MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
MARCH 7, 1995
The Regular Meeting of the City Council of the City of National City was
called to order at 4:05 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples,
Post.
Others present: Daniels.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Morrison.
APPROVAL OF MINUTES
Motion by Zarate, seconded by Inzunza, the Minutes of the Adjourned
Meetings of February 22, 23, and 24, 1995 and the Regular Meeting of
February 28, 1995 be approved. Carried by unanimous vote.
MAYOR'S PRESENTATIONS
PERSONNEL RECOGNITION/APPRECIATION (602-4-1)
Mayor Waters presented Norma Urias, Secretary to the Mayor, with a gold
pin for 10 years of service.

Mayor Waters then requested Agenda Item No. 9 be heard at this time.
SANDAG BUDGET ADMIN 1995 (105-1-7)
9. SUBJECT: Discussion of letter regarding Reimbursement
Agreement with the Metropolitan Transit Development Board
(MTDB) for the Mission Valley West Project.
TESTIMONY: Jack Limber, representing MTDB, presented
Council with a handout (copy on file in the Office of the City
Clerk), provided a brief summary on the project and answered
questions of the Council.
ACTION: Motion by Morrison, seconded by Zarate, in
support of the project. Carried by unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 95-32
and 95-33). Motion by Inzunza, seconded by Morrison, the Consent
Resolutions be adopted by title only. Carried by unanimous vote.
CONDITIONAL USE PERMIT DENIALS 1995 (403-2-8)
CUP TOJINO, JR. CUP-1994-15 (403-9-11)
1. Resolution No. 95-32. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY DENYING A
CONDITIONAL USE PERMIT APPLICATION FOR LIVE
ENTERTAINMENT (KARAOKE) WITHIN A RESTAURANT AT
933 HARBISON AVENUE. APPLICANT: ALFONSO U. TOJINO,
JR. CASE FILE NO. CUP-1994-15."
ACTION: Adopted. See above.
PARKING ADMIN 1995 (801-2-15)
2. Resolution No. 95-33. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING THE
INSTALLATION OF TWO ON -STREET HANDICAPPED
PARKING SPACES AT 2130 EAST 8TH STREET, NATIONAL
CITY, CALIFORNIA."
ACTION: Adopted. See above.

NON CONSENT RESOLUTIONS
Motion by Morrison, seconded by Inzunza, the Non Consent Resolutions be
read by title only. Carried by unanimous vote.
CONTRACT (C86-17)
3. Resolution No. 95-34. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING THE
MAYOR TO EXECUTE AN AMENDMENT TO AGREEMENT
WITH AMERICAN GOLF CORPORATION PERTAINING TO
FEES AT THE GOLF COURSE."
RECOMMENDATION: Staff recommended approval of the
Resolution.
TESTIMONY: Mr. Ricke Crochet, General Manager of the
National City Golf Course, answered questions of the Council.
ACTION: Motion by Morrison, seconded by Beauchamp, in
favor of Resolution No. 95-34. Carried by unanimous vote.
CONTRACT (C95-9)
4. Resolution No. 95-35. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AUTHORIZING THE
MAYOR TO EXECUTE AN AGREEMENT WITH ROESLING
NAKAMURA ARCHITECTS, INC. TO PREPARE CONCEPTUAL
PLANS FOR EL TOYON CENTER."
RECOMMENDATION: Staff recommended approval of the
Resolution.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, in favor
of Resolution No. 95-35. Carried by the following vote, to -wit:
Ayes: Inzunza, Morrison, Zarate, Waters. Nays: Beauchamp.
Absent: None. Abstaining: None.

WRITTEN COMMUNICATIONS
PUBLIC REQUEST/COMPLAINT ADMIN(102-1-1)
5. SUBJECT: Letter from Sweetwater High School requesting
approval to display art on City property.
TESTIMONY: Tracy Toler, Art Instructor at Sweetwater
High School, spoke in support of the request and answered
questions of the Council.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
the concept with screening by Sweetwater High School and
Anne Campbell, City Librarian. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1994 (202-1-9)
b. SUBJECT: Warrant Register #33. Ratification of Demands in the
amount of $290,312.55 (Warrant Nos. 133437 through 133527
inclusive excepting 133503).
RECOMMENDATION: Staff recommended ratification of
these warrants.
ACTION: Motion by Inzunza, seconded by Morrison, in favor
of the Ratification of Demands. Warrants carried by the
following vote, to -wit: Ayes: Beauchamp, Inzunza, Morrison,
Zarate, Waters. Nays: None. Abstaining: None. Absent:
None.
STREET SWEEPING REGULATIONS/POLICY/ ADMIN (903-3-5)
7. SUBJECT: Proposed street sweeping route changes.
RECOMMENDATION: Staff recommended approval of the
sweeping schedule revision essentially as shown on the attachment,
with notification by door hangers for implementation in late May.
TESTIMONY: Public Works Director Williams made a brief
posterboard presentation and answered questions of the
Council.
ACTION: Motion by Inzunza, seconded by Zarate, in favor.
Carried by unanimous vote.

EQUIPMENT/DONATION OF (209-1-3)
CONTRACT (C95-10)
8. SUBJECT: Agreement to provide a vehicle to the City for use by
the Mayor.
RECOMMENDATION: Staff recommended that the City accept
this donation of the use of a vehicle for the Mayor for a two-year
period, and that the 1988 Chrysler be surrendered to Colonial Ford.
TESTIMONY: Louise Martin, 1527 E. 15th St., National
City, made inquiry of the Council.
Pam Kitchens, 2605 J Avenue, National City, made inquiry of
the Council.
ACTION: Motion by Inzunza, seconded by Zarate, in favor.
Carried by unanimous vote.
CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters read into the record a letter received from an applicant for
employment addressed to Building & Safety Director Bouse (copy on file in
the office of the City Clerk). He also read into the record the 19th Street
right of way acquisition schedule, and reminded Council of the March 10,
1995, 4:30 p.m. POA Negotiation meeting.
CITY COUNCIL
Item No. 9 was heard earlier, after Mayor's Presentation.

9. SUBJECT: Discussion letter regarding Reimbursement Agreement
with the Metropolitan Transit Development Board (MTDB) for the
Mission Valley West Project.

CITY COUNCIL (continued)
Councilwoman Zarate requested Staff contact Francis Sandoval with
regards to her concerns on the speed of traffic between 20th Street and 23rd
Street on Euclid Avenue, and a blind spot in front of the store at 18th Street
and Lanoitan.
Councilman Beauchamp stated that the new crossing was being put in by
MTDB at Civic Center and the trolley crossing. He also stated that
CalTrans had cleaned up the area they were using on Civic Center, under
the bridge, and that he had donated 50 trees for planting at the old NELCO
site which has been cleaned.
Mayor Waters requested Staff look into complaints received on the
construction at 4th and Harbison by Thelma Way, apparently the rain has
made severe ruts in the roadway.

ACTION: Motion by Beauchamp, seconded by Zarate, in
favor of holding the Closed Sessions under Government Code
jSections 54956.9(a) and 54957.6. Carried by unanimous vote.

Motion by Morrison, seconded by Zarate, to adjourn to Executive Session
regarding Existing Litigation - Government Code Section 54956.9(a) -
National City Police Officer's Association, et al. v. City of National City, et
al. on Friday, March 10, 1995 - 4:30 per. Next Regular City Council
Meeting - March 14, 1995 - 7:00 p.m. Council Chambers, Civic Center.
Carried by unanimous vote. Absent: Inzunza.
The meeting closed at 6:04 p.m.
