HomeMy WebLinkAbout1990 09-18 CC ADJ MINBook 72/Page 147 09/18/90 MINUTES OF AN ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA SEPTEMBER 18, 1990 The adjourned meeting of the City Council of the City of National City was called to order at 3:04 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, lnzunza, Pruitt, Van Deventer, Waters. Administrative officials present: Bolint, Eiser, Peoples, Williams. Others present: Ed Burr, President of EDCO and Coy Smith of EDCO. SOLID WASTE/TRASH 1. SUBJECT: Workshop on Proposed Revised Trash Franchise between the City of National City and EDCO, and a Related Proposed Trash Service Rate Increase. TESTIMONY: Assistant City Manager Gerald Bolint introduced Public Works Director, Curtis Williams who gave a viewgraph presentation which included the following topics. Components of the Trash Rate Increase. Projection of future Tipping Fees. Recycling. Explanation of the 30% increase in overall fees. Defering the Franchise Fee increase until October 1992. Defer recycling to a 6-month pilot starting October 1, 1990 to April 1, 1991. Then the Council would review the costs and start City-wide in July of 1991. Utilization of the Consumer Price Index for determining future rate increases. The percentage rate increase to equal the increase in the index percentage with a 6% cap. Treating the County Landfill Tipping Fee increases as "pass through" costs. Director Williams presented a handout to those present. Copies on file in the Office of the City Clerk. Vice Mayor Van Deventer suggested looking at the rate cost from April 1 to July 1. After July 1 to go City-wide with the rate increase as of 10/1/91 for recycling and Consumer Price Index. He stated that this would be just postponing the recycling and franchise fee rates. Ed Burr, President of EDCO, provided a handout showing his firms' rate increase history. Copy on file in the Office of the City Clerk. Councilman Pruitt asked Mr. Burr to explain how the projection of defering the recycing fees for 6 months would occur. Mr. Burr responded that his firm had received a 4 City Grant to finance the pilot recycling program. Book 72/Page 148 09/18/90 Director Williams stated that the Contract as written now would be essentially the same with 3 changes: 1. The Franchise Fee section will have to be changed to meet with the deferred status. 2. The rate change request and the manner in which the rate change would be revised to tipping fees being a pass -through cost and the other cost would be associated with the consumer price index. 3. The exclusivity right to haul trash within the City. The contract states that if someone else has a contract to recycle they may do so. Also, there is a question if roll -off containers (40 cu yd size) should be exclusive within the contract or open to other providers of that service. Vice Mayor Van Deventer stated that he thought there was a need for a 2nd provider concerning the roll -off containers. Mr. Burr agreed to leave the exclusive clause for recycling out of the new contract. Council consensus was to have this item brought back on next weeks agenda, September 25, 1990. ADJOURNMENT Motion by Inzunza, seconded by Van Deventer, the meeting be adjourned to 4:00 p.m. September 18. 1990 - Council Chambers. Carried by unanimous vote.
