HomeMy WebLinkAbout1995 03-14 CC MINBook 77/Page 82 03/14/95 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA MARCH 14, 1995 The Regular Meeting of the City Council of the City of National City was called to order at 7:00 p.m. by Mayor Waters. ROLL CALL Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Morrison. APPROVAL OF MINUTES Motion by Morrison, seconded by Beauchamp, the Minutes of the Regular Meeting of March 7, 1995 be approved. Carried by unanimous vote. BOARDS AND COMMISSIONS INTERVIEWS/APPOINTMENTS PROJECT AREA COMMITTEE (101-27-1) Mayor Waters turned the meeting over to Vice Mayor Morrison, who called on Ms. Debra Landry. Ms. Landry was not present. Consensus was to table this item for a week. Vice Mayor Morrison turned the meeting back over to Mayor Waters. Book 77/Page 83 03/14/95 ORDINANCES FOR INTRODUCTION Motion by Morrison, seconded by Inzunza, the Ordinance be introduced by title only. Carried by unanimous vote. MUNICIPAL CODE 1995 (506-2-10) 1. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY AMENDING SECTION 1 OF ORDINANCE NO. 753, ORDINANCE NO. 1013, AND SECTION 10.30.010 OF THE NATIONAL CITY MUNICIPAL CODE." NEW BUSINESS WARRANT REGISTERS 1994 (202-1-9) 2. SUBJECT: Warrant Register #34. Ratification of Demands in the amount of $69,712.71 (Warrant Nos. 133529 through 133575 inclusive excepting none) and Certification of Payroll in the amount of $400,506.83. RECOMMENDATION: Staff recommended ratification of these warrants. ACTION: Motion by Morrison, seconded by Inzunza, in favor of the Ratification of Demands and Certification of Payroll. Warrants carried by the following vote, to -wit: Ayes: Beauchamp, Inzunza, Morrison, Zarate, Waters. Nays: None. Abstaining: None. Absent: None. FINANCIAL MANAGEMENT 1995 (204-1-10) 3. SUBJECT: Consolidated Cash and Investment Report as of February 28,1995. RECOMMENDATION: Staff recommended that the report be accepted and filed. ACTION: Motion by Morrison, seconded by Inzunza, th report be accepted and filed. No objection as filed. CITY MANAGER - No report. r Book 77/Page 84 03/14/95 CITY ATTORNEY - No report. OTHER STAFF - No report. MAYOR Mayor Waters stated that he was recently notified that the MAAC Project Community Development Office had relocated to San Diego. Ken Fountain, reporter for the Star News, responded to the Mayor's concerns based on a conversation he had with MAAC Project management. Mayor Waters reminded all of an appeal meeting with the POA set for March 22, 1995 from 8:00 a.m. to 12:00 p.m. The Mayor then announced that S.D.G.&E. had allocated an additional $481,184. for undergrounding projects, bringing the total to $8,277,000. The funds however, will not be available until 1996. Mayor Waters then stated that he would be meeting with several of the South Bay Mayors tomorrow to discussion graffiti legislation which Gov. Wilson will carry. CITY COUNCIL Councilwoman Zarate reminded those present of a Committee To Reclaim Our Neighborhoods meeting, Wednesday, March 15, 1995 at 7:00 p.m. in the Community Center. The guest speaker is Robin Kaufman of Kids on the Block of San Diego - Gang Prevention and Cultural Differences Script. PUBLIC ORAL COMMUNICATIONS - None. CLOSED SESSIONS CLOSED SESSION: Conference with Legal Counsel -- Existing Litigation -- Government Code Section 54956.9(a) -- Patricia Pittman v. City of National City. ACTION: Motion by Morrison, seconded by Inzunza, in favor of holding the Closed Session under Government Code Sections 54956.9(a). Carried by unanimous vote. Book 77/Page 85 03/14/95 CLOSED SESSION (continued) Council Members left the Council Chambers at 7:10 p.m. Council members returned to the Council Chambers 8:04 p.m. ROLL CALL Council Members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. ADJOURNMENT Motion by Morrison, seconded by Zarate, to adjourn a Citizens Review Board Workshop - March 15, 1995 - 4:30 p,m. - Large Conference Room, Civic Center.
