MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
SEPTEMBER 6, 1994
The Regular Meeting of the City Council of the City of National City was
called to order at 4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples,
Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom McCabe, followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Zarate, the Minutes of the Regular
Meeting of August 23. 1994 be approved. Carried by unanimous vote.
PRESENTATIONS
POLITICAL SUPPORT (102-4-1)
Mayor Waters introduced Clark C. Siebrand (SDG&E) who spoke regarding
a request for funding for the Base Realignment and Closure `95 (BRAC)
Committee and answered questions of the Council.
Councilman Morrison left the Council Chambers at 4:06 p.m.
Councilman Morrison returned to the Council Chambers at 4:08 p.m.
NOTE: Council suggested Staff look into the possibility of CDC funding.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of the $5,000.
request to BRAC 95 provided all other cities are asked to participate.
Carried by unanimous vote.

PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Zarate, the Proclamations be read in their
entirety. Carried by unanimous vote.
The Proclamation proclaiming September 5, 1994 to be: "JURY RIGHTS
DAY" was read aloud in its entirety by Mayor Waters, who then gave it to
the City Manager to forward to the appropriate people.
The Proclamation proclaiming September 6, 1994 to be: "TRY
AMERICAN DAY" was read aloud in its entirety by Mayor Waters, who
then gave it to the City Manager to forward to the appropriate people.
The Proclamation proclaiming September 10, 1994 to be: NATIONAL
FAMILY VALUES DAY" was read aloud in its entirety by Mayor Waters,
who then gave it to the City Manager to forward to the appropriate people.
The Proclamation proclaiming September 12-18, 1994 to be: AIDS
AWARENESS WEEK" was read aloud in its entirety by Mayor Waters,
who then presented it to Alberto Cortez, Director of the South Bay Aids
Project of the San Ysidro Health Center. Mr. Cortez thanked the Mayor and
City Council for their support.
Mayor Waters then deviated from the Agenda and introduced Gil St.
Armand of the National City Eagles #2712 who along with their President
"Wild Bill", presented checks for $400.00 to Russ Hamm for Project Read
for their 1994 Project Read Day, and $1,000. to Bob Medina of the National
City Fire Fighters Association to purchase several CPR dolls for training
classes.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 94-127
through 94-129). NOTE: Councilman Morrison requested Agenda Item
#1, Resolution No. 94-129 be pulled. Motion by Zarate, seconded by
Inzunza, in favor of the Consent Calendar (except Agenda Item No. 3,
Resolution No. 94-129). Carried by unanimous vote.

CONTRACT (C94-16)
1. Resolution No. 94-127. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY APPROVING
CONTRACT CHANGE ORDER NO. 1 TO THE CONTRACT
WITH SUPERIOR READY MIX, L.P. FOR THE STREET
RESURFACING PROJECT. (ENGINEERING SPECIFICATION
NO. 94-5)."
ACTION: Adopted. See above.
PARKING ADMIN 1994 (801-2-14)
2. Resolution No. 94-128. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE PAINTING OF WHITE AND GREEN CURB ZONES AT THE
HOLIDAY INN AND RADISSON SUITES ON NATIONAL CITY
BOULEVARD."
ACTION: Adopted. See above.
PARKING ADMIN 1994 (801-2-14)
3. Resolution No. 94-129. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE INSTALLATION OF ONE ON -STREET HANDICAPPED
PARKING SPACE AT 3010 "B" AVENUE, NATIONAL CITY,
CALIFORNIA."
ACTION: Motion by Inzunza, seconded by Dalla, in favor of
Resolution No. 94-129. Carried by unanimous vote.
NON CONSENT RESOLUTIONS
Motion by Morrison, seconded by Zarate, the Non -Consent Resolution be
read by title only. Carried by unanimous vote.

LABOR RELATIONS/POA ADMIN 1994 (605-3-6)
4. Resolution No. 94-130. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL RESTORING THE
SALARY AND BENEFITS TO THE MEMBERS OF THE
NATIONAL CITY POLICE OFFICERS' ASSOCIATION TO
THEIR FISCAL YEAR 1992-1993 LEVEL, EFFECTIVE
SEPTEMBER 1, 1994."
RECOMMENDATION: Staff recommended that Council consider
adoption of the resolution.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, in favor
of Resolution No. 94-130. Carried by unanimous vote.
ORDINANCES FOR ADOPTION
Motion by Dalla, seconded by Inzunza, the Ordinance be adopted by title
only. Carried by unanimous vote.
MUNICIPAL CODE 1994 (506-2-9)
5. Ordinance No. 94-2079. "AN ORDINANCE OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY ADDING
CHAPTER 10.24 TO THE NATIONAL CITY MUNICIPAL CODE
PERTAINING TO LOITERING FOR DRUG ACTIVITIES."
RECOMMENDATION: Staff recommended that Council enact the
proposed ordinance.
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Inzunza, in favor of
Ordinance No. 94-2079. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1994 (202-1-9)
6. SUBJECT: Warrant Register #8. Ratification of Demands in the
amount of $254,739.13 (Warrant Nos. 131409 through 131510
inclusive excepting none) and Certification of Payroll in the amount
of $407,385.26.

RECOMMENDATION: Staff recommended ratification of these
warrants.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of the Ratification of Demands and Certification of Payroll.
Warrants carried by the following vote, to -wit: Ayes: Dalla,
Inzunza, Morrison, Zarate, Waters. Nays: None. Absent:
None. Abstaining: None.
WARRANT REGISTERS 1994 (202-1-9)
7. SUBJECT: Warrant Register #9. Ratification of Demands in the
amount of $364,871.12 (Warrant Nos. 131512 through 131584
inclusive excepting 131522).
RECOMMENDATION: Staff recommended ratification of these
warrants.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of the Ratification of Demands. Warrants carried by the
following vote, to -wit: Ayes: Dalla, Inzunza, Morrison,
Zarate, Waters. Nays: None. Absent: None. Abstaining:
None.
STREET TREE COMMITTEE MINUTES (101-2-2)
8. SUBJECT: Street Tree Committee Minutes.
RECOMMENDATION: Staff recommended approval of the
Minutes.
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Inzunza, the report
be accepted and filed. No objection as filed.
CITY MANAGER - No report.
CITY ATTORNEY
City Attorney Eiser stated that the report regarding the citizen inquiry on
coin -operated telephones will be on the next agenda.

MAYOR - No report.
CITY COUNCIL
PUBLIC FACILITIES ASSESSMENT PANEL (101-28-1)
9. SUBJECT: City Public Facilities Assessment Panel.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of the establishment of a City Public Facilities Assessment
Panel. Carried by unanimous vote.
Councilwoman Zarate addressed the Media present with regards to recent
stories regarding the Council supporting the bringing in of the Sheriffs
Department. She stated she did not support this unless it was a last resort.
Councilman Morrison stated he was opposed to the same and then made
inquiry of the Staff as to an incident which occurred over the weekend at El
Toyon Park.
Councilman Dalla made inquiry of the Fire Chief regarding the possibility
of a modified weed abatement effort.
Councilman Inzunza requested Staff look into the west side of the South
Bay Freeway - graffiti on top of the store roof. He then complimented Mr.
Derr and the way they keep the swap meet area immaculate, and made
inquiry as to the possibility of planting the fence line along the freeway.
Councilman Morrison stated that Mr. Derr was currently working with
CalTrans to get large landscape plants along the freeway for which he has
volunteered to pay.
PUBLIC ORAL COMMUNICATIONS
Rita Heuss, 2121 E. 4th Street, National City, spoke regarding problems in
El Toyon Park and the need for action to remedy the situation.

Alfonso Hernandez, 2132 Euclid Avenue, National City, spoke regarding
the need for lighting of the crosswalks by the towers, reported a streetlight
bulb out at 15th and D, requested enforcement for the green curb parking in
front of the library and weed removal in public right of ways.
Michael Burns, 1317 D Avenue, National City, expressed his views on the
wording in one of the proclamations and requested the use of A Avenue
behind the Civic Center for parking as it was many years ago.
Rosie Miscolta, 42 South U Avenue, National City, spoke regarding the
incident in El Toyon Park over the weekend.
Sandra Parker, 234 Inkopah Street, Chula Vista, whose mother lives by El
Toyon Park and cares for her children there, spoke regarding the incident in
El Toyon Park over the weekend and the effects it has had on her family.
Louise Martin, 1527 E. 15th Street, National City, stated she could verify
the facts of the prior speakers and expressed her opinions regarding the
rumor of bringing in the Sheriffs Department.
Russ Pinney, 2131 E. 1st Street, National City, spoke regarding the
problems he has observed living across the street from El Toyon Park and
the lack of police enforcement of violations. He also stated that the Pop
Warner Football teams are still leaving the park a mess after their games.
ADJOURNMENT
Motion by Inzunza, seconded by Morrison, to adjourn to 4:30 p.m. on
September 13, 1994, at which time a closed session will be held followed by
the next Regular City Council Meeting - September 13, 1994 - 7:00 p m -
Council Chambers, Civic Center. Carried by unanimous vote.
The meeting closed at 5:31 p.m.
