MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
NOVEMBER 1, 1994
The Regular Meeting of the City Council of the City of National City was
called to order at 4:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Dalla, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples,
Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Councilman Dalla.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Inzunza, the Minutes of the Regular
Meeting of October 25, 1994 be approved. Carried by unanimous vote.
PROCLAMATIONS (102-2-1)
Motion by Zarate, seconded by Morrison, the Proclamation be read in its
entirety. Carried by unanimous vote.
The Proclamation proclaiming November 9, 1994 to be: "UNITED WAY
CAMPAIGN DAY" was read aloud in its entirety by Mayor Waters, who
then presented it to National City Librarian and Campaign Chairwoman,
Anne Campbell. Mrs. Campbell made a brief presentation regarding the
campaign and how United Way helps our citizens.

BOARDS AND COMMISSIONS
PARKS AND RECREATION ADVISORY BOARD (101-5-1)
Mayor Waters announced the resignation of Mr. Jose Pedro Charles from
the Parks & Recreation Advisory Board.
NON CONSENT RESOLUTIONS
Motion by Morrison, seconded by Inzunza, the Non Consent Resolutions be
read by title only. Carried by unanimous vote.
ASSESSMENT DISTRICTS (901-1-1)
1. Resolution No. 94-159. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY INITIATING
PROCEEDINGS AND ORDERING THE PREPARATION OF AN
ENGINEER'S "REPORT" FOR CERTAIN ASSESSMENT
DISTRICT PROCEEDINGS."
RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
NOTE: Councilman Morrison requested clarification to the effect
that the petition had been signed by property owners of 60% of the
street frontage (linear footage of National City Blvd.)
TESTIMONY: None.
ACTION: Motion by Dalla, seconded by Inzunza, in favor of
Resolution No. 94-159. Carried by unanimous vote.
SANDAG/SD REG BEACH REPLENISHMT INITIATIVE (105-3-7)
POLITICAL SUPPORT (102-4-1)
2. Resolution No. 94-160. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY SUPPORTING
STATE AND FEDERAL FUNDING ASSISTANCE FOR A SAN
DIEGO REGIONWIDE BEACH REPLENISHMENT INITIATIVE."
RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
Resolution No. 94-160. Carried by unanimous vote.

CONTRACT (C94-27)
3. Resolution No. 94-161. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE EXECUTION OF A MEMORANDUM OF AGREEMENT
BETWEEN THE FEDERAL HIGHWAY ADMINISTRATION AND
THE CALIFORNIA HISTORIC PRESERVATION OFFICER,
CONCERNING THE ACQUISITION AND DEVELOPMENT
PLANS FOR THE REHABILITATION OF THE CALIFORNIA
SOUTHERN TRANSCONTINENTAL TERMINUS DEPOT IN
NATIONAL CITY PURSUANT TO 36 CFR 800.6(a)."
RECOMMENDATION: Staff recommended that Council adopt the
Resolution, authorizing the Mayor to execute a Memorandum of
Agreement between the Federal Highway Administration, the
California State Historic Preservation Officer, and the City of
National City.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of Resolution No. 94-161. Carried by unanimous vote.
DEEDS AND EASEMENTS (D94-31)
4. Resolution No. 94-162. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE MAYOR TO EXECUTE A PARCEL MAP FOR THE
PROPERTY LOCATED AT THE SOUTHWEST CORNER OF
30TH STREET AND NORTH 2ND STREET."
RECOMMENDATION: Staff recommended that Council adopt the
Resolution.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
Resolution No. 94-162. Carried by unanimous vote.

NEW BUSINESS
WARRANT REGISTERS 1994 (202-1-9)
5. SUBJECT: Warrant Register #17. Ratification of Demands in the
amount of $155,482.35 (Warrant Nos. 132139 through 132214
inclusive excepting none).
RECOMMENDATION: Staff recommended ratification of these
warrants.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of the Ratification of Demands. Warrants carried by the
following vote, to -wit: Ayes: Dalla, Inzunza, Morrison,
Zarate, Waters. Nays: None. Abstaining: None. Absent:
None.
ZONE VARIANCE 1994 (409-1-17)
LOCAL COASTAL PROGRAM ADMIN (405-5-1)
6. SUBJECT: Notice of Decision - Planning Commission Resolution
No. 25-94 approving a Coastal Development Permit for expansion of
a motorcycle dealership display area and Zone Variance to allow
display area in the exterior side and rear yard setbacks and to allow 8
ft. high fencing in lieu of the maximum 4 ft. height allowed within the
exterior side and rear yard setbacks at 1 West 35th Street. (Applicant:
David Wiles) (Case File Nos. CDP-1994-2/Z-1994-7).
RECOMMENDATION: Staff concurred with the decision of the
Planning Commission to approve the applications, and recommended
that the Notice of Decision be filed.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, the,
Notice of Decision be filed. No objection as filed.
STREET TREE AND PARKWAY COMMITTEE (101-2-2)
7. SUBJECT: Street Tree Committee Minutes.
RECOMMENDATION: Staff recommended that Council approve
the minutes.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, the
Minutes be accepted and filed. Carried by unanimous vote.

CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters reported that the lawsuit filed against the Port District and
the South Bay cities had been dismissed as to the Port District, and the cities
of National City, Imperial Beach, Chula Vista and San Diego, based on the
stipulation that no distributions of money would occur based on Section
6010, (which permits the transfer of discretionary reserve monies from the
port districts to the member cities). The Council approved this settlement in
closed session on September 27, 1994. This litigation is now concluded as
to the City of National City.
CITY COUNCIL
Councilman Morrison requested Staff look into having National City or Cox
Cable televise the Council Meetings. He then reminded those in attendance
of a political forum being held tomorrow evening at 7:00 p.m. in the
National City Community Center.
City Clerk Peoples informed those in attendance that since the Registrar of
Voters was not holding an Election Central in the South Bay this year, she
would be setting one up in the National City Community Center. A
television will be there to watch county, state and federal results as they
come in, light refreshments will be provided and the absentee results should
be in by 8:30 p.m. with other results beginning around 9:30 p.m.
PUBLIC ORAL COMMUNICATIONS
Mitch Guarano, 410 Harbison, National City made inquiry and expressed
his opinions on elected officials and part time employees participation into
the PERS system.

ADJOURNMENT
Motion by Morrison, seconded by Zarate, to adjourn to the Next Regular
City Council Meeting - November 15, 1994 - 4:00 p.m. - Council
Chambers, Civic Center. Carried by unanimous vote.
The meeting closed at 4:23 p.m.
