MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
SEPTEMBER 12, 1989
The regular meeting of the City Council of the City of National City was called to order at 7:02
p.m. by Mayor Waters.
ROLL CALL
Council members present: Della, Inzunza, Pruitt, Van Deventer, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by City Manager McCabe, followed by the
invocation by Councilman Della.
APPROVAL OF MINUTES
Moved by Van Deventer, seconded by Pruitt, the minutes of the regular meeting of
September 5.1989 and the minutes of the adjourned workshop meeting of September 6
1989 be aoproved. Carried by unanimous vote.
INTERVIEWS/APPOINTMENTS
BOARDS AND COMMISSIONS/CIVIL SERVICE COMMISSION
The Mayor asked Vice Mayor Pruitt to read off the names considered for the one position
open on the Civil Service Commission. Vice Mayor Pruitt read the names, to -wit: Ernest
Azhocar, George Baca, Leticia Camacho and Kathleen Smith. He then asked the
Councilmembers to vote on the ballots provided.
The City Clerk read the results of the ballots, to -wit: 3 votes for Kathleen Smith and 2 votes for
George Baca. The Mayor said his office would handle the notification of appointment to office
of Mrs. Smith.
PUBLIC HEARINGS
ZONING
1. SUBJECT: Public Hearing - Amendment to Title 18 (Zoning) of the National City
Municipal Code regarding seasonal pumpkin and Christmas Tree sales lots. (Case
File No.; A-3-88) (Applicant: City of National City). The City Clerk reported that the
Affidavit of Mailing and Proof of Publication was on file in the Office of the City Clerk
and that one letter of support had been received and was also on file in the Office of
the City Clerk.
RECOMMENDATION: Staff concurs with the recommendation of the Planning
Commission and recommends that the amendment be approved.
TESTIMONY: None.
ACTION: The Mayor declared the Public Hearing closed. Moved by Van
Deventer, seconded by Inzunza, move in favor of Planning Commissions
recommendations for approval of the Amendment. Carried by unanimous
vote.
CONSENT RESOLUTIONS (Resolutions 16,078 through 16,079). Moved by Van
Deventer, seconded by Inzunza, in favor of Consent Resolutions. Carried by unanimous
vote.
CONTRACT/SCRIPPS MEMORIAL HOSPITAL
2. Resolution No. 16,078, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH
SCRIPPS MEMORIAL HOSPITAL OF CHULA VISTA FOR EMERGENCY MEDICAL
TECHNICIAN -DEFIBRILLATION (EMT-D) PROGRAM." Adopted. See above.
ZONE VARIANCE
3. Resolution No. 16,079, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY DENYING WITHOUT PREJUDICE A ZONE VARIANCE
APPLICATION TO ALLOW ACCESS VIA AN EASEMENT ACROSS PROPERTY AT
2820 "D" AVENUE FOR DEVELOPMENT OF A SINGLE-FAMILY DWELLING ON
ADJACENT PROPERTY TO THE WEST. (Applicant: Ralph King) (Case File No. Z-2-
89)" Adopted. See above.

ORDINANCES FOR ADOPTION
Moved by Van Deventer, seconded by Pruitt, that the Ordinance be read by title only.
Carried by unanimous vote.
MUNICIPAL CODE 89/ZONING
4. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY
AMENDING TITLE 18 (ZONING) OF THE NATIONAL CITY MUNICIPAL CODE
REGARDING THE MAXIMUM NUMBER OF UNITS ALLOWED IN THE RM-1 (MULTI-
FAMILY RESIDENTIAL) ZONE. (Case File No. A-2-89)."
ACTION: Moved by Pruitt, seconded by Van Deventer for approval.
Carried by unanimous vote.
NEW BUSINESS
FINANCIAL MANAGEMENT
5. SUBJECT: Warrant Register No. 10. Ratification of Demands in the amount of
$252,598.33 (Warrant Nos. 107106 through 107194 inclusive, excepting none) and
Certification of Payroll in the amount of $370,692.31.
RECOMMENDATION: Staff recommends the warrants be ratified.
NOTE: Councilman Van Deventer stated he would abstain on 107156 as he
previously owned the business and holds the lease and 107163 which is a
refund on a sidewalk bond.
ACTION: Motion by Van Deventer, seconded by Pruitt, in favor. Warrants
(except 107156 and 107163) ratified by the following vote, to -wit: Ayes:
Dalla, Inzunza, Pruitt, Van Deventer, Waters. Nays: None. Abstaining:
None. Warrant Nos. 107156 and 107163 ratified by the following vote, to -wit:
Ayes: Dalla, Inzunza, Pruitt, Waters. Nays: None. Abstaining: Van
Deventer.
WRITTEN COMMUNICATIONS
6. SUBJECT: Request for Donation from the National City Quarterback Club,
Sweetwater High School to help sponsor their football team.
ACTION: Motion by Van Deventer, seconded by Pruitt, in favor of the $250
request. Carried by unanimous vote.
OTHER BUSINESS
LAS PALMAS GOLF COURSE
7. SUBJECT: Purchase of property owned by John T. Walton and Christy R. Walton,
2525 "N" Avenue, for Las Palmas Golf Course.
RECOMMENDATION: Staff recommends receiving and filing the report.
ACTION: City Attorney Eiser stated that this item was a companion to the
Closed Session and withdrew his request that the closed session be held and
stated that he would bring it back on the Agenda next week because no action
was necessary at this time. Councilman Pruitt requested an update at that time
of the other properties involved. No objections.

MAYOR - No report.
PUBLIC ORAL COMMUNICATIONS
None.
CLOSED SESSION UNDER GOVERNMENT CODE SECTION 54956.8 TO
DISCUSS ACQUISITION OF WALTON PROPERTY, AND TO INSTRUCT THE
CITY'S NEGOTIATOR AS TO PRICE AND TERMS OF PAYMENT.
This item was withdrawn with Item #7.

ADJOURNMENT
Motion by Van Deventer, seconded by Inzunza, the meeting be adjourned to the City
Council Workshop regarding the Proposed Civic Center - September 13. 1989 - 4:00 p.m. -
Large Conference Room - Civic Center. Carried by unanimous vote.
The meeting closed at 7:15 p.m.
