MINUTES OF THE ADJOURNED WORKSHOP MEETING
OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
OCTOBER 30, 1995
The adjourned Workshop Meeting of the City Council of the City of
National City was called to order at 6:00 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Daniels, Desrochers, Eiser, Kimble,
McCabe, Myers, Post.
Others present: John Ball (Ball Oldsmobile), Weldon Donaldson (President
of National City Mile of Cars Assn.) and George Webster (Webster
Pontiac).
ACTION: Motion by Inzunza, seconded by Zarate, to adjourn
to the Council Chambers. Carried by unanimous vote.

SUBJECT: "A" Avenue Issues. (continued)
Mayor Waters gave a brief explanation of the intent of the Workshop
Meeting, and read a list of complaints received in his office from A Avenue
residents (copy on file in the office of the City Clerk).
The list of complaints was discussed as follows:
1. BIG TRUCKS (LOADING AND UNLOADING CARS).
SUBJECT: Concerns discussed included blocking of traffic on A
Avenue, damage to streets, noise, and fumes from trucks left running
while unloading.
TESTIMONY: None.
ACTION: Consensus of the Council was to refer this item to
Staff for study.
2. SPEAKER NOISE PAST 10:00 P.M.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Waters, 1Q
request of the auto dealerships that speakers be used no later
than 10 p.m. Carried by unanimous vote.
3. THE RELEASING OF HELIUM BALLOONS.
TESTIMONY: Martin Torres, 1943 "A" Avenue, National
City, spoke regarding the release of helium balloons on
Sundays.
ACTION: No action taken.
4. THE DRAIN (POURING ANTI -FREEZE, OIL).
SUBJECT: Site contaminants and street elevation.
TESTIMONY: John Ball, representing Ball Oldsmobile, 1935
National City Blvd., National City, spoke regarding the drain
and answered questions of the Council.
ACTION: Consensus of the Council was to refer to Staff the
problem of site contaminants (must be dealt with on -site) and
Street elevation (could be corrected by installation of
curb/gutters and low flow�torm drain).

5. PAINTING THE CARS (FUMES, MIST FROM PAINT ON
RESIDENTS CARS).
SUBJECT: Spray painting done outside paint booths.
TESTIMONY: National City Fire Chief Randy Kimble spoke
regarding this issue, answered questions of the Council, and
stated that the Fire Department would respond to citizen's
complaints.
David Ventimiglia, 140 E. 28th St., National City, suggested
the use of down draft systems in paint booths.
ACTION: Motion by Inzunza, seconded by Morrison, Staff to
send a letter to the dealer to cease and desist spray painting
outside of the paint booths. Carried by unanimous vote.
6. CURB ON BALL'S SIDE OF 20TH STREET.
SUBJECT: Safety issue with pedestrians walking in street (no curb,
gutter or sidewalk).
TESTIMONY: Martin Torres, 1943 "A" Avenue, National
City, spoke regarding the safety issue.
ACTION: Motion by Inzunza, seconded by Zarate, to refer to
Staff to continue to try to negotiate with Ball Oldsmobile for
easement. Carried by unanimous vote.
TESTIMONY: Weldon Donaldson, President of the National
City Mile of Cars Association, addressed the Council and the
citizens present and answered questions on all of the issues
listed.
7. AUCTIONS ON MONDAY MORNINGS (8:00-12:00 A.M.)
TESTIMONY: Rita Hernandez, 2113 "A" Avenue, National
City, reported that auctions were no longer taking place.
ACTION: Consensus of the Council was to refer this item to
Staff for monitoring.

8. FIXING THE STREETS --REPAVING (FIX THE HOLES
MADE BY BIG TRUCKS).
NOTE: This item was discussed under Item # 1.
9. "NO PARKING" TICKETS ARE NOT BEING ISSUED.
TESTIMONY: John Mournian, 1721 "B" Avenue, National
City, spoke regarding the issue.
ACTION: Consensus of the Council was to refer this item to
Staff to obtain parking statistics from the Police Department.
10. CURB PAINTED RED IN FRONT OF MRS. THOMPSON'S
HOUSE.
TESTIMONY: Loida Thompson, 2122 "A" Avenue, National
City, requested the installation of a red curb in front of her
residence, as trucks parking in front block her driveway.
ACTION: Motion by Morrison, seconded by Inzunza, to refer
this item to the Traffic Safety Committee for feasibility
determination. Carried by unanimous vote.
11. TRASH FROM DEALERSHIP IN OUR YARDS.
SUBJECT: Trash from dealerships, particularly in public area of the
cul-de-sac on 31 st Street.
TESTIMONY: None.
ACTION: Consensus of the Council was to refer this item to
the Public Works Director to immediately clean the public area
on 31 st Street, and to the Planning Director for code
enforcement action.
12. KEEP THE TREES ALIVE AND PLANTED ALONG THE
STREETS.
TESTIMONY: CDC Executive Director Paul Desrochers
answered questions of the Council.
Forbes Mournian, 2721 "B" Avenue, National City, made
inquiry of the Council as to whether there is an ordinance
requiring business owners to maintain landscaping.

TESTIMONY: David Ventimiglia, 140 E. 28th Street,
National City, stated that residents are not aware that they are
required to maintain the landscaping.
ACTION: Consensus of the Council was to refer this item to
Staff for study.
13. WE DO NOT WANT SIDEWALKS PUT IN FRONT OF OUR
HOUSES.
TESTIMONY: Linda Kimball, representing the property
owner at 2122 "A" Avenue, National City, made inquiry of
Council as to whether or not the street was going to be
widened; if not, property owners may be willing to discuss
installation of sidewalks.
ACTION: Consensus of the Council was to refer this item to
Staff.
14. WE DO NOT WANT THE SALESMEN SPEEDING IN FRONT
OF OUR HOUSES.
TESTIMONY: Martin Torres, 1943 "A" Avenue, National
City, expressed concerns regarding the speeding by dealers and
mechanics on "A" Avenue.
ACTION: Consensus of the Council was to refer this item to
Staff to communicate safety concerns with the dealers.
15. STOP THE DELIVERY TRUCKS FROM HONKING THEIR
HORN ALL HOURS OF THE DAY.
TESTIMONY: Weldon Donaldson, President of the National
City Mile of Cars Assn., answered questions of the Council.
Ernesto Lozano, 2005 "A" Avenue, National City, John
Mournian, 2721 "B" Avenue, National City; Fu Wen Ko, 275
"A" Avenue, National City; and Rita Hernandez, 2113 "A"
Avenue, National City, all expressed their concern with the
problem.

ACTION: Consensus of the Council was to refer this item to
the Planning Director to communicate with the Mile of Cars
regarding the honking of horns.
16. WE DO NOT WANT THE CLOSING OF 27TH STREET.
TESTIMONY: Maybelle Reed, 140 E. 27th Street, presented
the Mayor with photographs, and a petition with 65 signatures
(copy on file in the office of the City Clerk) opposing the
closing 27th of Street.
ACTION: Consensus of the Council was that this item will
be addressed at a Public Hearing to be held on November 14,
1995 at the 7 p.m. Council meeting.
17. STREET SWEEPER LEAVES THE STREET THE SAME (NO
USE OF WATER TO CLEAN).
ACTION: Consensus of the Council was to refer this item to
the Public Works Director for review.
18. THE GARDENERS FOR BALL LEAVE A MESS AFTER
THEY FINISH CUTTING THE GRASS.
ACTION: Consensus of the Council was to direct Staff to
work with Ball Oldsmobile to rectify the problem.
19. REMOVE OR FIX THE HOUSE ON BLOCKS ON 19TH AND
A AVENUE.
TESTIMONY: Alex McLintock, 2038 Euclid Avenue,
National City, expressed his opinion on the item.
ACTION: Consensus of the Council was to consider this item
at the November 7. 1995 Council meeting.

20. MAKE A DESIGNATED PARKING AREA FOR THE
EMPLOYEES OF BALL.
TESTIMONY: Planning Director Roger Post reported that
there are 36 parking spaces for employees, with an estimated
one-half being used by employees, with the rest for storage of
new cars, etc.
ACTION: Motion by Inzunza, seconded by Waters, to instruct
Staff to determine where the required employeeparking is
located, how many employees there are, and how many use the
parking. Carried by unanimous vote.
TESTIMONY: Ernesto Hernandez, 2113 "A" Avenue,
National City, spoke on the issue.
21. NO CURBS AND SIDEWALKS.
NOTE: This item was discussed earlier, under Item #13.
22. NO ALLEYS.
SUBJECT: Unpaved and paper alleys.
TESTIMONY: David Ventimiglia, 140 E. 28th Street,
National City, spoke on the need to pave alleys.
Lavonna Bucek, 121 E. 20th St., National City, requested that
the alley between A & B Avenues near her home be paved.
ACTION: Motion by Inzunza, seconded by Beauchamp, IQ
refer this item to Staff for study of the alloys between 18th &
30th Street, and National City Blvd. to D Avenue, with the
intention of vacating paper alleys and that non -paved alleys be
paved, with priority given to those closest to "A" Avenue.
Carried by unanimous vote.
TESTIMONY: Annie Camacho, 1937 "A" Avenue, National
City, spoke in support of the Mile of Cars.
Billy Hilger, 2023 "A" Avenue, National City, spoke regarding
the issue.
Alex McLintock, 2038 Euclid Avenue, National City,
expressed his opinion on the item.

Councilman Inzunza left the Council Chambers at 8:44 p.m.
Councilman Inzunza returned to the Council Chambers at 8:46 p.m.
23. HUMPS NEED EXTENDED.
SUBJECT: The need to replace speed bumps with speed humps that
extend across the street.
TESTIMONY: David Ventimiglia, 140 E. 28th Street,
National City, expressed concern with the liability of speed
bumps.
ACTION: Consensus of the Council was to refer this item to
Staff to study replacing speed bumps with speed humps.
24. TWO LOTS WERE PURCHASED FOR EMPLOYEE'S
PARKING ALONG A AVENUE, NONE ARE USED.
NONE: This item was discussed earlier, under Item #20.
TESTIMONY: George Webster, Webster Pontiac, 2601
National City Blvd., National City, answered questions of the
Council and addressed those present.
Council requested that the City Manager bring back a complete report in
thirty days, with interim reports as available.
TESTIMONY: David Hernandez, 2959 Ridgeway Drive,
National City, an automobile transport driver, requested secure
loading zones due to the theft of automobiles from transport
trucks during delivery.
ADJOURNMENT
Motion by Zarate, seconded by Inzunza, to adjourn to the next Regular City
Council Meeting - November 7, 1995 - 4:00 p.m - Council Chambers, Civic
Center. Carried by unanimous vote.
