MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
MAY 17, 1994
The Regular Meeting of the City Council of the City of National City was
called to order at 4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples,
Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom McCabe, followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Inzunza, the Minutes of the Regular
Meeting of May 10. 1994, be approved. Carried by unanimous vote.
PRESENTATIONS
Presentation of Certificate to: Sergeant Craig Boegler.
The Sergeant was not present, therefore the Mayor requested that the item
be held over pending his arrival.
PROCLAMATIONS
Motion by Zarate, seconded by Morrison, the Proclamations be read in their
entirety. Carried by unanimous vote.

PROCLAMATIONS (continued)
The Proclamation proclaiming the week of May 15-21, 1994 to be:
NATIONAL PUBLIC WORKS WEEK" was read aloud in its entirety by
Mayor Waters, who then presented it to Public Works Director Curt
Williams.
The Proclamation proclaiming May 20-21, 1994 to be: "VETERANS OF
FOREIGN WARS DAYS" was read aloud in its entirety by Mayor Waters,
who then gave it to the City Manager to forward to the proper people.
Mayor Waters stated that he would not be reading the Proclamation
proclaiming May 18, 1994 to be: "YOUNG AUTHORS OF NATIONAL
CITY MIDDLE SCHOOL DAY" at this time, but invited Council to
attend the presentation on May 18, 1994 at 1 p.m. at National City Middle
School.
The Closed Sessions were heard at this time.

ACTION: Motion by Zarate, seconded by Inzunza, in favor of
holding the Closed Sessions. Carried by unanimous vote.
Council members left the Council Chambers at 4:07 p.m.

PRESENTATIONS
Presentation of Certificate to: Sergeant Craig Boegler.
Mayor Waters read into the record an article (copy on file in the office of
the City Clerk) commending Sgt. Boegler for his professional and skilled
tactical and safety practices. The Mayor then presented Sgt. Boegler with a
Certificate of Appreciation.
NON CONSENT RESOLUTIONS
Motion by Dalla, seconded by Inzunza, the Non Consent Resolutions be
read by title only. Carried by unanimous vote.

NON CONSENT RESOLUTIONS (continued)
GRANT/LOCAL GOVERNMENT USED OIL OPPORTUNITY
1. Resolution No. 94-55. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING LOCAL
GOVERNMENT USED OIL OPPORTUNITY GRANT
APPLICATION."
RECOMMENDATION: Staff recommended that the City Council
approve the resolution authorizing the grant application.
TESTIMONY: Michael Meacham, Conservation Coordinator
for the City of Chula Vista, stated that he was present to answer
questions if needed.
ACTION: Motion by Zarate, seconded by Morrison, in favor
of Resolution No. 94-55. Carried by unanimous vote.
GRANT/TDA/TRANSPORTATION DEVELOPMENT ACT FUNDS
2. Resolution No. 94-56. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING
EXECUTION OF CLAIMS, AGREEMENTS AND APPLICATIONS
NECESSARY FOR THE RECEIPT OF TRANSPORTATION
DEVELOPMENT ACT FUNDS FOR FISCAL YEAR 1995."
RECOMMENDATION: Staff recommended that the City Council
approve the resolution.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Zarate, in favor
of Resolution No. 94-56. Carried by unanimous vote.
TRANSPORTATION/NCT SYSTEM REALIGNMENT OF ROUTES
3. Resolution No. 94-57. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING CHANGES TO
NATIONAL CITY TRANSIT'S WEEKEND BUS SERVICE."
RECOMMENDATION: Staff recommended that the City Council
approve the resolution.
TESTIMONY: Bob Arthur, National City Transit, answered
questions of the Council.

ACTION: Motion by Dalla, seconded by Inzunza, in favor of
Resolution No. 94-57. Carried by unanimous vote.
CONTRACT
4. Resolution No. 94-58. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING THE
MAYOR TO EXECUTE THE SAN DIEGO SOLID WASTE
MANAGEMENT AUTHORITY JOINT POWERS AGREEMENT."
RECOMMENDATION: Staff recommended that the City Council
become a party to the San Diego Solid Waste Management Authority
by approving the J.P.A. Agreement and authorize the Mayor to
execute the Agreement.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Waters, in favor of
Resolution No. 94-58. Carried by unanimous vote.
BUDGET FY94-95
5. Resolution No. 94-59. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING AND
APPROVING THE BORROWING OF FUNDS FOR FISCAL YEAR
1994-95 AND THE ISSUANCE AND SALE OF A 1994-95 TAX
AND REVENUE ANTICIPATION NOTE THEREFORE AND
PARTICIPATION IN THE CALIFORNIA COMMUNITIES CASH
FLOW FINANCING PROGRAM."
RECOMMENDATION: Staff recommended that the City Council
adopt the resolution.
NOTE: Mayor Waters stated that the City Manager had requested
that this item be pulled from the Agenda.
TESTIMONY: None.
ACTION: No action taken.

ORDINANCES FOR INTRODUCTION
MUNICIPAL CODE 1994
Motion by Dalla, seconded by Inzunza, the Ordinance be introduced by title
only. Carried by unanimous vote.
6. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY ADDING CHAPTER 10.22 TO THE
NATIONAL CITY MUNICIPAL CODE, PERTAINING TO
SOLICITATION OF THE OCCUPANTS OF VEHICLES AND TO
SOLICITATION WITHIN COMMERCIAL PARKING AREAS,
AND REPEALING ORDINANCE NO. 93-2070 AND SECTION
7.18.100 OF THE MUNICIPAL CODE."
OLD BUSINESS
CONTRACT
7. SUBJECT: Tidelands Fire Station Lease.
RECOMMENDATION: Staff requires Council direction.
TESTIMONY: Robert Coons, USIAA, 431 N. Highland
Avenue, Suite C, National City, made his request to the
Council and answered questions.
Carlos Barragan, 1924 "0" Avenue, National City, spoke
regarding his organization and answered questions of the
Council.
ACTION: Motion by Zarate, seconded by Inzunza, to hold off
taking action, to allow an opportunity for USIAA and Barragan
to try to work the issues out. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1993
8. SUBJECT: Warrant Register #44. Ratification of Demands in the
amount of $113,046.41 (Warrant Nos. 130173 through 130255)
inclusive excepting none.
RECOMMENDATION: Staff recommended ratification of these
warrants.

ACTION: Motion by Morrison, seconded by Inzunza, in favor
of the Ratification of Demands. Warrants carried by the
following vote, to -wit: Ayes: Dalla, Inzunza, Morrison,
Zarate, Waters. Nays: None. Abstaining: None.
TEMPORARY USE PERMITS 1994
9. SUBJECT: Temporary Use Permit - Los Ninos Annual Walk-A-
Thon.
RECOMMENDATION: Staff recommended that the Council
approve the Temporary Use Permit application subject to compliance
with all conditions of approval and grant the request for a waiver of
fees.
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Zarate, in favor of
Staff's recommendation. Carried by unanimous vote.
TEMPORARY USE PERMITS 1994
10. SUBJECT: Requested Use of Community Center by Sweetwater
Adult School.
RECOMMENDATION: Staff recommended that the use be
approved, and that all fees except custodial fees be waived.
NOTE: Mayor Waters stated that the applicant had requested that
the item be withdrawn.
TESTIMONY: None.
ACTION: No action taken.

MAYOR
The Mayor reported that he had signed checks for: one million dollars to
the County for payment of tax increment pursuant to an agreement dated
May 12, 1992; $700,604 to the National School District pursuant to an
agreement made in 1992; and $70,000 to Southwestern College.
CITY COUNCIL
Councilwoman Zarate announced that the "Committee to Reclaim our
Neighborhoods in National City" will have a program May 18, 1994, at 6
p.m. at the National City Community Center. The speaker will be Dr.
Emerald Randolph, Founder of Citizen's Adversity Support Team
(C.A.S.T.). The Project Area Committee (PAC Election Meeting will be at
7 p.m.
Councilman Morrison commended the National City Police Department,
particularly the Reserve Officers, for their work Sunday night on the
Highland Avenue cruising situation. He also reported that the trash clean
up on Saturday handled 92 forty -foot roll -offs this year compared to 74 last
year.
PUBLIC ORAL COMMUNICATIONS
Darlene D. Davis, 1229 loth Avenue, #15, San Diego, CA 92101, provided
a copy of a letter (copy on file in the office of the City Clerk) and stated that
she had sent it to the Revenue and Recovery Coordinator, and had not
received a response.
The Closed Sessions were heard earlier, prior to the Non Consent
Resolutions.
