HomeMy WebLinkAbout1994 08-02 CC MINBook 76/Page 206 08/02/94 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA AUGUST 2, 1994 The Regular Meeting of the City Council of the City of National City was called to order at 4:00 p.m. by Mayor Waters. ROLL CALL Council members present: Dalla, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom McCabe, followed by the invocation by Councilman Dalla. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, the Minutes of the Regular Meeting of July 26, 1994 be approved. Carried by unanimous vote. Mayor Waters requested the Closed Sessions be heard at this time. CLOSED SESSIONS CLOSED SESSION: CONFERENCE WITH LEGAL COUNSEL -ANTICIPATED LITIGATION Initiation of litigation pursuant to subsection (c) of Section 54956.9 (One potential case). ACTION: Motion by Morrison, seconded by Zarate, in favor of Closed Session. Carried by unanimous vote. Council members left the Council Chambers at 4:02 p.m. Council members returned to the Council Chambers at 6:02 p.m. ROLL CALL Council members present: Dalla, Morrison, Zarate, Waters. Absent: Inzunza. Vice Mayor Inzunza returned to the Council Chambers at 6:03 p.m. MAYOR'S PRESENTATION Mayor Waters stated that an important Public Hearing to amend the Port Master Plan to allow for the National City Marina is being held Thursday, August 11, 1994 at the Hyatt Regency in Long Beach. The results of this hearing will determine whether or not National City gets its marina. A bus has been scheduled to take National City delegates to Long Beach and will leave from in front of City Hall at 6:30 a.m. on Thursday. The Mayor requested Council's presence. Councilman Morrison stated he would be unable to attend due to a conflict with another city related meeting. National City Port Commissioner Jess Van Deventer commented on the hearing and requested that appropriate ethnic representation of the community be present. Book 76/Page 208 08/02/94 BOARDS & COMMISSIONS INTERVIEWS/APPOINTMENTS VARIOUS BOARDS & COMMISSIONS Mayor Waters turned the meeting over to Vice Mayor Inzunza, who introduced Ms. Gloria Jean Thompson. Ms. Thompson explained her interest in serving on various Boards and Commissions and answered questions of the Council. SENIOR CITIZENS ADVISORY BOARD RECOMMENDATION: Mayor Waters recommended that Mr. James A. Boyer, Sr. Be appointed to the Senior Citizens Advisory Board for a term ending on August 31, 1996. ACTION: Motion by Zarate, seconded by Morrison, in favor of the Mayor's recommendation. Carried by unanimous vote. City Clerk Lori Anne Peoples administered the Oath of Office to Mr. Boyer and presented him with a Certificate of Appointment. Vice Mayor Inzunza turned the meeting back over to Mayor Waters. CONSENT CALENDAR ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 94-109 through 94-116). NOTE: Mayor Waters requested Item No. 7, Resolution No. 94-115 be pulled.) Motion by Morrison, seconded by Inzunza, the Consent Resolutions (except Resolution No. 94-115) be adopted by title only. Carried by unanimous vote. DEEDS AND EASEMENTS 1. Resolution No. 94-109. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ACCEPTING TWO STORM DRAIN EASEMENTS FROM THE OWNERS OF THE PROPERTY LOCATED AT 1100 E. 30TH STREET (TOYS `R' US). (APN 563-370-32 AND 563-370-33)." ACTION: Adopted. See above. Book 76/Page 209 08/02/94 CONTRACT 2. Resolution No. 94-110. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DECLARING INSITUFORM SOUTHWEST, INC. TO BE THE LOWEST RESPONSIVE BIDDER AND AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT WITH INSITUFORM SOUTHWEST, INC. FOR THE SEWER REHABILITATION PROJECT. (ENGINEERING SPEC. NO. 94-11)." ACTION: Adopted. See above. PARKING ADMIN 1994 3. Resolution No. 94-111. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE REMOVAL OF THE RED CURB AND INSTALLATION OF A "NO PARKING TOW AWAY ZONE, SATURDAY AND SUNDAY, 8:00 A.M. TO 5:00 P.M." SIGN AT 3027 "D" AVENUE." ACTION: Adopted. See above. PARKING ADMIN 1994 4. Resolution No. 94-112. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE INSTALLATION OF RED CURB AT THE SOUTHEAST CORNER OF 16TH STREET AND "I" AVENUE." ACTION: Adopted. See above. EQUIPMENT/DONATION OF 5. Resolution No. 94-113. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE DONATION OF OBSOLETE FIREFIGHTING CLOTHING TO ANGELES RESCATE OF LA MESA, BAJA, CALIFORNIA." ACTION: Adopted. See above. Book 76/Page 210 08/02/94 CONTRACT 6. Resolution No. 94-114. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING THE MAYOR TO EXECUTE AMENDMENTS TO AGREEMENTS FOR TOWING SERVICES WITH MOYNAHAN'S TOWING AND A TO Z TOWING." ACTION: Adopted. See above. CONTRACT 8. Resolution No. 94-116. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING EXECUTION OF THE UNIFORM FARE STRUCTURE AGREEMENT FOR FISCAL YEAR 1994." ACTION: Adopted. See above. EQUIPMENT/PURCHASE OF 7. Resolution No. 94-115. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY DECLARING AWARD OF BID #GS9495-1 AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE PURCHASE ORDERS WITH SPECIAL T FIRE EQUIPMENT AND RJ SAFETY SUPPLY FOR THE PURCHASE OF BREATHING APPARATUS FOR THE FIRE DEPARTMENT." NOTE: Purchasing Agent Brenda Hodges clarified for the Council that the second bidder was Special T Fire Equipment and that the total amount would be $30,509.11. ACTION: Motion by Zarate, seconded by Morrison, in favor of accepting the second bidder. Carried by unanimous vote. NEW BUSINESS WARRANT REGISTERS 1994 9. SUBJECT: Warrant Register #4. Ratification of Demands in the amount of $219,404.76 (Warrant Nos. 131113 through 131183 inclusive excepting none) and Certification of Payroll in the amount of $413,344.21. Book 76/Page 211 08/02/94 WARRANT REGISTERS 1994 (continued) RECOMMENDATION: Staff recommended ratification of these warrants. ACTION: Motion by Zarate, seconded by Inzunza, in favor of the Ratification of Demands and Certification of Payroll. Warrants carried by the following vote, to -wit: Ayes: Dalla, Inzunza, Morrison, Zarate, Waters. Nays: None. Absent: None. Abstaining: None. TEMPORARY USE PERMITS 1994 10. SUBJECT: Temporary Use Permit - National City Chamber of Commerce - Taste of National City. RECOMMENDATION: Staff recommended that Council approve the application for a Temporary Use Permit subject to compliance with all conditions of approval and grant the request for a waiver of fees. NOTE: Building & Safety Director Bouse stated that the use of tables, chairs and the city generator were again requested this year. TESTIMONY: Mary Alice Taliack, Executive Director of the National City Chamber of Commerce, 711 "A" Avenue, National City, answered questions of the Council. ACTION: Motion by Inzunza, seconded by Morrison, in favor of Staff's recommendation, Carried by unanimous vote. TEMPORARY USE PERMITS 1994 11. SUBJECT: Temporary Use Permit - Saint Mary's Fall Festival. RECOMMENDATION: Staff recommended that Council approve the application for a Temporary Use Permit subject to compliance with all conditions of approval and deny the request for waiver of the $345.00 processing fee. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Morrison, it favor of Staffs recommendation. Carried by unanimous vote. CITY MANAGER - No report. Book 76/Page 212 08/02/94 CITY ATTORNEY - No report. OTHER STAFF National City Purchasing Agent Brenda Hodges provided an update on a vendor outreach workshop which she had coordinated, and which had been held this morning, to assist local businesses and educate them on how to bid on government specifications. MAYOR - No report. CITY COUNCIL CITY BOARDS & COMMISSIONS ADMIN 12. SUBJECT: City Public Facilities Assessment Panel. TESTIMONY: Councilman Morrison gave a brief overview of his proposal to establish a public facilities assessment panel and requested input from the other council members. ACTION: No action taken. Councilman Morrison then gave a brief report on the Public Hearing that had been held in Encinitas regarding the Solid Waste Board. Councilwoman Zarate requested Staff look into the timing of the traffic signals at 8th Street and Palm Avenue. She had received several complaints that they were not functioning properly during the morning hours of 4:30 to 5:30 a.m. PUBLIC ORAL COMMUNICATIONS Richard Sherman, 1236 E. 16th Street, National City, reminded everyone of the Citizens Patrol fund-raiser that was being held at the McDonalds at Plaza and I-805 from 5:00 p.m. to 8:00 p.m. on Saturday. He then suggested a mixed use project similar to one being proposed in Chula Vista, for the corner of 8th and National City Boulevard. Book 76/Page 213 08/02/94 PUBLIC ORAL COMMUNICATIONS (continued) Mary Alice Taliack, Executive Director of the National City Chamber of Commerce, 711 "A" Avenue, National City, provided an information packet (copy on file in the Office of the City Clerk) of upcoming Chamber events. Councilman Morrison announced that Kile and Donna Morgan had celebrated their 50th Wedding Anniversary over the weekend. Councilman Dalla reminded everyone present that this Sunday evening, August 7th, at 7:00 p.m. a free symphony was being held in Pepper Park. Closed Session was heard earlier, after Approval of Minutes.
