MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
JULY 26, 1994
The Regular Meeting of the City Council of the City of National City was
called to order at 7:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom McCabe, followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Zarate, the Minutes of the Regular
Meeting of July 19, 1994 be approved. Carried by unanimous vote.
Mayor Waters deviated from the Agenda to make a presentation to CDC
Assistant Director Dave Sheldon for his involvement in the Christmas In
July program. Byron Gizoni of Home Depot also made a presentation to
Dave Sheldon on behalf of all the volunteers. Dave Sheldon expressed his
thanks for all of the support received for the program.
Mayor Waters then requested that the Closed Sessions be heard at this time.

ACTION: Motion by Inzunza, seconded by Zarate, in favor of
Closed Sessions. Carried by unanimous vote.
Council left the Council Chambers at 7:10 p.m.
Council returned to the Council Chambers at 8:17 p.m.

PUBLIC HEARINGS
KIMBALL PARK ADMIN
1. SUBJECT: Public Hearing - To determine the status of Kimball
Park Zoo.
NOTE: Notice of Public Hearing and Proof of Publication are on file
in the office of the City Clerk.
RECOMMENDATION: Staff recommended direction from the
City Council. If closure is decided, allocation of $10,000 to demolish
and revamp area.
TESTIMONY: Alfonso Hernandez, 2132 Euclid Avenue,
National City, spoke in support of the closing of the zoo.
ACTION: Motion by Morrison, seconded by Inzunza, to close
the Public Hearing and in favor of the closing of the Kimball
Park Zoo. Carried by unanimous vote.
NON CONSENT RESOLUTIONS
Motion by Zarate, seconded by Morrison, the resolutions be heard by title
only. Carried by unanimous vote.

LAS PALMAS POOL ADMIN
2. Resolution No. 94-107. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY ESTABLISHING
THE LAS PALMAS PARK SWIMMING POOL REVOLVING
FUND."
RECOMMENDATION: Staff recommended approval of the
Resolution.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Zarate, in favor
of Resolution No. 94-107. Carried by unanimous vote.
EL TOYON PARK ADMIN
3. Resolution No. 94-108. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AMENDING
RESOLUTION NO. 93-144 PERTAINING TO THE TINY TOT
CLASSES REVOLVING FUND."
RECOMMENDATION: Staff recommended that the Resolution be
approved.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, in favor
of Resolution No. 94-108. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1994
4. SUBJECT: Warrant Register #3. Ratification of Demands in the
amount of $424,486.77 (Warrant Nos. 131031 through 131111
inclusive excepting none).
RECOMMENDATION: Staff recommended ratification of these
warrants.
ACTION: Motion by Zarate, seconded by Morrison, in favor
of the Ratification of Demands. Warrants carried by the
following vote, to -wit: Ayes: Dalla, Inzunza, Morrison,
Zarate, Waters. Nays: None. Absent: None. Abstaining:
None.

FINANCIAL MANAGEMENT 1994
5. SUBJECT: Consolidated Cash and Investment Report as of April
30, 1994.
RECOMMENDATION: Staff recommended that the report be
accepted and filed.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, the report
be accepted and filed. No objection as filed.
FINANCIAL MANAGEMENT 1994
6. SUBJECT: Consolidated Cash and Investment Report as of May 31,
1994.
RECOMMENDATION: Staff recommended that the report be
accepted and filed.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, the report
be accepted and filed. No objection as filed.
CONDITIONAL USE PERMITS 1994
7. SUBJECT: Notice of Decision - Planning Commission Resolution
No. 14-94 approving a Conditional Use Permit and Coastal Development
Permit to allow a fish smoking business at 1535 Tidelands Avenue, Suites F
and G. (Applicants: David Cross & Vincent Muccillo) (Case File Nos:
CUP-1994-5/CDP-1994-1)
RECOMMENDATION: Staff concurred with the decision of
the Planning Commission to approve the applications, and
recommended that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, the
Notice of Decision be filed. No objection as filed.

ZONE VARIANCE 1994
8. SUBJECT: Notice of Decision - Planning Commission Resolution
No. 15-94 approving a Zone Variance to allow parking within the
required 20 foot front yard setback at 1837 "A" Avenue. (Applicant:
Alex McLintock) (Case File No. Z-1994-3).
RECOMMENDATION: Staff concurred with the decision of
the Planning Commission to approve the zone variance, and
recommended that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, the
Notice of Decision be filed. No objection as filed.
COMMUNITY PROMOTION
9. SUBJECT: Request from Star -News regarding an automobile
Heritage Days display ad.
RECOMMENDATION: Staff recommended that the City Council
provide direction.
TESTIMONY: None.
ACTION: Motion by Waters, seconded by Morrison, in favor
of a $145.00 ad. Amended motion by Dalla, seconded by
Zarate, Since no budget allocation had been planned, to decline
the ad. Amended motion carried by the following vote, to -wit:
Ayes: Dalla, Inzunza, Zarate. Nays: Morrison, Waters.
CLAIM
10. SUBJECT: Claim for Damages: Ambrocio D. Salcedo.
RECOMMENDATION: Staff recommended that the claim be
denied and referred to the City Attorney.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, to deny
and refer to the City Attorney. Carried by unanimous vote.

CLAIM
11. SUBJECT: Claim for Damages: Stu Gordon.
RECOMMENDATION: Staff recommended that the claim be
denied and referred to the City Attorney.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, to deny
and refer to the City Attorney. Carried by unanimous vote.
CLAIM
12. SUBJECT: Claim for Damages: Eddie Lee Bell.
RECOMMENDATION: Staff recommended that the claim be
denied and referred to the City Attorney.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, t
deny and refer to the City Attorney. Carried by unanimous
vote.
CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
Mayor Waters deviated from the Agenda to introduce National City Port
Commissioner Jess Van Deventer who gave a brief semi-annual report to
the Council on Port District activities. He then answered questions of the
Council and of citizen, Alfonso Hernandez of 2132 Euclid Avenue,
National City.
Vice Mayor Inzunza left the Council Chambers at 8:49 p.m.
Vice Mayor Inzunza returned to the Council Chambers at 9:01 p.m.

MAYOR
Mayor Waters reported that on October 1st, $5.7 million would be released
for the building of the TELACU Senior Housing Project.
CITY COUNCIL
SEWER/SAN DIEGO AREA WASTEWATER MGMT DIST
13. SUBJECT: San Diego Area Wastewater Management District -
Report/Action.
TESTIMONY: Public Works Director Williams gave a brief
verbal update on the District, stating that San Diego had opted
to withdraw from the special act district unless 3 of the 4
remaining cities (Chula Vista, El Cajon, La Mesa and the
County) decided to join.
ACTION: No action was taken.
PUBLIC ORAL COMMUNICATIONS
Louise Martin, 1527 E. 15th Street, National City, invited all to attend the
1st United Methodist Church Buffet, August 9th from 5:00 p.m. to 7:00
p.m.
Alfonso Hernandez, 2132 Euclid Avenue, National City, inquired as to how
the recycle center received a CUP at the old Colonial Ford rental site,
commented on the Navy clean up of the drainage ditch by the Boys and
Girls Clubs during Christmas in July and spoke regarding the fish factory at
the corner of McKinley.
Richard Sherman, 1236 E. 16th Street, National City, spoke regarding a
news report of a dance club that was to be opened in the old train depot.

Motion by Morrison, seconded by Zarate, to adjourn to the next Regular
City Council Meeting - August 2, 1994 - 4:00 p.m. - Council Chambers,
Civic Center. Carried by unanimous vote.
The meeting closed at 9:28 p.m.
