MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
APRIL 12, 1994
The Regular Meeting of the City Council of the City of National City was called to order
at 7:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Zarate, Waters. Absent: Morrison.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager Tom G.
McCabe, followed by the invocation by Assistant City Manager Gerald Bolint.
Councilman Morrison arrived in Council Chambers at 7:01 p.m.
APPROVAL OF MINUTES
Motion by Dalla, seconded by Zarate, the Minutes of the Regular Meeting of April 5.
1994 be approved. Carried by unanimous vote.
PROCLAMATIONS
Motion by Zarate, seconded by Morrison, the Proclamations be read in their entirety.
Carried by unanimous vote.
The Proclamation proclaiming April, 1994 to be: "HOMEBUYER EDUCATION
MONTH" was read aloud in its entirety by Mayor Waters, who then gave it to the City
Manager to forward to the proper people.
The Proclamation proclaiming April 22, 1994 to be: "EARTH DAY" was read aloud
in its entirety by Mayor Waters, who then gave it to the City Manager to forward to the
proper people.
Mayor Waters deviated from the Agenda to call on Arturo Lopez, Sweetwater High
School Teacher, 718 "L" Avenue, Chula Vista. Mr. Lopez introduced two students:
Carla Banos, 240 "B" Avenue, Apt. A, National City, and Carolina Guerra, 946 "N"
Avenue, Apt. 26, National City, who spoke regarding establishing a Bilingual Club
Scholarship in Abel Portillo's name and invited all to attend a fund-raising dance on
April 22, 1994 from 6 p.m. to 10:30 p.m. at Partch Gym.

Vice Mayor Inzunza left the Council Chambers at 7:10 p.m.
BOARDS & COMMISSIONS
INTERVIEWS/APPOINTMENTS
Mayor Waters stated that this item was basically for information only, to keep the
Council current on the status of citizens serving on Boards and Commissions.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 94-40 through 94-
41). Motion by Morrison, seconded by Della, the Resolutions be accepted by title only.
Carried by unanimous vote. Absent: Inzunza.
CONTRACT
1. Resolution No. 94-40. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY DECLARING PACIFIC SEVENTEEN, INC. TO BE THE
LOWEST RESPONSIVE BIDDER AND AUTHORIZING THE MAYOR TO
EXECUTE AN AGREEMENT WITH PACIFIC SEVENTEEN, INC. FOR THE
EIGHTH STREET IMPROVEMENT PROJECT. (ENGINEERING SPEC. NO. 94-
1).

CONTRACT
2. Resolution No. 94-41. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE A
COOPERATIVE AGREEMENT BETWEEN THE CITY OF NATIONAL CITY AND
SOUTHWESTERN COLLEGE."
ACTION: Adopted. See above.
WRITTEN COMMUNICATIONS
COMMUNITY PROMOTION
3. SUBJECT: Letter from the San Diego Business Journal requesting National
City advertise in the upcoming Economic Development Special Report to be
featured in the Journal on April 25, 1994.
Vice Mayor Inzunza returned to Council Chambers at 7:21 p.m.
TESTIMONY: None.
ACTION: Motion by Waters, seconded by Zarate, the item be filed. No
objection as filed.
TEMPORARY USE PERMITS 1994
4. SUBJECT: Letter from the National City Chamber of Commerce requesting
use of the City's portable generator, with a waiver of fees, for the Cinco de Mayo
festival on May 5, 1994 from 5:00 p.m. to 7:30 p.m. on the top of the parking
structure located at the corner of 8th Street and National City Boulevard.

TEMPORARY USE PERMITS 1994 (continued)
TESTIMONY: Public Works Director Williams stated that he had
received correspondence from the Executive Director of the National City
Chamber of Commerce stating that one of the Chamber members had
offered to provide the needed equipment and therefore the request was
withdrawn.
ACTION: Motion by Waters, seconded by Zarate, the request be filed.
No objection as filed.
NEW BUSINESS
WARRANT REGISTERS 1993
5. SUBJECT: Warrant Register No. 39. Ratification of Demands in the amount
of $127,078.19 (Warrant Nos. 129734 through 129803 inclusive excepting
none) and Certification of Payroll in the amount of $379,880.61.
RECOMMENDATION: Staff recommended ratification of these warrants.
ACTION: Motion by Morrison, seconded by Zarate, for approval.
Warrants carried by the following vote, to -wit: Ayes: DaIla, Inzunza,
Morrison, Zarate, Waters. Nays: None. Abstaining: None.
FINANCIAL MANAGEMENT 1994
6. SUBJECT: Consolidated Cash and Investment. Report as of January 31,
1994.
RECOMMENDATION: Staff recommended that the report be accepted and
filed.
ACTION: Motion by Morrison, seconded by Zarate, the report be
accepted and filed. No objection as filed.
FINANCIAL MANAGEMENT 1994
7. SUBJECT: Consolidated Cash and Investment Report as of February 28,
1994
RECOMMENDATION: Staff recommended that the report be accepted and
filed.
ACTION: Motion by Morrison, seconded by Zarate, the report be
accepted and filed. No objection as filed.
FINANCIAL MANAGEMENT 1994
8. SUBJECT: Consolidated Cash and Investment Report as of March 31, 1994.
RECOMMENDATION: Staff recommended that the report be accepted and
filed.
ACTION: Motion by Morrison, seconded by Zarate, the report be
accepted and filed. No objection as filed.
SEWER/METRO/SAN DIEGO AREA WASTE WATER MGMT/SAD
9. SUBJECT: Update on negotiations for the San Diego Area Wastewater
Management District.
RECOMMENDATION: Staff recommended that Council review, and provide
guidance to Board Representative Vice Mayor Inzunza.
TESTIMONY: Public Works Director Curt Williams gave a brief verbal
update and answered questions of the Council.

ACTION: Motion by Dalla, seconded by Zarate, in support of the
request and recommendation of Vice Mayor Inzunza to proceed with the
extension of the deadline to December 31. 1994. pursue the possibility
of obtaining a consultant and establishing a team approach on behalf of
the smaller jurisdictions and say no to the present MOU. Carried by
unanimous vote.
CITY MANAGER - No report.
CITY ATTORNEY
COUNCIL WORKSHOP NOTICES ADMIN
10. SUBJECT: Request to schedule workshop to review amendments to the
Ralph M. Brown Act.
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Inzunza, in favor of setting the
Workshop for April 21, 1994 at 4 p.m. Carried by unanimous vote.
Mayor Waters deviated from the Agenda to introduce and present to Mr. Wilburn the
Proclamation for Homebuyers Education Month. Mr. Wilburn thanked the Mayor and
the Council for their support.
OTHER STAFF - No report.
MAYOR
PUBLIC REQUEST/COMPLAINT
11. SUBJECT: Letter from Cox Cable San Diego, Inc. inviting the Mayor and
members of the Council to tour their facilities.
Mayor Waters inquired as to who would be attending from the City Council. No
Council members stated that they would be attending.
CITY COUNCIL
Councilman Morrison stated that press was received front the Summer Pops Concert
people and it was noticed that National City was not included in the advertising (no
cities were included).
Councilman Dalla reported that the 2200 block of Van Ness Avenue has become a
weekend care sales lot behind the Junior High School, and that since it is on the street
it might be a Police Department issue. It is impacting the neighborhood.
Assistant City Manager Bolint commented on Councilman Morrison's item; he stated
that he had contacted the spokesperson and requested that they do additional future
promotion of the National City event.
PUBLIC ORAL COMMUNICATIONS
Cecilia Kirk, 311 E. 2nd Street, National City, speaking on behalf of the Committee to
Reclaim Our Neighborhoods, personally presented invitations to next week's meeting
(their First Anniversary meeting) on Wednesday, April 20, 1994 at 7 p.m. in the
National City Community Center. Judge William Pate will be the guest speaker.

Mayor Waters deviated from the Agenda to state that he had cut out and placed a
picture of Councilman Morrison over prior Councilman Van Deventer's picture but this
evening Mr. Manuel Cavada, of Creative Images Photography donated his services for
a new photograph.
Alfonso Hernandez, 2132 Euclid Avenue, National City, provided the Council with a
map for the location of an abandoned car at 15th Street and "C" Avenue.
Alex McLintock, 2038 Euclid Avenue, National City, provided Council with an update
on his project, and made inquiry regarding houses being moved through National
City, and whether or not they pay fees. He also asked what information is available to
the public and where to find it.
Al Alvarado, 2423 E. 20th Street, National City, spoke regarding the homeless people
living behind Toys R Us, and asked who was responsible for that area. Council
advised that it was Chula Vista property.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, to adjourn to the next Regular City Council
Meeting - April 19, 1994 - 4:00 p.m. - Council Chambers, Civic Center. Carried by
unanimous vote.
The meeting closed at 8:35 p.m.
