MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
October 17, 1995
The Regular Meeting of the City Council of the City of National City was
called to order at 4:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples,
Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Morrison.
APPROVAL OF MINUTES
Motion by Zarate, seconded by Morrison, the Minutes of the Regular
Meeting of October 10, 1995 be approved. Carried by the following vote,
to -wit: Ayes: Inzunza, Morrison, Zarate, Waters. Nays: None.
Abstaining: Beauchamp.
PRESENTATIONS
NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters requested that the Department Directors introduce their new
employees. Those employees who were present were requested to stand
before the City Council, in the view of the general public, and the Mayor
welcomed them.

Mayor Waters then deviated from the agenda and called on Victoria Waters,
representing the National City Boys and Girls Club, who presented a photo
signed by the children at the club to Vice Mayor Morrison in recognition of
his work and dedication to the building of the new club. Mrs. Waters then
presented a Keystone Backer Plaque to Community Development Director
Paul Desrochers in recognition of his generous donations to the club
through the United Way.
PROCLAMATIONS (102-2-1)
Motion by Zarate, seconded by Morrison, the Proclamation be read in its
entirety. Carried by unanimous vote.
The Proclamation proclaiming October 21, 1995 to be: "KIWANIS
WORLDWIDE SERVICE DAY" was read in its entirety by Mayor
Waters, who then presented it to Glen Sabo, representing the Sweetwater
Kiwanis Club.
BOARDS AND COMMISSIONS (101-1-1)
INTERVIEWS/APPOINTMENTS
Mayor Waters turned the meeting over to Vice Mayor Morrison, who
introduced Mr. Ed Bodge, 1315 E. 1st Street, National City. Mr. Bodge
explained his interest in serving on a Board or Commission, and answered
questions of the Council.
Vice Mayor Morrison turned the meeting back over to Mayor Waters.
NON CONSENT RESOLUTIONS
Motion by Morrison, seconded by Inzunza, the Non Consent Resolutions be
read by title only. Carried by unanimous vote.

CONTRACT (C95-31)
1. Resolution No. 95-149. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY DECLARING
COLONIAL FORD TO BE THE LOWEST RESPONSIVE BIDDER
AND AUTHORIZING THE PURCHASING AGENT TO EXECUTE
AN AGREEMENT WITH COLONIAL FORD OR THE PURCHASE
OF POLICE VEHICLES."
RECOMMENDATION: Staff recommended that Council approve
the resolution.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, for
approval of Resolution No. 95-149. Carried by unanimous
vote.
ORDINANCE FOR INTRODUCTION
Motion by Morrison, seconded by Inzunza, the Ordinance be introduced by
title only. Carried by unanimous vote.
MUNICIPAL CODE 1995 (506-2-10)/ZONING 1995 (506-1-10)
2. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY, CALIFORNIA, AMENDING TITLE 18
(ZONING) OF THE NATIONAL CITY MUNICIPAL CODE
PERTAINING TO SIGNS, INCLUDING TEMPORARY SIGNS,
ADVERTISING BANNERS, FLAGS, BUNTING AND PAINTED
WALL SIGNS, AS WELL AS APPEAL RIGHTS FOR SIGN -
RELATED VIOLATIONS AND AMENDING APPENDIX A OF
THE NATIONAL CITY MUNICIPAL CODE." CASE FILE NO 1-
1995-2.

3. SUBJECT: Letter from Boys & Girls Clubs of National City
requesting permission to serve beer and wine at their 3rd annual
Monte Carlo Night on October 28, 1995.

TESTIMONY: Diane Tagle, Board member and Chairwoman
of the event, responded to questions of the Council.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
the request. Carried by the following vote, to -wit: Ayes:
Inzunza, Morrison, Zarate, Waters. Nays: Beauchamp.
NEW BUSINESS
WARRANT REGISTERS 1995 (202-1-10)
4. SUBJECT: Warrant Register #15. Ratification of Demands in the
amount of $724,767.32 (Warrant Nos. 136095 through 136179
inclusive excepting none.
RECOMMENDATION: Staff recommended ratification of these
warrants.
ACTION: Motion by Zarate, seconded by Inzunza, in favor
of the Ratification of Demands. Warrants carried by the
following vote, to -wit: Ayes: Beauchamp, Inzunza, Morrison,
Zarate, Waters. Nays: None. Abstaining: None. Absent:
None.
FINANCIAL MANAGEMENT 1995 (204-1-10)
5. SUBJECT: Consolidated Cash and Investment Report as of August
31, 1995.
RECOMMENDATION: Staff recommended that Council accept
and file the report.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, to
accept and file the report. No objection as filed.
CITY MANAGER - No report.

MAYOR
Mayor Waters stated that the Governor had signed into law AB602 which
requires the allocation of sales tax on leased vehicles go to the city affected.
He then read into the record a letter to SANDAG requesting a 60-day
continuance of the review period for the San Diego Arizona & Eastern
Railway Study (copy on file in the office of the City Clerk). The Mayor
then read a letter of commendation for City Engineering employee James
Slade from the Department of the Navy into the record (copy on file in the
office of the City Clerk).
CITY COUNCIL
Councilman Beauchamp recognized the loss of Susan Lay, Planning
Manager with SB&O Engineering, representing Airtouch Cellular, who was
killed in an automobile accident. She recently represented Airtouch in their
proposal to install a communications facility in the City. He wanted to pay
tribute to a wonderfully talented person, who had worked throughout the
County on projects for many cities.
Vice Mayor Morrison made inquiry of Acting Captain Short as to the status
of the crime bill applications submitted and expressed his opinion on two
recent articles containing negative misinformation on the city.
PUBLIC ORAL COMMUNICATIONS - None.
ADJOURNMENT
Motion by Inzunza, seconded by Morrison, to adjourn to the next Regular
City Council Meeting - October 24, 1995 - 7:00 P.M. - Council Chambers,
Civic Center. Carried by unanimous vote.
The meeting closed at 4:35 p.m.
