MINUTES OF THE JOINT MEETING OF THE PLANNING
COMMISSION AND THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
APRIL 2, 1990
The regular meeting of the City Council of the City of National City was called to order at 5:07
p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Pruitt, Van Deventer, Waters.
Planning Commissioners present: Aguilera, Detzer, Hood, Howery, Ladd, Zarate,
Absent: Godshalk.
Administrative officials present: Bouse, Bolint, Eiser, Kimble, Monroy, Peoples, Post, Ray.
Mayor Waters turned the meeting over to Planning Commissioner Ladd.
1. ABANDONED VEHICLES AND VEHICLE STORAGE ON CITY STREETS
General discussion followed about the dangers of vehicles and Recreation Vehicles
being parked on the streets. The biggest problem is violating the 72 hour law, a lot of
the vehicles are stored on the streets. Assistant City Manager Bolint, stated that he
has spoken with Police Chief Knee about enforcement and was told that they
currently have one full-time PSO Officer to deal with parking enforcement as well as
one part time cadet and have applied for one more cadet in the budget for the coming
year. Trucks and trailers were also discussed and Planning Director Roger Post
stated that it was illegal for trucks and trailers to be parked in Residential areas.
Planning Commissioner Godshalk arrived at 5:15 p.m.
2. DEVELOPMENT OF MARINA AND OTHER TOURIST/
COMMERCIAL USES ON THE BAYFRONT
Mayor Waters spoke to the group concerning where the development was at this
time. He stated that they had 12 people signed up for a committee to work with the
Developers. Their recommendations would come back to the Planning Commission.
On April 24, 1990, Councilman Pruitt and Mayor Waters will be meeting with the Port
District to get the additional 140 acres for the Marina for a total of 220 acres.
Mayor Waters left the Conference Room at 5:30 p.m.
Mayor Waters returned to the Conference Room at 5:33 p.m.
3. COORDINATION WITH CDC ON REDEVELOPMENT PROJECTS
Commissioner Hood stated that the Planning Commission would like to have more
input in the redevelopment review on new plan adoption. City Attorney Eiser stated
that input from the Planning Commission on already existing projects would not be
feasible but as to future projects it could be done by adopting some standard by the
CDC Board.
4. GRAFFITI PROBLEMS CITYWIDE
Vice Mayor Van Deventer stated that Oceanside had $157,000 and 3 personnel to
take care of their graffiti problem on a daily basis. Until the City makes a commitment to
spend some money on an on -going basis it will not be taken care of. This needs to be
a very high priority in the coming budget.
5. ADEQUACY OF EXISTING SIGN ORDINANCE
Complaints were made of the existing signs on 8th and Highland and also Highland
and Plaza. Planning Director Post spoke to the sign ordinance and the fact that it is
not very restrictive. He was asked to research the sign ordinance and come up with
something for the Planning Commission. Vice Mayor Van Deventer suggested that
applicants submit their sign proposals at the same time they apply for building permits.
6. WESTSIDE PLANNING ISSUES
e. MARSH RESTORATION - Discussion of the problems of the marsh area
behind Kimball School with debris etc. Vice -Mayor Van Deventer referred to the
State Fish and Game Department and the Army Corp. who have jurisdiction in the
area. He requested the Assistant City Manager review the permit process for the
restoration of the area and clean up by the Army Corp. of Engineers/City.

c. AUTO DETAIL SHOPS - Commissioner Zarate noted that the problem with
the auto detail shops is that they park their cars everywhere, curbs, grass etc. and
people can't get by. Sites noted were the 1700 block of Wilson and Harding. She
requested a Code Conformance Officer look into the problem. Commissioner Ladd
suggested concentrated "blitz" of the area for a couple of months.
f. IMPROVEMENT OF KIMBALL SCHOOL MINI PARK - Commissioner
Zarate inquired as to how to improve the Kimball School Mini Park. Assistant City
Manager Bolint advised that according to his information, roughly 10 years ago the
City funded the construction of the park and the School District agreed to maintain it.
It was noted by Vice Mayor Van Deventer, that the reason why trees are not planted
in the area is because of the heavy concentrations of lime in the soil.
a. APPROPRIATENESS OF EXISTING ZONING AND DEVELOPMENT
TRENDS - Commissioner Godshalk stated that he had requested this item be
placed on the agenda due to the San Francisco earthquake which raised concerns
that if peoples homes on the Westside were destroyed, the people couldn't legally
rebuild their houses. Also, while at the League of Cities he was encouraged to read
the City General Plan and on page 22 ours states that "both the adopted housing
element and this General Plan recognize as major goals in National City, the
preservation of existing residential neighborhoods and provision of a wide range of
housing opportunities"... The people not having a residential zone appears to be
inconsistent with the General Plan. Mayor Waters stated that Council had previously
tried to get planned development in the area but that not all of the Council or the
Planning Commission supported it. Councilman Pruitt noted that in updating the
General Plan, the object was to increase the housing stock and to make National City
a more pleasant place to live and that is how the minimum lot sizes were arrived at. His
opinion was that a change in the General Plan initiated by the Planning Commission to
after that would be needed to address just that situation, the housing stock on the
Westside. Planning Director Post explained that back in the late 1940's, the City
made a policy decision that it wanted to provide an area for industrial land use and that
area was going to be the Westside. This was how the General Plan Zoning was laid
out - to encourage a transition from single family to industrial. He suggested the
Commission focus on how they want to see that area, as industrial or if they want to
reverse the direction. Commissioner Detzer suggested a study on which areas are
more likely to remain residential.
Commissioner Ladd suggested that due to the lateness of the hour, Items 7, 8 and 9 be left
for another day, and tumed the meeting back over to Mayor Waters.
General discussion followed among the Commissioners and Council. Consensus was to
meet twice a year.
ADJOURNMENT
Motion by Waters, seconded by Pruitt, the meeting be adjourned to the next regular meeting
at 4:00 P.M.. April 3. 1990 - Council Chambers. Carried by unanimous vote.
The meeting closed at 6:55 p.m.
