HomeMy WebLinkAbout1990 12-17 CC MINBook 72/Page 195 12/17/90 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA December 17, 1990 The meeting was called to order at 2:30 p.m. by Mayor Waters. ROLL CALL Council/Committee members present: Dalla, Inzunza, Van Deventer, Zarate, Waters. Administrative officials present: Bouse, Deese, Eiser, Myers, Peoples, Peterson. CITY COUNCIL WORKSHOP - PROPOSED POLICE FACILITY PROJECT ACTION: Motion by Van Deventer, seconded by Inzunza, to adjourn to tour the 3 sites. (North site, South site and West site). Carried by unanimous vote. Council members and those present returned to Large Conference Room at 2:53 p.m. ROLL CALL Council/Committee members present: Dalla, Inzunza, Van Deventer, Zarate, Waters. ADOPTION OF RESOLUTIONS Motion by Van Deventer, seconded by Dalla, they be accepted by title only. Carried by unanimous vote. BUDGET TRANSFER 1990 a. Resolution No. 16,378. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE APPROPRIATION AND TRANSFER OF FUNDS FOR INITIAL STUDIES OF THE PROPOSED POLICE FACILITY." ACTION: Motion by Van Deventer, seconded by Dalla, in favor of Resolution No. 16,378. Carried by unanimous vote. b. Resolution No. 16,379. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO SIGN AN AGREEMENT WITH RUTH AND GOING, INC. TO PROVIDE PROFESSIONAL SERVICES TO PERFORM A SPACE NEEDS ASSESSMENT STUDY FOR THE POLICE DEPARTMENT." ACTION: Motion by Van Deventer, seconded by Inzunza, in favor of Resolution No. 16,379. Carried by unanimous vote. 2. SITE REVIEW Mayor Waters called on City Engineer Myers to give an update on the three proposed sites. City Engineer Myers stated that there was a correction on the acquisition estimate for the North site. The parking lot already belongs to the City so that would eliminate approximately $1,000,000 from the estimated cost, reducing it to $4,045,000. He also noted that no environmental audits have been performed on any of the sites. Mayor Waters called on Police Chief Knee for his site preference. Chief Knee stated that the West site would be preferred as the best buildable and best accessible for the public and the police. Book 72/Page 196 12/17/90 TESTIMONY: Fred Pruitt, 2414 E. 19th Street, National City, spoke regarding the different sites. Warren Nielsen, 1877 Cabernet Drive, Chula Vista, spoke in favor of his proposal. ACTION: Motion by Van Deventer, seconded by Dalla, in favor of West site location. Carried by the following vote, to -wit: Ayes: Dalla, Van Deventer, Waters. Nays: Inzunza, Zarate. NOTE: Councilwoman Zarate stated that her main opposition to the West site was the money needed for the acquisition costs. She would however, support the building of a new Police Facility whichever way the vote went. ACTION: Motion by Inzunza, seconded by Van Deventer, it is the consensus of Council to support the West Site. Carried by unanimous vote. ACTION: Motion by Van Deventer, seconded by Zarate, to set a workshop for financing of the Police Facility for Wednesday, January 9, 1991 at 3:30 p.m. Carried by' unanimous vote. ADJOURNMENT Motion by Van Deventer, seconded by Zarate, to adjourn the meeting to the next Regular City Council Meeting - December 18, 1990 - 4:00 P.M. Council Chambers, Civic Center. Carried by unanimous vote. The meeting closed at 4:13 p.m. The foregoing minutes were approved at the regular meeting of January 8, 1991.
