MINUTES OF THE ADJOURNED MEETING OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
POLICE DEPARTMENT STAFFING STUDY
JULY 19, 1989
The adjourned meeting of the City Council of the City of National City was called to order at
4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Pruitt, Van Deventer, Waters.
Administrative officials present: Bolint, Eiser, Knee, McCabe, Peoples, Schulman.
Others present: Deese, Fowler, Melissa Bauman - Star News.
The Mayor stated that Hughes, Heiss and Associates had completed the police department
staffing study and that the primary consultant, Richard Brady, was present and would be
giving a short presentation and then answering questions from Council. The Police
Department will be reviewing the study and at this time, no action will be taken.
The Mayor then turned the meeting over to City Manager McCabe who introduced Mr. Richard
Brady from Hughes, Heiss and Associates.
Prior to Mr. Brady's presentation, Chief Knee stated that it was the desire of the Police
Department that the purpose of the meeting remain as a fact finding, question and answer
type of session. The Police Department had received the report and is working from the
report on recommendations that will be brought back to the Council at a later time.
PRESENTATION
LABOR RELATIONS
1. Review of Police Staffing by Hughes, Heiss and Associates.
Mr. Brady began his presentation with a brief overview of how the study was conducted, what
his firm had come up with and the context in which they evaluated the police departments'
workload and staffing needs.
He stated the study was started with extensive interviewing and data collection in the police
department. Ride-alongs were performed with the patrol units. Investigations' workload was
studied by going through all cases they had and a historical analysis was performed. Each
support function staff member was interviewed and workload data was collected, for example
in the property unit, the number of pieces of property checked in as evidence was
ascertained as well as the number of items destroyed or returned to the person etc. In
records, data was collected on the number of cases processed etc.
Mr. Brady then gave an explanation for the 22 additional positions recommended. (A copy of
the study is on file in the Office of the City Clerk).
A brief question and answer session followed.
ADJOURNMENT
Moved by Inzunza, seconded by Van Deventer, the meeting be adjourned to the Civic
Center Workshop - Tuesday. July 25. 1989 - 4:00 p.m. - Large Conference Room. Civic
Center. Carried by unanimous vote.
The meeting closed at 4:55 p.m.
