MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
AUGUST 22, 1995
The Regular Meeting of the City Council of the City of National City was
called to order at 7:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by Assistant City
Manager Gerald J. Bolint, followed by the invocation by Vice Mayor
Morrison.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Inzunza, the Minutes of the Regular
Meeting of August 15, 1995 be approved. Carried by unanimous vote.
MAYOR'S PRESENTATIONS
Mayor Waters recognized Hilda Rico as Honorary Citizen of the year and
presented her with a City Seal Plaque. Patricia de la Rosa, representing
Senator Diane Feinstein presented Mrs. Rico with a Letter of
Accommodation. Mrs. Rico recognized her family and friends who were
present in the audience.

Mayor Waters turned the meeting over to Vice Mayor Morrison.

SENIOR CITIZENS ADVISORY BOARD (continued)
Vice Mayor Morrison stated that Mayor Waters had recommended Ms.
Marie Meier, 835 E. 18th Street #11, National City, be re -appointed to serve
on the Senior Citizens Advisory Board.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
the Mayor's recommendation. Carried by unanimous vote.
City Clerk Peoples administered the Oath of Office to Ms. Meier.
Vice Mayor Morrison turned the meeting back over to Mayor Waters.
Mayor Waters deviated from the Agenda to announce that the Police Chief
interviews will be held on Friday, September 22, 1995 in the Council
Conference Room.
WRITTEN COMMUNICATIONS
TEMPORARY USE PERMITS 1995 (203-1-11)
1. SUBJECT: Letter from National City Municipal Employees
Association, SEIU Local 2028, requesting that the City allow
consumption of alcoholic beverages at Las Palmas Pool in connection
with an annual summer picnic on September 16, 1995.
TESTIMONY: Robert "Charlie" Quinn, MEA President,
spoke in support of the request and responded to questions of
the Council.
ACTION: Motion by Zarate, seconded by Inzunza, to deny
the request. Carried by unanimous vote.
NEW BUSINESS
WARRANT REGISTERS 1995 (202-1-10)
2. SUBJECT: Warrant Register #07. Ratification of Demands in the
amount of $363,226.49 (Warrant Nos. 135440 through 135568
inclusive excepting 135561, and 135563). NOTE: Warrant No.
135515 was also held at the request of the Assistant City Manager
pending a report back from the Police Department in September.

RECOMMENDATION: Staff recommended ratification of these
warrants.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
the Ratification of Demds. Warrants carried by the following
vote, to -wit: Ayes: Beauchamp, Inzunza, Morrison, Zarate,
Waters. Nays: None. Abstaining: None. Absent: None.
GENERAL PLAN 1995 (405-8-2)
3. SUBJECT: Request for City Council Workshop on General Plan
alternatives.
RECOMMENDATION: Staff recommended that Council set a
Council workshop on General Plan alternatives.
ACTION: Motion by Inzunza, seconded by Zarate, to hold the
workshop on September 6, 1995 at 4:00 p.m. in the Large
Conference Room. Carried by unanimous vote.
ASSISTANT CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
LEAGUE OF CALIFORNIA CITIES ADMIN (104-02-01)
4. SUBJECT: League of California Cities 97th Annual Conference
October 22-24, 1995, in San Francisco.
RECOMMENDATION: Mayor Waters recommended that
Councilman Beauchamp be authorized to be the voting delegate.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
the Mayor's recommendation to appoint Councilman
Beauchamp as the voting delegate. Carried by the following
vote, to -wit: Ayes: Inzunza, Morrison, Zarate, Waters. Nays:
None. Abstaining: Beauchamp. Absent: None

Mayor Waters reported that "Reimbursement for Pre -Hospital Services" AB
230 failed to pass the Assembly Committee on Appropriations but was
granted reconsideration with no specific hearing date identified; AB 1436
was read for the second time and amended at the Senate Committee on
Appropriations and will be heard with the amendments on August 23, 1995;
stated that word had been received from our representative, Bob Wilson,
stating that Senate Bill 602 relating to local use as: leased vehicles, will be
heard in the Assembly Appropriations Committee on Wednesday, August
23, 1995; reported that a motion for calendar preference in the case of Save
Our Bay, Inc. v. San Diego Unified Port District, had been granted by the
Court of Appeal and will be argued in November, 1995. Lastly, the Mayor
indicated that the upgraded sound system and lectern had been installed in
the Community Center.
CITY COUNCIL
Councilman Beauchamp reported that he, Councilman Inzunza, and
Councilwoman Zarate had attended a workshop with the Sweetwater Union
High School District to develop goals and objectives. He also reported on
the farewell concert of Anthony Gonzalez and his brother, stating that it had
been taped and he would make it available to anyone who was unable to
attend.
Councilwoman Zarate also spoke of the Sweetwater Union High School
District Summit Workshop and how all groups came back with common
goals.
PUBLIC ORAL COMMUNICATIONS
Mike Finney, 304 "G" Street, Chula Vista, requested Council consideration
to bring back the Crime Suppression Unit of the National City Police
Department. Acting Chief of Police Tom Deese responded that grant
applications had been submitted for funding and if received, the unit would
be reinstated.

Mitch Guarano, 410 Harbison Avenue, National City, made inquiry
regarding a Community Development Commission item on last week's
agenda pertaining to the early retirement of one of the Assistant CDC
Directors.
ADJOURNMENT
Motion by Morrison, seconded by Inzunza, to adjourn to the next Regular
City Council Meeting - September 5, 1995 - 4:00 P.M. - Council Chambers,
Civic Center. Carried by unanimous vote.
The meeting closed at 7:45 p.m.
