HomeMy WebLinkAbout1990 10-02 CC MINBook 72/Page 156 10/02/90 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA OCTOBER 2, 1990 The regular meeting of the City Council of the City of National City was called to order at 4:00 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, Inzunza, Pruitt, Van Deventer, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with salute to the flag led by City Manager, Tom G. McCabe, followed by the invocation by Councilman Dalla. APPROVAL OF MINUTES Motion by Van Deventer, seconded by Dalla, the minutes of the regular meeting of September 25. 1990 be approved. Carried by unanimous vote. MAYOR'S PRESENTATIONS PERSONNEL RECOGNITION Presentation of 25-year Service Pin - Police Officer Gerald DeLucia. Mayor Waters read a letter into the record from the City Manager Tom G. McCabe congratulating Officer DeLucia on his fine service. He also read a brief description of Officer DeLucia's background. Copies on file in the Office of the City Clerk. PROCLAMATIONS Motion by Van Deventer, seconded by Dalla, they be accepted by title only. Carried by unanimous vote. The Proclamation proclaiming the week of October 7-13, 1990 as: "FIRE PREVENTION WEEK," was read aloud in full by Mayor Waters who then presented it to Patricia Pittman, National City Fire Marshal. The Proclamation proclaiming October 1-8, 1990 to be known as: "COLONIAL HERITAGE WEEK," was read aloud in full by Mayor Waters who then gave it to the City Manager to mail to the appropriate people. The Proclamation proclaiming October 15, 1990 as: "WHITE CANE SAFETY DAY," was read aloud in full by Mayor Waters who then gave it to the City Manager to mail to the appropriate people. The Proclamation proclaiming October 5-14, 1990 to be: "ACCOLADES '90," was read aloud in full by Mayor Waters who then gave it to the City Manager to mail to the appropriate people. PUBLIC HEARINGS BLOCK GRANT PROGRAM 1990 1. SUBJECT: Public Hearing - Amendment of Community Development Block Grant Program 1990-1991. RECOMMENDATION: Executive Director, CDC, recommends approval. TESTIMONY: Arnold Peterson, Executive Director of the Community Development Commission of National City, explained the proposed amendment. ACTION: Mayor Waters declared the Public Hearing closed. Motion by Dalla, seconded by Van Deventer, for approval of the recommendation and to close the Public Hearing. Carried by unanimous vote. ADOPTION OF RESOLUTIONS CONSENT RESOLUTIONS (Resolution Nos. 16,336 through 16,349). Motion by Van Deventer, seconded by Pruitt, jn favor. Carried by unanimous vote. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AN AMENDMENT TO THE AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND THE CITY OF CHULA VISTA FOR THE USE OF CHULA VISTA'S POUND FACILITIES AND SERVICES." Adopted. See above. CONTRACT 14. Resolution No. 16,348. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DECLARING L.R. HUBBARD CONSTRUCTION CO., INC. TO BE THE LOWEST RESPONSIVE BIDDER AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH L.R. HUBBARD CONSTRUCTION CO., INC. FOR THE IMPROVEMENTS OF LAS PALMAS PARK." (Engineering Specification No. 1046). Adopted. See above. PLANNED DEVELOPMENT PERMIT 15. Resolution No. 16,349. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY APPROVING A PLANNED DEVELOPMENT PERMIT FOR REPLACEMENT OF CLASSROOM FACILITIES WITH MODULAR BUILDINGS WITHIN A SKILLED NURSING FACILITY AT 2328 E. 6TH STREET." (Applicant: Charles Cheneweth) (Case File No. PD-6-90). Adopted. See above. NON -CONSENT RESOLUTIONS (Resolution No. 16,350). Motion by Pruitt, seconded by Van Deventer, the Resolution be heard by title only. Carried by unanimous vote. BLOCK GRANT PROGRAM 1990 16. Resolution No. 16,350. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING AND APPROVING AN AMENDMENT TO THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, 1990-1991." RECOMMENDATION: Executive Director, CDC, recommends approval. ACTION: Motion by Van Deventer, seconded by Pruitt, jn favor of Resolution 16.350. Carried by unanimous vote. NEW BUSINESS WARRANT REGISTERS 1990 17. SUBJECT: Warrant Register No. 13. Ratification of Demands in the amount of $284,086.42 (Warrant Nos. 112563 through 112677 inclusive, excepting 112581). RECOMMENDATION: Staff recommends the warrants be ratified. ACTION: Motion by Van Deventer, seconded by Pruitt, jn favor. Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Pruitt, Van Deventer, Waters. Nays: None. OTHER BUSINESS TRAFFIC SAFETY COMMITTEE 18. SUBJECT: Report of the Traffic Safety Committee Meetings of June 13, July 11, and August 8, 1990. RECOMMENDATION: Receive and file. ACTION: Motion by Van Deventer, seconded by Inzunza, in favor. Carried by unanimous vote. PERSONNEL RECOGNITION/APPRECIATION 19. SUBJECT: Report to the Council: Employee and Retiree Recognition Program. RECOMMENDATION: Recommend that the Council accept and file the report. ACTION: Motion by Van Deventer, seconded by Inzunza, in favor. Carried by unanimous vote. STREET TREE REMOVAL 1990 20. SUBJECT: Street trees. RECOMMENDATION: Request approval of 2235 Melrose, Beatrice Centeno, removal of tree due to raised sidewalk. No replacement due to narrow parkway. 1504 E. 22nd, Lori Anne Peoples, planting of six Queen Palms to restore historic appearance, planting of six 15 gallon trees after payment of $90. ACTION: Motion by Van Deventer, seconded by Dalla, jn favor. Carried by unanimous vote. POLICE FACILITY PROPOSED 21. SUBJECT: National City Police Facility - Status report. RECOMMENDATION: Receive and file. ACTION: Motion by Van Deventer, seconded by Pruitt, jn favor. Carried by unanimous vote. CITY MANAGER - No report. CITY ATTORNEY - No report. PUBLIC ORAL COMMUNICATIONS - Joe Martin, 2504 Seawind Drive, presented a petition to the Mayor and Council. The petition was signed by 754 citizens and patrons of the First International Bank. Copy on file in the Office of the City Clerk. ACTION: Motion by Pruitt, seconded by Inzunza, to put this item on next weeks' Agenda. Carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Pruitt, Waters. Nays: Van Deventer. Mary Louise Martin, 1527 E. 15th Street, National City, commented on what an outstanding Police Officer DeLuca has been for the City. ADJOURNMENT Motion by Van Deventer, seconded by Pruitt, the meeting be adjoumed to 7:00 p.m. - October 9. 1990 - Council Chambers. Civic Center . Carried by unanimous vote.
