of
8th & Harbison from CL to CG (Planning Commission and staff recommend
this property be zoned CG-PD) was presented. Moved by Van Deventer,
seconded by Camacho, in favor of the Planning Commission and staff's
recommendation. Carried by unanimous vote.
The request of Dr. Edwin Reiner to rezone the property at 3404 Valley
Rd. from CT to CG (Planning Commission recommends this property retain
CT zoning; staff recommends the property be zoned CG-PD) was presented.
Moved by Morgan, seconded by Van Deventer, in favor of staff's
recommendation. Discussion. Carried, by the following vote, to -wit:
Ayes: Camacho, Dalla, Van Deventer, Morgan. Nays: Waters.
The request of Constant David, et al, to rezone the property at
3100-3300 Sweetwater Rd. from RS-1 and RS-2 PUD to CG (Planning
Commission recommends this property be zoned RS-3 PUD; staff recommends
the property be zoned CG- D) was presented. Moved by Morgan, seconded
by Camacho, in favor of staff's recommendation. Discussion. Carried,
by the following vote, to -wit: Ayes: Camacho, Dalla, Van Deventer,
Morgan. Nays: Waters.

The request of Dr. George Ury to rezone the property, 2100 block of
E. 8th St. from RT to CG (Planning Commission and staff recommend this
property retain RT zoning) was presented. Moved by Van Deventer,
seconded by Camacho, in favor of Planning Commission and staff's
recommendation. Carried by unanimous vote.
The request of James J. Wermers to rezone the block bordered by A, B,
2nd and 3rd from RS-3 PD to the average density on the block (Planning
Commission and staff recommend this property retain the RS-3 PD zoning)
was presented. Moved by Camacho, seconded by Van Deventer, in favor of
the Planning Commission and staff's recommendation. Discussion. Carried,
by the following vote, to -wit: Ayes: Camacho, Dalla, Van Deventer,
Morgan. Nays: Waters.
The request of Dan Hall to rezone the property at 3031 E. 18th St. from
RS-3 to a density equal to the adjacent apartment (approximately 21
units per acre; the updated General Plan does not have a category
allowing such a density; the Planning Commission and staff recommend this
property be zoned RM-1 PD) was presented. Moved by Morgan, seconded by
Van Deventer, in favor of the Planning Commission and staff's
recommendation. Carried by unanimous vote.
The request of Robert and Marie Ingle to rezone the property at 2107 'B'
Ave. from RM-1 PD to a zone which would allow a second unit (RT would be
needed; the Planning Commission and staff recommend this property retain
the RM-1 PD zoning) was presented. Moved by Van Deventer, seconded by
Camacho, in favor of the Planning Commission and staff's recommendation.
Discussion. Carried by unanimous vote.
The request of Mrs. Angie Vallen to retain the present RM-1 density 30
zoning at 1834 'K' Ave. (the Planning Commission and staff recommend this
property be rezoned to RM-1 PD) was presented. Moved by Dalla, seconded
by Camacho, in favor of the Planning Commission and staff's recommendation -
Discussion. Carried by unanimous vote.
The request of Mrs. Eva Silva, et al, to retain the current RM-1 density
20 zoning in the South Central residential area, located between 18th
and 22nd Streets and 'A' and 'F' Avenues (the Planning Commission
recommends this property be zoned RM-1 PD; staff recommends this property
be zoned RT along both sides of 'C' between 18th & 20th) was presented.
Moved by Van Deventer, seconded by Camacho, in favor of staff's
recommendation. Carried by unanimous vote.
Council reviewed Planning Commission Resolution No. 57-82. Moved by
Waters, seconded by Van Deventer, Planning Commission Resolution No.
57-82 be presented by title only. Carried by unanimous vote.
Planning Commission Resolution No. 57-82, "A RESOLUTION OF THE PLANNING
COMMISSION OF THE CITY OF NATIONAL CITY, CALIFORNIA APPROVING THE UPDATED
GENERAL PLAN." Moved by Waters, seconded by Camacho, Planning Commission
Resolution No. 57-82 be approved with the exception of items 14 and 15.*
Carried by unanimous vote.
Moved by Waters, seconded by Van Deventer, in favor of the amendments to
the Land Use Code regarding zone categories. Carried by unanimous vote.
* Items 14 and 15 pertain to SW corner of 8th & Harbison and 3100-3300
Sweetwater Road and were covered by Council action at close of hearing.

ADJOURNMENT
Moved by Waters, seconded by Van Deventer, the meeting be adjourned to
7:00 p.m., February 8, 1983. Carried by unanimous vote. The meeting
closed at 9:50 p.m.
