MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
MAY 8, 1990
The regular meeting of the City Council of the City of National City was called to order at 7:00
p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Pruitt, Van Deventer, Waters.
Administrative officials present: Bolint, Eiser, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by Assistant City Manager Gerald J. Bolint,
followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Van Deventer, seconded by Inzunza, the minutes of the regular meeting of May 1
1990 and the minutes of the adjourned workshop of May 1. 1990. be approved. Carried by
unanimous vote.
PROCLAMATIONS
Motion by Van Deventer, seconded by Inzunza, it be accepted by title only. Carried by
unanimous vote.
The Proclamation proclaiming May 16, 1990 to be: "PEACE OFFICERS MEMORIAL
DAY," was read aloud in full by Mayor Waters who then presented it to National City Police
Chief, Stan Knee.
PUBLIC HEARINGS
PLANNED DEVELOPMENT PERMIT
1. SUBJECT: Public Hearing - Planned Development Permit for construction of an
automotive -oriented commercial center with a car wash and alteration of an existing
watercourse at the southeast corner of Plaza Boulevard and Euclid Avenue.
(Applicant: Joseph Wong) (Case File No. PD-8-89). Affidavit of Mailing and Proof of
Publication are on file in the Office of the City Clerk.
RECOMMENDATION: Staff concurs with the decision of the Planning
Commission and recommends that the project be approved.
TESTIMONY: Joseph Wong (applicant), 2359 4th Avenue, San Diego, spoke in
favor of the project.
Al Rose, 1143 Loma Portal Drive, El Cajon, (car wash operator), answered Councils'
questions concerning the car wash.
Ramon Sanchez, 708 Holly Avenue, Imperial Beach, Manager of Chief Auto Parts,
spoke regarding car repair in parking lots not being allowed and answered Councils'
questions.
Don Lortscher, 2537 E. 13th Street, National City, whose property abuts the
development spoke regarding the project. He commended the Planning
Commission and the Council for assisting in the improvements of the project. He
expressed concems on the parking lot located on the far side of Euclid and the far
side of Plaza.
ACTION: Motion by Dalla, seconded by Van Deventer, to continue the
Public Hearing for two weeks to allow Staff further time to review and refine
the project. Carried by unanimous vote.
CONDITIONAL USE PERMIT
2. SUBJECT: Public Hearing - Appeal of Planning Commission denial of a Conditional
Use Permit for a 13,200 sq. ft. shopping center at the southeast corner of 8th Street
and "N" Avenue. (Applicant: Naiman Trust Omega) (Case File No. CUP-1990-01).
Affidavit of Mailing is on file in the Office of the City Clerk.
RECOMMENDATION: Staff concurs with the decision of the Planning
Commission and recommends that the project be denied.
TESTIMONY: John Smaha, 225 Broadway, Ste. 800, San Diego, the attorney
representing Naiman Trust Omega, spoke regarding the appeal.
Richard Keough, 4263 Kendall St., San Diego, the architect, spoke in favor of the
project.
ACTION: Motion by Van Deventer, seconded by Pruitt, this appeal be
denied and confirm the decision of the Planning Commission based on the
same findings as they appear in the Planning Commission Resolution and
close the Public Heating. Carried by unanimous vote.

STREET VACATIONS
3. SUBJECT: Public Hearing - Vacation of an unimproved portion of "R" Avenue
south of 9th Street. (Applicant: Richard Dickerson) (Case File No. SC-3-89). Proof of
Publication and Affidavit of Mailing are on file in the Office of the City Clerk.
RECOMMENDATION: Staff concurs with the recommendation of the Planning
Commission that the area be vacated.
TESTIMONY: None.
NOTE: Councilman Pruitt stated he would be abstaining because this parcel is in
back of the store that he leases.
Mayor Waters declared the Public Hearing closed.
ACTION: Motion by Van Deventer, seconded by Inzunza, for approval with
conditions of the Planning Commission and dose the Public Hearing. Carried by the
following vote, to -wit: Ayes: Dalla, Inzunza, Van Deventer, Waters. Nays: None.
Abstaining: Pruitt.
NEW BUSINESS
WARRANT REGISTERS 1990
4. SUBJECT: Warrant Register No. 44. Ratification of Demands in the amount of
$163,031.63 (Warrant Nos. 110510 through 110595 inclusive, excepting none) and
Certification of Payroll in the amount of $398,544.37.
RECOMMENDATION: Staff recommends the warrants be ratified and the payroll
certified.
ACTION: Motion by Van Deventer, seconded by Pruitt, for approval.
Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Pruitt,
Van Deventer,Waters. Nays: None.
OTHER BUSINESS
SOLID WASTE/HAZARDOUS WASTE
5. SUBJECT: Household Hazardous Waste Program Report.
RECOMMENDATION: Staff recommendations are to support the existing regional
program as described in report and immediately begin to comply with the
requirements of AB 939.
ACTION: Motion by Pruitt, seconded by Inzunza, to accept and file the
report. No objection as filed.
LABOR RELATIONS FIREFIGHTERS
6. SUBJECT: Work Study Program
RECOMMENDATION: Approve resolution authorizing the Mayor to sign the
subject work study agreement.
ACTION: Motion by Pruitt, seconded by Inzunza, to accept and file the
report. No objection as filed.
ASSISTANT CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR -
Mayor Waters read into the record a letter from the Chamber of Commerce regarding the
Spring Cleanup. The letter commended the City crews and Public Works for a fine job. Copy
on file in the Office of the City Cleric.
Mayor Waters gave a report on the downtown Radisson Suites. Copy on file in the Office of
the City Clerk.
Mayor Waters stated that he received a petition against the proposed Probation offices the
morning after the Public Hearing. It was brought into the City Offices on the night of the
Public Hearing but too late for the Council Meeting. Copy on file in the Office of the City Clerk.
CITY COUNCIL - No report.
PUBLIC ORAL COMMUNICATIONS - None.
CLOSED SESSION WITH CITY'S DESIGNATED REPRESENTATIVES UNDER
GOVERNMENT CODE SECTION 54957.6
City Attorney Eiser stated that the Closed Session would be brought back next week when
City Manager McCabe would be present.

ADJOURNMENT
Motion by Van Deventer, seconded by Dalla, the meeting be adjourned to 4:00 P.M. May 15,
1990 - Council Chambers. Carried by unanimous vote.
The meeting closed at 8:46 p.m.
