MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
MAY 24, 1994
The Regular Meeting of the City Council of the City of National City was
called to order at 7:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples,
Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom McCabe, followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Zarate, the Minutes of the Regular
Meeting of May 17. 1994, be approved. Carried by unanimous vote.
PROCLAMATIONS
Motion by Morrison, seconded by Inzunza, the Proclamation be read in its
entirety. Carried by unanimous vote.
The Proclamation proclaiming June 9, 1994 to be: "SAN DIEGO
COUNTY WATER AUTHORITY DAY" was read aloud in its entirety by
Mayor Waters, who then announced that he will present it to the San Diego
County Water Authority on June 9, 1994 at their celebration.

Mayor Waters deviated from the Agenda to introduce, from the American
Legion, Henry Runbold, Bingo Chairman, who presented a $1,000.00
donation to the National City Christmas in July Program.
Mayor Waters then recognized Al Ducheny, husband of Denise Moreno
Ducheny, State Assemblywoman, who came at her request to thank the
Mayor and City Council for their support and offered her services as the
National City Assemblywoman.
BOARDS AND COMMISSIONS
INTERVIEWS/APPOINTMENTS
Mayor Waters turned the meeting over to Vice Mayor Inzunza, who
introduced Mr. Roy Cesena, 1007 E. 16th Street, National City, who
addressed the Council and expressed his interest in serving on various
Boards and Commissions, and answered questions of the Council.
Vice Mayor Inzunza turned the meeting back over to Mayor Waters.
NON CONSENT RESOLUTIONS
Motion by Morrison, seconded by Inzunza, the Non Consent Resolutions be
read by title only. Carried by unanimous vote.
CONTRACT
1. Resolution No. 94-60. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING THE
MAYOR TO EXECUTE A MEMORANDUM OF
UNDERSTANDING WITH THE SAN DIEGO COUNTY WATER
AUTHORITY."
RECOMMENDATION: Staff recommended approval, and also
recommended all subsequent financial incentives and agreements be
approved between the City and Water Authority that have the same
stipulations as the attached MOU.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, in favor
of Resolution No. 94-60. Carried by unanimous vote.

DEEDS & EASEMENTS
STREET DEDICATING/NAMING 1994
2. Resolution No. 94-61. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY ACCEPTING
CONVEYANCE OF REAL PROPERTY FROM PARADISE
VALLEY HOSPITAL, DIRECTING THE RECORDATION OF A
GRANT DEED AND DEDICATING AND NAMING A PARCEL
OF LAND AT THE NORTHEAST CORNER OF 8TH STREET
AND EUCLID AVENUE. (A.P.N. 554-120-27)."
RECOMMENDATION: Staff recommended the adoption of the
Resolution.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of Resolution No. 94-61. Carried by unanimous vote.
Mayor Waters recognized and welcomed back National City Police Chief
Kent Reesor.
WRITTEN COMMUNICATION
GENERAL PLAN 1994
3. SUBJECT: Letter to the Mayor from the National City Historical
Society requesting the addition of two National City structures to the
city's official Historic Site List.
TESTIMONY: Mayor Waters called on Ed Pieters, 1940
McKinley Avenue, President of the National City Historical
Society, who explained that the warehouse was placed in the
letter due to the National City Historical Society's opinion that
due to the bankruptcy sale the building could be lost prior to
the research being done.
ACTION: Motion by Dalla, seconded by Inzunza, to refer the
Paradise Valley Hospital to the Planning Commission to be
included in the General Plan Update when it comes up.
Amended motion by Morrison, to refer the warehouse also,
provided adequate documentation is provided by the National
City Historical Society in a timely manner. Agreed to by
Maker and Second. Carried by unanimous vote.

NEW BUSINESS
WARRANT REGISTERS 1993
4. SUBJECT: Warrant Register #45. Ratification of Demands in the
amount of $489,468.13 (Warrant Nos. 130257 through 130387
inclusive excepting none) and Certification of Payroll in the amount
of $382,608.05.
RECOMMENDATION: Staff recommended ratification of these
warrants.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of the Ratification of Demands and the Certification of Payroll.
Warrants carried by the following vote, to -wit: Ayes: Dalla,
Inzunza, Morrison, Zarate, Waters. Nays: None. Abstaining:
None.
LAW ENFORCEMENT ADMIN
5. SUBJECT: Report to the City Council regarding the review of AB
1332, Seizure of Vehicles in Prostitution Investigation.
RECOMMENDATION: Staff recommended that the report be
filed.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, the
report be accepted and filed. No objection as filed.
CONDITIONAL USE PERMIT 1994
6. SUBJECT: Notice of Decision - Planning Commission Resolution
No. 10-94 approving a Conditional Use Permit for development of a
6,000 sq. ft. building within a shopping center at 1302 East Plaza
Blvd. Applicant: James U. Parker. Case File No.: CUP-1994-1.
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission to approve the application, and recommended
that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, the Notice
of Decision be filed. No objection as filed.

CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters requested that the City Attorney look into arrests due to
(80%) Section 8 housing tenants, and if anything could be done about this.
CITY COUNCIL
Councilwoman Zarate reported that she and Mary Alice Taliak, representing
the Altrusa Club, participated in the Imperial Beach Chili Cook -off, and
spoke of the positive comments that they had received regarding the
National City Stage, which had been loaned to the City of Imperial Beach
for the event.
PUBLIC ORAL COMMUNICATIONS
Richard Sherman, 1236 E. 16th Street, National City, spoke regarding the
house on 2nd Street and National City Boulevard (a historic house) which is
on the market for $200,000. plus. He also announced a Citizens Patrol
Training Session on June 9, 1994, at 7 p.m., at the National City Police
Department.

CLOSED SESSION: CONFERENCE WITH LEGAL COUNSEL -
EXISTING LITIGATION
1. National City Police Officers' Association, et at. V. City of National
City, et al.
2. Save Our Bay Inc. v. San Diego Unified Port District (City of
National City).
ACTION: Motion by Zarate, seconded by Dalla, in favor of holding
the Closed Session. Carried by unanimous vote.

Council members left the Council Chambers at 7:44 p.m.
Council members returned to the Council Chambers at 9:01 p.m.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
City Attorney Eiser gave a brief report on the item in compliance with the
Brown Act (copy on file in the office of the City Clerk).
ADJOURNMENT
Motion by Zarate, seconded by Morrison, to adjourn to the next Regular
City Council Meeting - June 7, 19.94 - 4:00 p.m. - Council Chambers, Civic
Center. Carried by unanimous vote.
The meeting closed at 9:03 p.m.
