ROLL CALL Council members present: Dalla, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post. ACTION: Motion by Zarate, seconded by Morrison, to adjourn to the Council Chambers. Carried by unanimous vote. The Adjourned Meeting of the City Council of the City of National City was called to order at 4:03 p.m. ROLL CALL Council members present: Dalla, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post. 1. SUBJECT: Workshop to discuss formation of a Citizens' Review Board and a Public Relations Commission. Mayor Waters gave a brief explanation of the intent of the Workshop Meeting. PUBLIC ORAL COMMUNICATIONS Everett Bobbitt, 2445 5th Avenue, San Diego, spoke in opposition to the establishment of a Civilian Police Review Board and answered questions of the City Council. Alfonso Hernandez, 2132 Euclid Avenue, National City, suggested the topic be put on the ballot. John Kirk, 311 E. 2nd Street, National City, spoke in support of the establishment of a Citizens' Police Review Board. Kathy Smith, 3028 11 th Street, National City, expressed her opinions on the establishment of a Citizens' Police Review Board, and spoke in support of putting the topic on the ballot. Rita Heuss, 2121 E. 4th Street, National City, expressed her opinions on the establishment of a Citizens' Review Board. Elias Rodriguez, 1440 I Avenue, spoke in support of the establishment of a Citizens' Police Review Board. Debra Landry, 40 S. Kenton, National City, spoke in support of the establishment of a Citizens' Police Review Board. Louise Martin, 1527 E. 15th Street, National City, spoke in opposition to the establishment of a Citizens' Police Review Board. Cecilia Kirk, 311 E. 2nd Street, National City, spoke in support of placing the issue on the ballot. Alfonso Hernandez, 2132 Euclid Avenue, National City, spoke in support of placing the issue on the ballot. Bertha Carbajal, 2313 D Avenue, #204, National City, spoke in support of an Independent Citizens' Police Review Board. Cristina Moreno, 311 E. 24th Street, #204, National City, spoke in support of an Independent Citizens' Police Review Board. Pamela Kitchens -Engel, 2605 J Avenue, National City, spoke in support of placing the issue on the ballot. ACTION: Motion by Inzunza, seconded by Dalla, to continue the Workshop and continue information gathering. Carried by unanimous vote. ADJOURNMENT Motion by Inzunza, seconded by Morrison, to adjourn to the next Regular City Council Meeting - February 8, 1994 - 7:00 p.m. - Council Chambers, Civic Center. Carried by unanimous vote.
