MINUTES OF THE REGULAR FETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA July 8, 1980 The regular meeting of the City Council of the City of National City was called to order at 700 p,im., by Mayor Morgan. ROLL. CALL Council members present: Camacho, Della, Waters, Morgan. Absent; Van Deventer. Administrative officials present; Ballard,, Campbell, Gerschler1 McCabe, McLean, Strecker, SALUTE TO THE FLAG AND INVOCATION The meeting was opened with salute to the flag led by City Manager McCabe followed with invocation by City Manager McCabe, APPROVAL OF MINUTES Moved by Camacho, seconded by Waters, the minutes of the *molar meeting of Jun, 24A 1980, bg a►ppreered. Absent: Van Deventer* PRESENTATIONS AND PROCLAMATIONS The City Clerk read the Mayor's proposed proclamation UHELEN LEPPERT DAY IN NATIONAL CUT, July 10, 1980E K Moved by Camacho7 seconded by Della, Ibe_proclamation be approyesd. MAYOR'S APPOINTMENTS The Mayor's proposed appointments of Donna DoMoss to the Civil Service Commission and Walter Popslar to the Park and Recreation Advisory Board were presented. RODEO ASSN.) was pre ant and said the Rodeo Board had considered the use of El Toyon Park and he was here to say they could use it; he had filled out an applica.. tion and would turn it in tomorrow; they wanted to use the park Oct. 3, 4, and 5, The City Manager said the item would be on the Agenda for the meeting of July 15, Mr* Cooper answered questions regarding the Rodeo Association's donations to the youth of the community. JESS SOTELO,,, Coach, POP WARNER FOOTBALL, was present and opposed the use of El Toyon Park for the rodeo, saying his concern WAS for the safety of his young players; if the field was torn up by horses and bulls, his ;roans people might be hurt; also use of the park in early October would inter. fere with their schedule; they start practice in Aught and play scheduled games from October through November, an eight week schedule. CITY COUNCIL Councilman Dalla said sometime ago the Traffic Safety Committee or the City Council made "A" Avenue one«way from 8th to 9th Street on a trial basis; one of the people who was interested in doing that inquired if the trial period has not passed and indicated he no longer wants one.way. Moved by Dalla, this be referred back to the Traffic Safety Committee. Councilman Camacho paid he brought this up some months ago and the Traffic Safety Committee wanted to study it after the area of SA" Avenue between 9th Street and Plaza Boulevard was completed. Motion withdrawn. Councilman Dalla commented the area between 9th and Plaza on "A" has 7/8/80 Zen been torn up for months and said somebody should to get it finished. ED orxections No corr CITY CF NATYCtiAL CITY, CALIFORNIA .e r, c- -2 7/8/80 RESOLUTION NO. 13,389 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, RECITING THE FACT OF THE SPECIAL MUNICIPAL ELECTION HELD IN SAID CITY ON JUNE 3, 1980, DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW WHEREAS, a special municipal election was held and con- ducted in the City of National City, California, on June 3, 1980, as required by law; and WHEREAS, notice of said election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects said election was held and con- ducted and the votes cast thereat, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in cities; and WHEREAS, pursuant to Resolution No. 13,272 adopted March 11, 1980, the Registrar of Voters in and for the County of San Diego canvassed the returns of said election and has certified the results to this City Council, said results are received, attached and made a part hereof as "Exhibit A.1f NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That there were 28 voting precincts established for the purpose of holding said election consisting of consolidations of the regular election precincts in said City as established for the holding of state and county elections. SECTION 2. That the whole number of votes cast in said City (except absent voter ballots) was 5,896. That the whole number of absent voter ballots cast in said City was 267, making a total of 6,163 votes cast in said City. That the number of votes given at each precinct and the number of votes given in the City for and against the measure were as listed in "Exhibit A" attached. That as a result of said election, a majority of the qualified voters voting on said measure relating to low -rent housing did vote in favor thereof, and that said proposition was carried, and shall be deemed adopted and ratified. SECTION 4. The City Clerk shall enter on the records of said City, a statement of the result of said election, showing: (1) The whole number of votes cast in the City; (2) The measure voted upon; (3) The number of votes given at each precinct for and against the measure; (4) The number of votes given in the city for and against the measure. SECTION 5. That the City Clerk shall certify to the passage and adoption of this Resolution; shall enter the same in the book of original Resolutions of said City; and shall make a minute of passage and adoption thereof in the records of the pro- ceedings of the City Council of said City, in the minutes of the meeting at which the same is passed and adopted.
