HomeMy WebLinkAbout1989 01-12 CC MINBook 71/Page 8 1/12/89 MINUTES OF THE JOINT ADJOURNED MEETING OF THE CITY COUNCIL AND THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY. CALIFORNIA WORKSHOP Held January 12, 1989 The meeting was called to order in the Main Conference Room at 2:00 p.m. by Mayor Waters. ROLL CALL Council /Community Development Commission members present Della, Inzunza, Pruitt, Van Deventer, Waters. Absent None. Administrative officials present Bolint, Caloza, Deese, Eiser, Kimble, McCabe, Myers, Peoples, Peterson, Post, Reid, Ruiz, Schulman. The Mayor said as he had a conflict of interest (he has business dealings with Wheeler-Wimer- Blackman Architects), he would tum the meeting over to Vice Mayor Pruitt and would abstain from voting. Vice Mayor Pruitt presided. Vice -Mayor Pruitt stated that the purpose of the workshop was in regards to the Civic Center Architectural Proposal. He then turned the meeting over the City Manager McCabe. McCabe said that Mr. Blackman, the Architect and Mr. Van Dyke, the Landscape Architect were present and that the meeting was going to be about the various aspects of landscaping the Civic Center area He then turned the meeting over to Mr. Van Dyke. Mr. Van Dyke presented the drawing that had been submitted at the last meeting which depicted the new Civic Center, Plaza, Council Chambers and surrounding areas. He stated that at the last meeting, it had been requested that his firm refine their study and provide more detail and clarification as to how these areas would develop. He then presented a new schematic design which incorporated all of the areas discussed at the last meeting. He said his people had met with the City Engineer and Traffic Engineer and discussed the issues of paving, street crossings and signalization at various areas. They also met with Ruiz of the Park & Recreation Department but had not yet contacted the Police Department. This was because they felt that based on the conversation at the last meeting, the area was designated as PoNce parking with fencing around it as security fence, the Police Department would take that area and organize it in a way that would best suit their needs. Van Dyke said they did include on the outside of the fence, some appropriate screening and landscaping which really becomes part of the park space. He did not feel the Police Department would have a problem with this. Van Dyke then went over the components of what he wanted to accomplish in the meeting. He presented a schematic plan which was prepared along with a cost estimate which was broken down into seven areas of improvement. He anticipated that these could be done as deductiveor additive bid offers to the main construction document package for the building and the Plaza area which is already under contract and budgets have been received. He then spoke about the major elements that may have changed or been adjusted from the last meeting. The park area in the rear will be extended with some shrubbery and trees adjacent to the fence which is directly adjacent to the existing 4 ft. retaining wall. As the last proposal showed, the portion of "A" Avenue will be closed off and become park space. The light blue area depicted the existing Restroom building. They have a suggestion or a proposal to refurbish the current structure or face lift it so it appears nicer. They also provided an alternate to replace it, but they think refurbishing it might work fine. The other element that was not in the last plan, was the location which has now been fixed for the Cooling Tower. This will be an 8 ft. high, concrete block wall. They think that by changing the face on this with some block, it would start looking somewhat similar to the other structures. The same material would then be used in walls around the Parking Structure and the base of the Council Chambers. Some new walkways are shown in the new park area and against the Restroom Building and the existing 10 ft wide sidewalk and 8 ft wide sidewalk They have also shown some parking in this area He spoke with Ruiz about this and Ruiz made it quite clear that he would like to see this area retained as park space. Their action however, was based on Council's suggestion in the last meeting to provide some parking in that area Basically an additional 30 spaces are shown. No parking is shown down at the bottom because of the Cooling Tower location and the need to get the walkway back out to the road. Because of the road realignment, there is a need to re -do a portion of the park. Although this is not as severe and the original plans which encroached in the existing play area, the fence will need to be relocated along with some additional landscape screening so that the play area is not right on the roadway. The roadway has been narrowed and the parking on the street eliminated. Also, the access into the building at the top of "A" has been eliminated, so the entire edge of the new Administration Building will be landscaped without any automobile or delivery access. The access is now at the roadway down at the bottom of "A" Avenue. The remainder of the area was included in the last plan. Book 71/Page 9 1/12/89 The only other area of change is the 12th Street intersection treatment and entry to the Parking Structure, the intersection treatment at Civic Center Drive and theone down at "A" Avenue. In discussing this with the City Engineer and Traffic Engineer, the solution arrived at which looks very similar to the configuration presented, is to take the existing 12th Street median which is about 6 ft. to 8 ft. wide and remove a section of it from the top of 12th Avenue back. Then, form a left turn lane which would allow for someone moving west on 12th to turn into the parting area. This would require reconfiguration of a portion of the median and removal of another section. In order to direct traffic off of National City Boulevard, a small median which would coincide with the location of the crosswalk is needed. This would just be a traffic direction median so to prevent vehicles from going the wrong way. This is a raised median, vehicles come in here and go right into the lot The concept behind this entire intersection, is that it would be signalized. There would be 4 signal poles at the comer, and another that would allow traffic coming out of the Parking Structure to be stopped and only allowed to move left when the signal changed. The same thing with traffic coming west, up 12th. They would be stopped until there was a green light at the intersection. This entire area functions in the same way a standard intersection in a street would function. Van Dyke said they are proposing that the pavement treatment in the parking entrance be similar to the pavement treatment in the intersection. Scored concrete, possibly some colored. Parking has also been included on the outboard side of the area Right now it's diagonal parking on both sides. Parking would be eliminated on the side next to the new Police Station Headquarters. Accommodation has also been made for about 3 larger or oversized spaces for trucks which could not get into the structure and would have a hard time parking somewhere else. There will be two- way traffic in and out Street trees have also been included, similar to what was to be done at the other end of the block These were not included in the original proposal but are in the additional elements which were being referred to. Also, because of the existing landscape on the northwest comer, they are proposing to relocate several trees. The magnolia will stay. The other large tree will be tarn out and moved down a bit This is because it is in the way of the driveway access out which needs to be widened according to the Traffic Engineer. This will allow for free flow, right turn out The tree will be boxed and relocated. Van Dyke then passed out an additional construction item estimate. Pruitt said Van Dyke had made a statement that the lights would be synchronized coming out of the lot for turning left and questioned if they could turn right anyway. Van Dyke said this was correct that right turn out would just be right on red with is okay. Peterson inquired as to what the different colors represented. Van Dyke said the different colors represented different varieties of trees. Some were pine trees, shade trees, existing trees, and accent trees similar to what is in the park right now. The actual selection of trees has not yet been made. Peterson then asked about the orangish color. Van Dyke said those would be accent trees with flower color which would be the dominant tree in the Plaza area. Della inquired as to whether the double row of trees on National City Boulevard indicated trees on both sides of the sidewalk or just alot of trees. Van Dyke said it indicated a sidewalk down the center with trees on both sides and a parkway strip with a planting area right next to the curb (about 5 ft wide and the sidewalk is about 5-8 ft. wide). Van Dyke said the estimate had been broken up into 7 different areas, each of which could be treated as deducted bid alternates to the construction document set. Van Dyke said that Item 1, PARK EXTENSION/ROAD RE -ALIGNMENT (with street trees at 12th and National), is an item which needs to be done regardless to Councils' decision on additive or deductive. The reason was that the positioning of the building and the need to regrade the roadway and close of the park to create the secured area for the Police, will require the section of the park to be renovated. This figure is somewhat of an obligation as the park will be disturbed from its' current condition. The estimated cost of $78,000. is somewhat of a given because of this. This does not include the Restroom refurbishment, even though it is located in that area. Item 2 is the ENTRY DRIVE, INTERSECTION PAVING, LANDSCAPE AND ENTRY SIGN. This includes the entry drive, intersection at 12th and National City Boulevard, the entry drive and landscaping adjacent to the Police Headquarters Building and the specialty paving at the intersection which needs to be done as one element of the construction. Item 3 is the POLICE STATION FENCE AND PARK LANDSCAPE. This is the Police Station secure area and fence and the associated landscaping in the park area that will need to be done when the fencing is put in to provide for screening. Item 4 is the CIVIC CENTER DRIVE INTERSECTION. It is not necessary that this be done initially. Van Dyke said they feel that this is a lesser priority than the 12th Street intersection treatment Item 5, 'A' AVENUE INTERSECTION is the same situation as Civic Center Drive. Item 6. is the PARK/PARKING. This is the parking lot revision. In essence, they are removing park land and putting parking spaces in. There will be a need to re -do the irrigation, and asphalt needs to be laid as well as curb and gutter. Book 71/Page 10 1/12/89 Item 7, RESTROOMS. A figure has been provided to refurbish and also an alternate cost to build a new facility should Council decide they want the current building to be demolished and a new facility built Van Dyke said the park extension and road re -alignment (Item 1), is with street trees and 12th Avenue as mentioned. It includes the renovation of the other side of the park because of the road re -alignment required, and also includes the treatment out on National City Boulevard with street trees on both sides of the sidewalk Additionally, it includes another section of the park because of the road being removed. Those figures are exclusive of demolition. The demolition costs for that will go down as part of the construction of this project as opposed to the demolition costs which have been included for all of the other items. The demolition costs have been included for all of the other items that are not part of the basic structure construction. The figure of $78,200. is an estimate of proposed construction items including trees, irrigation, turf, paving and fence construction. The next item, priority Item 2 is the area of 12th Avenue and National City Boulevard, inclusive of the new entrance to the Parking Structure and the Police Station. There are demolition costs which have been included. The speciality paving includes all of the cross hatch area on the poster in the brown or tan color. The other areas will be just plain concrete possibly with a broom or aggregate finish. The speciality paving would be something like an interlocking paver, similar to what is proposed for the new redevelopment project at 8th and National City Boulevard. This has been discussed with the City Engineer who feels if this is put on a concrete base, it would be an acceptable material. Inzunza inquired as to the color of the paving. Van Dyke said the color had not yet been chosen, but would need to coordinate it with the other final colors selected. He felt that a tan, brown and possibly some red. It will have to work with the colors of the building as well, maybe some greys. The retaining wall is required due to the need to provide for oversize parking spaces. It actually goes into the existing bank and would be about 4 1/2 to 5 ft high. There is also a planter that has been added to the walkway that goes across up above and connects the Plaza to the Police Station. It is basically a cat walk or raised bridge. The small planting area is similar to the treatment on the Parking Structure. There is curb and gutter work and landscape including shrubs and ground cover. There is also a new median cost and entry sign. Because of the new visibility of the corner and the treatment of the intersection, they are proposing that there be a sign identifying this as the National City Civic Center and Police Station so that this becomes the entry. Item 3 is the Police Station fence and park landscape. There would be nothing done as part of this proposal with the surface treatment There would be fences constructed around the perimeter of the lot with planting both on the inside (about a 5 ft planting area) and on the outside, trees, shrubs and ground cover and then turf with the irrigation. This is existing park which will not be changed. The trees and landscape that are there would stay. There would just be new landscaping along the fence to create a screen for the cars. The fencing would be transparent such as rod -iron, not omate but simple. Something you could see through. The gate at this point could be card controlled. The Civic Center Drive intersection, which is Item 4, would be a similar treatment and would connect it to the Plaza and extend the Plaza out into the street. In the current design, a portion of the street has been treated with speciality paving but it does include the entire intersection. The Plaza opens up and becomes a drop off zone, you pull up, let people off and then get back out into traffic. Item 5 is the "A' Avenue intersection treatment Again, it's similar treatment to 12th and Civic Center Drive. Speciality paving as well as regular concrete paving. Item 8 is the Park, parking area. Again, a section of parking is added. About 30 spaces total. This does include a section east as well. It will require the removal of existing park facilities, turf, trees, re -do some irrigation and drainage, provide for new A.C. paving and curbing. Restroom renovation is Item 7. They feel that putting a new face on the existing structure is needed. Some textured block, actually constructed on the outside of the existing building, rather than tearing the walls down could be very nice. That plus improvements to the roof would cost about $30 - $35,000. If a new restroom is wanted they are running about $100,000. There are some pre-fab ones available as well. They don't see a need for a new location for the restroom. Pruitt questioned the difference between the regular broom -brushed finish rather than the special paving. Van Dyke said the cost per square foot difference is about $2.00 per square foot There are other costs associated with the speciality paving as well. It requires a concrete sub -base which would be eliminated if a broom finish were used. Van Dyke estimated that the net cost would be about $5.00 per square foot He did not have the square footage available but said it would be substantial, probably a good 30% less than what was shown. $30,000 - $40,000. lnzunza inquired as to what a $100,000. restroom looked like. Van Dyke responded that it would look like a regular restroom. One of the reasons for the cost is the plumbing fixtures. All fixtures have their internal works inside the wall. Just stainless steel buttons are exposed. This is the majority of the cost which could run between $30,000. to $40,000. There is also the need to put anti -graffiti material on the inside of the restrooms so that they can be easily cleaned. This is a very expensive material, an epoxy surface. Book 71/Page 11 1/12/89 Blackman added that by making the decision to keep the same restrooms would cost less initially, but would not resolve the problem. There would something newer, but in two to three years you would have the same thing. What he felt Van Dyke was suggesting, was that if there is a public facility, it should be made as vandal proof as possible, recognizing that there are costs to doing this, but also, it will be a facility that people won't feel intimidated to use. Ruiz said that he had some information on pre-fabs which are considerably cheaper. He had received a cost of one installed for $45,000. He felt it was something that would work in the present location. Van Deventer said he had seen the pre-fabs, they were nice, however, he would prefer to refinish the existing restroom. The pre -fats are made of metal and will look like metal after awhile where with masonry, it will be alot more attractive. The plumbing is in and everything is there, it just needs to be finished off. Blackman asked to reiterate that he thought the charge of the design thing was to come up with a Master Plan concept, not just plop a building down and walk away, and to tie things all together and make a statement here in National City. He believes that the intersections are important as is the landscape element when you back the building into the Park You cannot just create a wall at the back of the Park. He feels they have been very successful. It may appear to be alot of dollars but he believes that the Master Plan is the right way to go. The decision may not be whether or not it is affordable today, but the decision should be let's go ahead and plan to do this. Make it a deductive or an add alternate. The bid documents can be prepared either way. But if the dollars aren't available when the bids come in, it can be done later. At least the documents are available and as funds become available the different projects can be done. He believes that in terms of the total Civic Center, doing the documentation as one package is the right way to go. Van Deventer inquired as to where Civic Center Drive comes into the radius which has poles, if they were to come out into the next radius and make it an option of the 3 intersection as an altemate, what kind of price or estimate would it be if removed and the others remained? Blackman said this was already in the contract up to the poles. Van Deventer said than they could be using the three figures given for intersections as an alternate. In speaking to the total project, Van Deventer said he felt the landscaping should be part of the total package. The altemates are something that would not effect any of the project if the intersections were taken as an alternate. Personally, he would like to see the whole thing done if the bids come in as they should. McCabe said that this was the first time they had viewed the plan or the numbers. Some quick figures would indicate that on the original price estimate of $10.6 million, there was a figure of $210,000. for other site improvements. He said he believed that this figure could be deducted from what was being provided. He took $398 minus $210 which is $188.2. Just maxing it out using $38,000. as a Professional Fee, it appeared the difference was $224,200. which was not quite the impact it appeared, providing all of the figures are correct. There may be some variation. Van Deventer asked Finance Director Caloza what this would be if stretched over a 15 year bond issue. Caloza replied approximately $2,500. a month. Dana inquired as to what was expected of Council upon being provided with these figures at this meeting. Van Dyke said they would like some direction, specifically because they have a very short time in which to prepare their documents and need to know what they will need to prepare. They would therefore like some direction today as to what is to be included on at least the preparation construction documents. Della inquired of Van Deventer as to whether he was anticipating an alternate bid of any kind. Van Deventer said the only alternate bid he would make would be for the intersection, although, he would prefer to see the whole thing done. His concem with Civic Center Drive are if you are going to make an impact on the whole thing, and talking about $2500., he would rather pay those dollars up front now than come back later as an alternate, which would cost more money. ACTION: Van Deventer moved for total as presented. Motion died for lack of a second. Inzunza said he agreed with Dalia's concems. Is there an altemate bid, or time to look this over and come back in a few days? Ruiz questioned the general schematic design. His area of concern was that more parkland was being removed for parking. ACTION: Dalka moved that the additional 30 spaces of parking encroaching into the Park be eliminated at this time, seconded by Van Deventer. Carried by the following vote, to -wit Ayes: Dalla, Inzunza, Pruitt, Van Deventer. Abstaining: Waters. Pruitt said his problem with the entire packet was that it was made available only 40 minutes ago, and yet he was expected to make a decision right now on the expenditure of $500,000. when he has concerns on the brushed concrete which could be very attractive versus spending $40,000. for special paving. There are other questions he would like to have answered between Staff prior to making any decision. Van Deventer suggested carrying the meeting over to Tuesday. Book 71/Page 12 1/12/89 ACTION: Van Deventer moved that these items be trailed to the Tuesday 4:00 meeting and that Van Dyke come back with an alternate bid ongoing with regular concrete/stamped. Seconded by Inzunza. Carried by the following vote, to -wit Ayes: Della, Inzunza, Pruitt, Van Deventer. Abstaining: Waters. Van Dyke said he would provide the information Monday for Council review. McCabe said he would see it is distributed immediately. Della suggested as a procedural item, that Blackman and Van Dyke provide information as soon as they get it so it can be reviewed and to eliminate the need to continue the meetings. ADJOURNMENT Moved by Van Deventer, seconded by Della, the meeting be adiourned to the next regular meetinka. Tuesday. January 17.1989 at 4:00 p.m. No vote was taken.
