MINUTES OF THE ADJOURNED MEETING OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
RADISSON INN HOTEL BANQUET ROOM
8TH AND NATIONAL CITY BOULEVARD
June 19, 1990
ROLL CALL
Council/Committee members present: Dalla, Inzunza, Van Deventer,
Waters. Absent: Pruitt
Administrative officials present: Eiser, McCabe, Peoples, Post.
Councilman Pruitt arrived at 2:10 p.m.
PORT COMMISSION PUBLIC HEARING
1. SUBJECT: City Council Attendance at Port Commission Public
Hearing on the Marine Addition at 32nd Street & Tidelands.
TESTIMONY: Mayor Waters gave a brief summary of the history
of the proposed projects. He stated that they were here to
present a more practicable approach to benefit both the
people of National City and the Business Area. The City
Council has voted 5-0 to support this project. The main
objective is to have the Port Commission consider Commercial
Tourist zoning. This would allow the people of National
City a right to enjoy the use of the Bay Front.
Councilman Pruitt spoke in favor of the project.
George Webster, Resident of National City and retired
Chamber of Commerce President, spoke in favor.
William Claycomb from Save our Bay Inc., requested a new
Port Master Plan.
Dennis Shaw, Vice President of Pacific Ship Repair spoke in
opposition.
Mr. Coffman of the AT & SF Railway expressed concerns with
the proposed Zone change.
Jerry O'Brien of Thomas & O'Brien spoke in favor.
Robert Thomas of Thomas & O'Brien spoke in favor.
Rosalie Zarate, native resident of National City, spoke in
favor.
Fred Puhn, of National City, spoke in favor.
Frank Chenelle, Chairman of the Victoria's Landing Advisory
Committee, spoke in favor.
John Sullivan of San Diego Lumber Association spoke in
opposition.
Margaret Puhn, native resident of National City, spoke in
favor.
Gary Smith, National City resident and Superintendent of the
National City School District, spoke in favor.
Sue Jarrett, National City resident, spoke in favor.
Vicky Waters, National City resident and member of the
National City Historical Society, spoke in favor.
Everett Dickson, National City resident, spoke in favor.
Stan Guevara, Vice President of PASHA, spoke in opposition.
Richard Birth, Attorney for ITT, spoke explaining the lease.
Jim Bird, National City resident, spoke in favor.
Newell E. LaVoy, President of Western Lumber spoke in
opposition.
Paul Devernan from Economic Development Corporation spoke.
George Ramirez, Chairman of the National City Chamber of
Commerce Business and Industrial Board spoke in favor.

The Port Commission called a recess at 3:06 p.m.
The Meeting reconvened at 3:20 p.m.

David Perez, Longshoreman spoke in opposition.
Kip Howard from San Diego Port Tenant Association and
Chairman of the Land Use Planning Commission stated he was
there to hear both sides.
Bruce Coons, National City resident, spoke in favor.
Barry McComic stated he was trying to lease ITT for his ship
building business.
Sally Kosbiel, National City resident and President of the
National City PTA, spoke in favor.
Jim Ladd, National City resident and Chairman of the
National City Planning Commission, spoke in favor.
Tony Villafranca, National City resident, spoke in favor.
Mayor Greg Cox of Chula Vista spoke in favor.
Bill Roberts declined to speak.
Tom Carnes, National City resident, spoke in favor.
Nick Hernandez of the Carpenters Local spoke in opposition.
Emily Carnes, National City resident, spoke in favor.
Mayor Waters made closing remarks reiterating the Councils'
position.
The Public Hearing was declared closed.
Commissioner Reopelle spoke and submitted the issues that
comprise the next step in the process, to -wit: To direct Staff:
to seek additional information and data regarding the specific
concerns addressed today, to initiate the EIR process, to meet
with the appropriate representatives to negotiate the purchase of
the ITT Building lease, to prepare optional plans for importing
lumber, to study the optional plans to replace the possible loss
of or study additional locations for deep water piers, to have
optional plans to replace or relocate the ship repair facilities,
and to give conceptual approval for additional recreation and
commercial acreage on 24th and Tidelands.
Commissioner Larsen requested the location of present Marina
Development which he felt would satisfy the citizens request. It
was pointed out by Commissioner Nay, who also noted the present
project is on the Channel, not the Bayfront.
Commissioner Penner requested that they move for approval on an
item by item basis.
ACTION: Motion by Reopelle, seconded by Penner, to
initiate the EIR process and report back. General
discussion followed. Motion was withdrawn.
ACTION: Motion by Reopelle, seconded by Penner, that
Staff be directed to meet with the appropriate
representatives of ITT to initiate the purchase of ITT
and report back to the Commissioners. Carried by
unanimous vote.

ACTION: Motion by Reopelle, seconded by Burk, that
Staff be directed to prepare optional plans to
facilitate the importing of lumber and report back for
the Commissions consideration. Motion amended to add
that Staff be directed to study optional plans to
replace the loss of or study additional deep water
piers and report on the relocation of ship repair
facilities, all reports to be back to the Commission
within 60 days. Carried by unanimous vote.
ACTION: Motion by Reopelle, seconded by Penner, for
the Commission to give conceptual approval for National
City to have additional recreation/commercial acreage
on the Bayfront. Carried by unanimous vote.
ADJOURNMENT
Motion by Waters, seconded by Dalla, to adjourn the meeting to
the Regular City Council Meeting - Tuesday, June 19, 1990 - 4:00
p.m. - Council Chambers. Carried by unanimous vote.
The meeting closed at 4:37 p.m.
