HomeMy WebLinkAbout1980 05-19 CC MIN159 PUBLIC HEARING GENERAL REVENUE SHARING FUNDS CITY OF NATIONAL CITY, FY 1980-81 MAY 19, 1980 City Manager McCabe opened the hearing at 10:00 a.m, Administrative officials present: City Manager McCabe, Asst. City Manager Ballard. CITY MANAGER MCCABE stated this hearing was for proposed uses of General Revenue Sharing funds expected to be expended by the City in FY 1980-81, the purpose of this hearing is to provide interested citizens, groups, senior citizens and organizations the opportunity to submit written and/ or oral comments on the possible use of Revenue Sharing Funds during the next fiscal year; the City estimates that it will have $828,000.00 in Revenue Sharing Funds for expenditure during Fiscal Year 1980-81; a notice of this hearing was published in the National City Star -News on May 1, 1980; in addition, all news media serving the greater San Diego area, including broadcast media, were notified of this hearing, as well as local senior citizens groups. Mr. McCabe said this year the City requested that applicants for Revenue Sharing Funds file a grant applica- tion with the City Manager; to date, the following applications have been received: (1) COMMUNITY DEVELOPMENT COMMISSION of the City of National City, two requests totaling $850,000.00; (2) CHAMBER OF COMMERCE, $3500; (3) COMMUNITY YOUTH ATHLETIC ASSOCIATION, $17,600.00; (4) NATIONAL CITY GIRLS CLUB, $10,000.00; (5) SOUTH BAY HISTORICAL (GRANGER HALL) ASSOCIATION, $15,000.00; (6) HELIX HIGH SCHOOL BAND, $50,000.00; (7) MAAC PROJECT, $1500; (8) MCCADAM SYSTEM, $16,000; (9) MEALS -ON -WHEELS, $1,999.22; (10) NATIONAL CITY NUTRITION, $30,000; (11) SENIOR CITIZENS ADVISORY BOARD, $10,000; (12) SWEETWATER HIGH SCHOOL JAZZ BAND, $8,000; (13) VOLUNTEER BUREAU DIVISION OF THE UNITED WAY, $42,100; (14) PILIPINO. AMERICAN SENIOR CITIZENS, $1600; (15) ACCESS (Catholic Community Services Organization), $29,280; the total of the requests to date if $1,086,579.22 Mr. McCabe stated any other grant applications for Revenue Sharing Funds may be filed at this time and invited any interested persons wishing to submit comments or suggestions to come forward. GARY ZARECKY, Varsity Basketball coach, Sweetwater High School, and SGT. FRANK CHENELLE, N.C.P.D., representing the National City Sweetwater Basketball Boosters Assoc., were present and submitted a grant application totaling $10,000 for defraying costs to a prestigious basketball tourna- ment in Honolulu, Hawaii, involving 75 National City residents; only 1 team from the Continental United States is invited annually and they got the bid after trying for five years over 93 other high schools; the games will be televised all over the Hawaiian Islands and there is National publicity; the Sweetwater Basketball Club has been the number 1 team in the county and this year they won the CIF, the reason they were invited to the tournament; they have another outstanding team from the High School All -American going with them; they urge approval for the City to help with the players and cheerleaders. The application (written) was submitted at this time. CHARLES W. BROWN, representing National City Quarterback Club, was present and stated they need about $2,000 for the Quarterback Club that includes 115 kids, Junior and Varsity and the Cheerleaders; the Little League is going to Japan and he is trying to get the same sources to raise funds; he's having problems because the Basketball Team has already acquired all the merchants, the Mile of Cars will not be able to help them either; last year they were in the hole $600 and it's worth it because there are a lot of needy kids; they help pav their incnrmn..e ft,,.a �'••" , __ _ 160 stated the amount was $29,500; the application was turned in Friday to Mr. Ballard, Mr. McCabe stated they have an application for $3500. Mr. Hirsch handed him another application for $29,500, the purpose of which is for the production and distribution of a film regarding National City. GREG BAY, Executive Director, Boys Club of N.C., 1430 D Ave., was present and stated they are requesting $5,000 for remodeling of the exterior of the Boys Club building, landscaping and water sprinkling system. Mr. Bay filed his request at this time. LUCY UNGAB, 3330 Lou St., representing the Pilipino.American Senior Citizens was present and spoke re the forming of a string band; and said they need some guitars and she feels it will help them overcome their loneliness and to cheer them up; they feel it is to much for them to solicit for donations for the extra instruments they need, so they are asking for the donation; the City Manager has their request. LEONARD SHAW, resident of Morgan Towers, spoke in regard to assistance for incapacitated people to get to doctor's appointments and for grocery shopping; most of these people are elderly; they would also like benches for waiting at bus stops. Two application forms were given to Mr. Shaw. MICHAEL SIMMONS, 1424 E. 20th St., N.C., representing the Sweetwater High School Stage band, was present and stated that they have been invited to participate in Montreaux, Switzerland International Jazz Festival; it is the biggest Jazz event in the world; international exposure of this type comes along once in a lifetime for the community and the students; there were five school bands from the United States represented in Switzerland last year, there may be that many again this year; it's an outstanding achievement for the musicians; they are asking for $8,000, they can raise the balance in the community; they have deadlines to meet. City Manager McCabe stated their request will be reviewed with everybody else's. AL ALVARADO, 2423 E. 20th St., representing All -Star players, was present and stated they have been invited to Japan and this is the first time that a local team has been invited to participate; four of the boys are from National City making it a total of 7 people from N.C.; the cost is $10000 per boy. An application was handed to Mr. Alvarado, he was to return it before 5:00 p.m. JERRY LINES, Director of Volunteer Bureau Division, United Way, was present and said they filed an application for funding of an Information Referral Center to serve National City and the South Bay Area; the study attached to their application was completed by a county -wide task force that looked at the entire information referral scene; there would be support from United Way, access to our computerized information referral bank of information on the over 1100 human care health service organiza- tions that provide services throughout the county; although the center here would be primarily focused on serving the National City residents of all ages, seniors, etc.; the referrals would be made to the closest available resource providing the unique service the person was after; for this reason they are asking for some support of the center through revenue sharing funding. RUTH POTTER, South Bay Meals -on -Wheels, was present and requested a grant for $2,000 again this year; they provide an important service to the community. BILL FLOYD, President, MCCADAM SYSTEM INC., was present and requested funds to distribute his Crime Prevention Manual locally (perhaps to each member of the Chamber of Commerce). 161 relatively immune to the influx of Indo-Chinese refugees up to this point; his organization plans on the resettlement of Indo-.Chinese in N.C.; for about 3 months they have been looking for Indo-Chinese who have been settled here by different volunteer groups; so far they have found 250 refugees; they would like to begin by making a survey of the different social services, educational system and the medical facilities of National City and see just how ready the City is to deal with an influx of Indo- Chinese refugees. No one else was present in this regard. City Manager McCabe stated the requests will be evaluated by staff, staff will make recommendations based on the available funding; at this point they do not know how much money they will be receiving from the Revenue Sharing Program from the Federal Government; they intend to make their recommendations to the City Council the latter part of June; if they don't have any information the final hearing will have to be beyond that point; the intention at this time is to make the recommendations for the City budget the latter part of June.
