MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
JUNE 16, 1981
The regular meeting of the City Council of the City of National City
was called to order at 4:00 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Camacho, Dalia, Van Deventer, Waters, Morgan.
Absent: None. Administrative officials present: Ballard, Campbell,
Grahl, McCabe, McLean.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by City Manager
McCabe followed with invocation by Dr. Charles Molnar, First Baptist
Church.
APPROVAL OF MINUTES
Moved by Dalla, seconded by Camacho, approval of the minutes of the
regular meeting of June 9, 1981 be held over for one week. Carried
by unanimous vote.
PRESENTATIONS AND PROCLAMATIONS
The Mayor's proposed Proclamation of "OBSERVANCE OF PYTHIAN WEEK,
July 5-11, 1981" was read, Moved by Camacho, seconded by Van Deventer,
the Proclamation be approved, Carried by unanimous vote, Mayor Morgan
presented the Proclamation to Steve Tichy, Knights of Pythias, Loma
Lodge #159.
PUBLIC ORAL COMMUNICATIONS
None
ADOPTION OF RESOLUTIONS
Moved by Van Deventer, seconded by Camacho, the Resolutions be
presented by title only. Carried by unanimous vote.
Resolution No, 13,572, "RESOLUTION APPROVING AND ADOPTING THE ANNUAL
APPROPRIATIONS LIMIT FOR THE FISCAL YEAR 1981-1982." Moved by Van
Deventer, seconded by Camacho, Resolution No. 13,572 be adopted.
Carried by unanimous vote.
Resolution No, 13,573, "RESOLUTION DIRECTING NOTICE OF FILING OF
ASSESSMENT AND TIME OF HEARING THEREON (Alley No. 78 from 18th St. to
20th St, between "N" Ave. and "O" Ave., Assessment District No. 202)."
Moved by Waters, seconded by Camacho, Resolution No. 13,573 be adopted„
Carried by unanimous vote,
Resolution No, 13,574, "RESOLUTION AUTHORIZING APPROPRIATION AND
TRANSFER OF RESERVE FUNDS." Moved by Camacho, seconded by Van Deventer,
Resolution No. 13,574 be adopted. Carried by unanimous vote.
Resolution No. 13,575, "RESOLUTION APPROVING MEMORANDUM OF UNDERSTANDING
WITH MUNICIPAL EMPLOYEES ASSOCIATION FOR THE PERIOD JULY 1, 1981
THROUGH JUNE 30, 1982." Moved by Van Deventer, seconded by Camacho,
Resolution No. 13,575 bg adopted. FRED BAKER, Civil Eng. Tech. was
present and said some of the employees had dissenting opinions and felt
they were being discriminated against; he asked for a postponement of
one week. Moved by Waters, in favor of the postponement. Died for
lack of second. Discussion. BOB DARBY, President, Municipal Employees
Association, was present and said the agreement is a good agreement for
both management and the Association; the vote was 58 to 2 in favor of
the agreement; he had seven proxy votes from members who could not
attend the meeting and they were all "yes"; after all the work involved,
he would hate to go back to the Association and tell them a decision

had been deferred because of a small minority, Further discussion.
Carried by unanimous vote,
NEW BUSINESS
The City Treasurer/Finance Director's request for RATIFICATION OF
WARRANT REGISTER NO. 49, dated June 16, 1981, in the amount of
$65,545.91 (Warrants Nos. 72612 through 72706) and CERTIFICATION OF
PAYROLL for the period ending May 31, 1981, in the amount of
$222,301.19, was presented. Moved by Waters, seconded by Van Deventer,
the bills be paid and warrants drawn. Carried, by the following vote,
to -wit: Ayes: Camacho, Dallas Van Deventer, Waters, Morgan. Nays:
None.
The City Treasurer/Finance Director's STATEMENT of Changes in CASH
BALANCES for the period ending May 31, 1981 was presented. Ordered
filed by unanimous vote,
The REQUEST of the NATIONAL SCHOOL DISTRICT ADMINISTRATION CENTER for
variance from maximum width DRIVEWAY standard, 14th St, between "M"
Ave. and "N" Ave. (proposal is to remove 25 feet of curb on 14th St.
which presently separates two existing driveways and to construct a
new driveway between, resulting in a single driveway 75 feet wide;
property has 300 feet of frontage on 14th St.; City Engineer recommends
approval subject to "back -in" parking only to minimize accident
potential, with parking area posted accordingly) was presented. Moved
by Waters, seconded by Van Deventer, this request be approved, Carried
by unanimous vote.
The Purchasing Agent's recommendation to purchase one 1981 Dodge
MAXI --VAN (van requested by the Police Dept, and attempt was made
through the State of California as a cooperative purchase; the State
was unsuccessful in providing a vehicle; a suitable maxi -van was
located at Carl Burger Dodge; this purchase considered a special
circumstance due to its lack of availability; total cost is $10,957.41;
adequate funds are available in FY80-81 budget; staff recommends award
be made to Carl Burger Dodge, San Diego) was presented. Discussion.
Moved by Van Deventer, seconded by Camacho, the award be made to Carl
Burger Dodge. Carried by unanimous vote.
WRITTEN COMMUNICATIONS
The REQUEST of NATIONAL CITY PONY LEAGUE for funds in the amount of
$250 to purchase equipment was presented. Moved by Van Deventer,
seconded by Camacho, in favor of this request„ Carried by unanimous
vote.
The REQUEST of EDCO DISPOSAL CORP. for approval of rate increase
(County of San Diego is increasing their disposal fees 40% at all
landfills commencing July 1, 1981; Edco is requesting an increase of
400 per month, with an additional 350 per month adjustment for the
increase in operating costs; this represents a 14.7% increase) was
presented. Discussion, EDWARD BURR, President, Edco, 6670 Federal
Blvd., Lemon Grove, was present and said the last increase (July, 1980)
was 350. Moved by Van Deventer, seconded by Camacho, the request be
approved. Carried by unanimous vote.
OTHER BUSINESS
CITY MANAGER
City Manager McCabe thanked the MEA and staff, especially Mr. Darby
and Mr. Ballard for their professional handling of the salary
negotiations.

MAYOR
Mayor Morgan referred to the application for transfer of on -sale beer
license of Catherine Hicks, dba The Corral, which Council voted to
protest at the June 9 meeting, saying she has worked all her life and
only wants to stay in business another 3-3 years until she can retire;
he had never taken anyone's livelihood; he was not sure he would vote
to tear those buildings down while she is there unless we have to have
that piece of property. Discussion regarding the fact that funds for
her relocation were given to her and she had found a place to relocate,
the danger of setting a precedent for the other businesses which would
want an extension on their leases, allowing Mrs. Hicks to move the
license to another address. City Attorney McLean said if she would
agree to giving up her license, it would be okay; but if she said when
she retires she wants to sell her license to someone else...he thought
it would be appropriate to have a motion instructing the Director of
Redevelopment to relocate her to a location of her choosing with the
license to expire on her retirement. Moved by Van Deventer, seconded
by Camacho, in favor of the City Attorney's recommendation. Mayor
Morgan said providing it is limited to 3-3 years. Councilman Dalla
inquired if this would jeopardize Councils finding the area is
saturated? The City Attorney said they will meet with the lady; if she
can accept that, it will work out. Motion carried by unanimous vote.
CITY COUNCIL
Councilman Waters reported paving of the parking lot at Granger Hall has
been completed.
Councilman Waters inquired if the National City car dealers had been
offered an opportunity to bid on the new vehicles before Carl Burger
Dodge was selected. Craig Winder, Purchasing Agent, explained this was
a special circumstance, the maxi -van in question was not available
locally; all purchases of vehicles this year went through State
Cooperative Purchasing which saved the City $500-1,500 per vehicle.
Councilman Dalla read into the record his letter to Ray Wilson, News
Director, KFMB, Channel 8:
"It has been my observation over the years that the
news media, print and electronic, tends to possess and
or project a negative image of National City. While
historically, that image may have been valid, such is
not the case today."
"Unfortunately, the poor reputation our community has
in the eyes of many including the news media, is
perpetuated in part by the media. While I am confident
it is unintentional and that they fail to realize the
long term impacts their coverage has on a community,
I am equally confident that the news media is responsible
and interested enough to make improvements where possible;'
"News 8 coverage of a story on three occasions is an
example of news coverage that impacts this community
unnecessarily and in my view, unfairly for no apparent
reason:
"On Saturday, May 9, 1981, a San Diego police officer was
attacked and shot in San Diego by two men. One of the
men lived in San Diego at the address where the incident
took place. The other, his brother, lived in National
City. Both were apprehended. On your 11:00 p.m.
broadcast on May 12th, the story began, 'Two National
City brothers are in custody tonight following ...'.
The next night the story began, 'Two National City
brothers were arraigned today on charges stemming

from .,.'. And on June lath, the story once again
began with the, 'Two National City brothers pleaded
innocent today ..,'.fr
"The labeling of tha suspects as 'two National City
brothers; and the repetition of that label unfairly
and unnecessarily draws this community into a very
Appalling crime solely by virtue of the fact that one
individual lived in National City. The fact that the
other brother who allegedly did the shooting, lived in
San Diego at the address where the shooting took place
is apparently less important than one of them living in
National City. The fact that the quick action of a
National City Police officer in spotting and pursuing
the suspects as they travelled down a San Diego freeway
was instrumental in their apprehension is apparently
unimportant."
"The National City slant of the above stories, despite
the fact the shooting took place in San Diego, unfairly
places this community and its citizens in a bad light.
Consequently, the image they have of themselves and the
image others in the county have of them is unnecessarily
diminished."
"This letter was not motivated by your story alone;
rather, your stories exemplify a continuing problem
we have in this community, fighting an ongoing battle
to improve our image with little, if any, support from
the media. There is a reoccurring belief/feeling, whether
real or imagined, that when good things happen in National
City, they are all but ignored but when bad things occur,
in or even near the community, the city gets full credit
and total exposure for them."
"Such feelings may be dismissed by some as paranoia or
as a result of an inferiority complex, After several
years of observation, I conclude there is more truth
than paranoia in such feelings and further, I conclude
that the media is unaware of what they are involved in
and its impact on the community. In their view, the
reporting is fair, just, and unbiased --they treat all
communities the same. The sole purpose of this letter
is to sensitize you to the possibility that such may
not always be the case."
ADJOURNMENT
Moved by Morgan, seconded by Dalia, the meetin be adjourned to
7:00 p.m., June 23. 1981. Carried by unanimous vote, The meeting
closed at 4:38 p.m.
The foregoing minutes were approved by the City Council at their
regular meeting of June 23, 1981.
