HomeMy WebLinkAbout1982 11-02 CC MIN193 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA NOVEMBER 2, 1982 The regular meeting of the City Council of the City of National City was called to order at 4:00 p.m, by Mayor Morgan. ROLL CALL Council members present: Camacho, Dalla, Van Deventer, Waters, Morgan. Absent: None. Administrative officials present: Ballard, Campbell, Grahl, McCabe, McLean. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with salute to the flag led by City Manager McCabe followed with invocation by City Manager McCabe. APPROVAL OF MINUTES Moved by Van Deventer, seconded by Dalla, the minutes of the regular meeting of October 26, 1982 be approved. Carried by unanimous vote. PRESENTATION The Mayor presented Certificates of Appreciation to DAVE SHELDON, SHIRLEY MULLIGAN, and FRANCES CIEN for assisting in putting out the fire in the Civic Center lobby on October 15, 1982. PROCLAMATION The Mayor's proposed Proclamation, "YOUTH APPRECIATION --WEEK - second week of November, 1982" was read by title. Moved by Camacho, seconded by Van Deventer, the Proclamation be approved. Carried by unanimous vote. The Mayor announced the Proclamation would be mailed to the Optimist International in St. Louis, Mo. PUBLIC ORAL COMMUNICATIONS None ADOPTION OF RESOLUTIONS Moved by Van Deventer, seconded by Camacho, the Resolution be presented by title only. Carried by unanimous vote. Resolution No. 13,920, "DEDICATION OF CITY -OWNED PROPERTY FOR PUBLIC STREET PURPOSES (a portion of East 8th Street)." Moved by Van Deventer, seconded by Dalla, Resolution No. 13,920 be adopted. Carried by unanimous vote. NEW BUSINESS The City Treasurer/Finance Director's request for RATIFICATION of WARRANT REGISTER NO. 17, dated October 26, 1982, in the amount of $83,549.90 (Warrants Nos. 77870 through 77932) and PAYROLL for the period ending October 15, 1982, in the amount of $232,581..14 was presented. Moved by Waters, seconded by Camacho, the bills be approved and warrants drawn. Carried, by the following vote, to -wit: Ayes: Camacho, Dalla, Van Deventer, Waters, Morgan. Nays: None. The application of IL HWA KIM for ON -SALE BEER AND WINE (EATING PLACE) LICENSE, Type 41, person transfer, for PICKLE BARREL DELI & RESTAURANT, 340 West 26 Street, Suite E, was presented. Moved by Van Deventer, seconded by Waters, in favor of the application. Carried, by the following vote, to -wit: Ayes: Camacho, Dalla, Van Deventer, Waters. Nays: None. Abstaining: Morgan. 11/2/82 194 The City Engineer's Report of Bid Evaluation, FIRE STATION NO. 3, Spec. No. 927 (low bidder on Fire Station No. 3 did not list all sub -contractors as required by specifications; ... omission involves 11 sub -contractors only one of whom bid to do his work at a price of less than 11 of 1% of bid price... Sec. 4106 Gov. Code specifies, "If a prime contractor fails to specify a sub -contractor ... of work to be performed under the contract in excess of 11 of 1% of the prime contractor's total bid, he agrees that he is fully qualified to perform that portion himself, and that he shall perform that portion himself." Staff recommendation: Find the low bidder has not complied with the bidding requirements, reject all bids, and direct staff to readvertise the project. The City Attorney has reviewed the bid documents and concurs that the low bidder has not complied with the bidding requirements.) was presented. Moved by Van Deventer, seconded by Camacho, all bids be rejected, and staff directed to readvertise on the legal grounds stated by the City Attorney. Carried by unanimous vote. OTHER BUSINESS STREET TREE AND PARKWAY COMMITTEE The recommendation of the STREET TREE AND PARKWAY COMMITTEE from their regular meeting of October 21, 1982 (removal of one street tree at 3014 Biggs Court, due to damage to sidewalk and private wall - no replacement due to narrow parkway and adequate landscaping) was presented. Moved by Waters, seconded by Dalia, the recommendation be approved and filed. Carried by unanimous vote. TRAFFIC SAFETY COMMITTEE The recommendations of the TRAFFIC SAFETY COMMITTEE from their regular meeting of October 13, 1982 (Paint parking "T's" on the cul-de-sac to designate horizontal parking spaces in the 1700 block of East 9th St., and paint 5' of red curb on both sides of the driveway at 1019 Olive St.) was presented. Moved by Van Deventer, seconded by Camacho, the recommendations be approved. Carried by unanimous vote. CITY MANAGER - No report. CITY ATTORNEY - No report. OTHER STAFF City Engineer Grahl reported CalTrans awarded the contract for landscaping I-805 within National City; the work should begin in about a month. MAYOR Mayor Morgan said that since he has had any say in operating the City, taxes have gone down; the "No on W" people say taxes will be raised; this City has a reputation of not raising taxes; seven years in a row we lowered them. CITY COUNCIL Councilman Waters said Proposition W is in the hands of the people; the people will make the decision; the opposition dealt in untruths and they used outside money to try to defeat "W"; this could cause great damage to us, similar to losing the shipyard because of meddling by certain politicians; this is too bad; maybe we could have done a better job; he never thought a bunch of outsiders could convince the citizens they did not want to get rid of those bars. ADJOURNMENT Moved by Van Deventer, seconded by Camacho, the meeting be adjourned. Carried by unanimous vote.
