MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
JULY 19, 1990
The special meeting of the City Council of the City of National City was called to order at 4:06
p.m. by Vice Mayor Van Deventer.
ROLL CALL
Council members present: Dalla, Inzunza, Pruitt, Van Deventer. Absent: Waters.
Administrative officials present: Bolint, Eiser, McCabe, Peoples, Peterson.
Mayor Waters arrived at 4:07 p.m.
Vice Mayor Van Deventer then turned the meeting back over to the Mayor.
EVALUATION PROCESS AND PROCEDURES
1. SUBJECT: Discussion of evaluation process and procedures.
TESTIMONY: Councilman Inzunza gave a general discussion on the importance of
Council and Staff being on the same wavelength. He suggested that each individual
have a private discussion with all Council members and then have a retreat with all
involved and a written evaluation.
Vice Mayor Van Deventer asked the City Attorney, City Manager and CDC Director
how their evaluations had been handled in other cities where they had worked.
City Attorney Eiser responded that it had been a written form on an annual basis.
City Manager McCabe responded his had been a written form on an annual basis,
verbal communication both ways, documentation, goals and objectives established
with a review the following year. The actual review was in a Closed Session with the
City Council and the individual.
Executive Director of the CDC, Peterson, responded that he had never had a formal
review.
Councilman Pruitt and Councilman Inzunza spoke about the responsibility of office.
There should be two-way communication between the evaluator and the one being
evaluated. There should be one-on-one evaluation first then come together as a City
Council with the individual.
Vice Mayor Van Deventer spoke regarding the performance of the individual being
rewarded on a year to year basis.
It was the consensus of the Council and Staff that goals and objectives, two way
communication, both good and bad things needed to be discussed during a review
process.
Councilman Dalla spoke of the need to have a format for the process of evaluation.
Mayor Waters suggested that first you meet with the individual one-on-one, second
all Council members meet and discuss their individual evaluations and third you bring
in the individual and discuss it with them after Council has reached a consensus.
Councilman Dalla suggested the Council members be given a task to perform before the next
meeting, to -wit: Write down their interpretation of the purpose of an evaluation, list the areas
of performance that they feel are important to review and the structure they would like to see
of an evaluation method. Staff was invited to respond to the same three items.
The next meeting was tentatively set for August 23, 1990 at 4:00 p.m. to formalize the review
procedure based on responses to the above task.

Motion by Inzunza, seconded by Pruitt, the meeting be adjourned to 7:00 p.m. July 24. 1990
- Council Chambers. Carried by unanimous vote.
The meeting closed at 5:38 p.m.
