MINUTES OF THE ADJOURNED MEETING OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
WORKSHOP - NEIGHBORHOOD IMPROVEMENT PROGRAM
AUGUST 15, 1989
The meeting was called to order at 2:00 p.m. by Mayor Waters.
ROLL CALL
CounciVCommittee members present: Dalla, Inzunza, Van Deventer, Waters. Absent: Pruitt.
Administrative officials present: Bolint, Eiser, Knee, McCabe, Myers, Peoples, Peterson,
Post, Reid, Ruiz.
Others present: Morrow, Sheldon.
Vice Mayor Pruitt arrived at 2:12 p.m.
1. CITY COUNCIL WORKSHOP REGARDING NEIGHBORHOOD
IMPROVEMENT PROGRAM.
The Mayor called the meeting to order and then called on City Manager McCabe who
explained briefly that the Council had designated $550,000 of Community Development
Block Grant funding for neighborhood improvements. After designating the funding, the
Council then selected two neighborhoods for consideration, each of which would be
presented today. City Manager McCabe then turned the meeting over to Roger Post,
Director of Planning, who made the presentation using graphic boards with overlays. A
handout detailing the proposed improvements was given to the Council, Staff and those
present. (Copy on file in the Office of the City Clerk).
PRESENTATIONS
AREA "A"
4th Street to 7th Street, National City Boulevard to "D" Avenue.
The 1st Overlay, recommended by Engineering, was for cape seal, street reconstruction,
alley improvements, striping, survey monuments, curb & gutters, cross gutters, sidewalks,
driveways, walkways, pedestrian ramps and street lighting.
The 2nd Overlay, recommended by Building, depicted substandard structural conditions.
Staffs recommendation was to refer these houses to CDC for participation in their current
program. The overlay also noted recommendations by Planning for zoning code violations
such as landscaping and trash.
The 3rd Overlay, recommendations of Parks & Recreation was for trees. There is a need for
145 street tree plantings.
All of the above items were viewed to be deficiencies by the staff and would result in a cost of
$1,235,000.
AREA "A" ALTERNATE PLAN
Do curb, gutter, sidewalks, re -surfacing, trees and street lights but no drainage system or
intersection reconstruction and add driveway removal and replacement. This program would
cost $367,000.
AREA "B"
16th Street to 22nd Street on Rachael Avenue.
The 1st Overlay, recommended by Engineering, is basically the same as for Area A with
exception that no drainage system other than cross gutters at 20th Street or intersection
reconstruction is necessary. Parks & Recreation recommends 9 street tree plantings and 26
private property. The cost for full improvements would be $128,000.
AREA "B" ALTERNATE PLAN
Once again, the same as Area A, with the primary difference being the type of re -surfacing
and the addition of driveway removal and replacement. This program would cost $75,000.

It was the consensus of Council that this presentation be placed on the Council Agenda for
the Regular Meeting of Tuesday, September 5, 1989 at 4:00 p.m. for formal action.
ADJOURNMENT
Moved by Van Deventer, seconded by Inzunza, to adjourn the meeting to the next regular
Council meeting- August 15. 1989 - 4:00 p.m. Carried by unanimous vote.
The meeting closed at 2:50 p.m.
