MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
February 6,1996
The Regular Meeting of the City Council of the City of National City was
called to order at 3:01 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bolint, Eiser, McCabe, Myers, Peoples,
Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Rev. Ken Nichols of the
Southport Christian Center.
APPROVAL OF MINUTES
Motion by Morrison, seconded by Inzunza, the Minutes of the Regular
Meeting of January 23, 1996 be approved. Carried by unanimous vote.
MAYOR'S PRESENTATIONS
Mayor Waters requested a deviation from the agenda to allow for a brief
verbal presentation by Sweetwater Authority General Manager Dick
Reynolds. Mr. Reynolds provided an update on projects in the works and
requested Council support of the System 25 Reservoir alternative which was
chosen by Sweetwater Authority.

1. Resolution No. 96-16. A "RESOLUTION OF THE CITY COUNCIL

ACCESS VIA AN EASEMENT AT 2123 RACHEL AVENUE.

4. Resolution No. 96-19. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY AMENDING THE
NATIONAL CITY DESIGN GUIDELINES REGARDING
SCREENING REQUIREMENTS FOR RECYCLING COLLECTION
FACILITIES."
RECOMMENDATION: Staff recommended that the Council adopt
the attached Resolution to amend the Design Guidelines as
recommended by the Planning Commission.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of Resolution No. 96-19. Carried by unanimous vote.

5. Resolution No. 96-20. A "RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY DECLARING
COMMERCIAL & INDUSTRIAL ROOFING COMPANY, INC. TO
BE THE LOWEST RESPONSIVE, RESPONSIBLE BIDDER AND
AUTHORIZING THE MAYOR TO EXECUTE AN AGREEMENT
WITH COMMERCIAL & INDUSTRIAL ROOFING COMPANY,
INC. FOR THE RE -ROOFING OF A PORTION OF CASA DE
SALUD (PUBLIC WORKS' SPECIFICATION PW30154895)."
RECOMMENDATION: Staff recommended that the Council adopt
the Resolution awarding the contract to Commercial & Industrial
Roofing Company, Inc. for $18,785.00.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza, in favor
of Resolution No. 96-20. Carried by unanimous vote.

Motion by Zarate, seconded by Morrison, to bring the item
back onto the Agenda for a re -vote. Carried by unanimous

8. SUBJECT: Warrant Register #30. Ratification of Demands in the
amount of $183,761.60. (Warrant Nos. 137388 through 137445
inclusive excepting none) and Certification of Payroll in the amount
of $417,527.06.
RECOMMENDATION: Staff recommended ratification of these
warrants.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Morrison, in favor
of the Ratification of Demands and Certification of Payroll.

RECOMMENDATION: Staff recommended that Council accept
and file the Report.

ACTION: Motion by Morrison, seconded by Inzunza, the.
report be accepted and filed. No objection as filed.
STREET TREE & PARKWAY COMMITTEE ORG ADMIN (101-2-2)
11. SUBJECT: Street Tree Minutes.
RECOMMENDATION: Staff recommended that Council approve
the minutes.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Inzunza,
accept and file the Minutes. Carried by unanimous vote.

SANDAG/SD&AE RAILWAY (105-3-8)
12. SUBJECT: Status Report on SD&AE Railway activities.
RECOMMENDATION: Staff requested City Council direction.
TESTIMONY: None.
ACTION: Consensus of the Council was to support the joint
use of existing Burlington Northern Santa Fe facilities and to
discourage new tracks adjacent to the Marina.
With regard to Desert Line improvements, Council preference
is for Modern Service level (more costly but can serve double
stack containers, etc.) as opposed to Basic Service (easier to
accomplish initially but would result in service disruptions
later).
STREET VACATION (902-30-1)
13. SUBJECT: Report on petition for street vacation of the easterly end
of 12th Street, east of McKinley Avenue.
RECOMMENDATION: Staff recommended that Council initiate
proceeding for the vacation of the easterly end of 12th Street, east of
McKinley Avenue.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
Staffs recommendation. Carried by unanimous vote.
TEMPORARY USE PERMITS 1996 (203-1-12)
14. SUBJECT: Use of the Community Center by the Chamber of
Commerce for Sundowner/Trade Show and waiver of fees.
RECOMMENDATION: Staff recommended that in view of nature
of event and sponsorship, that Council waiver fees.
TESTIMONY: Mary Alice Taliak, Executive Director of the
National City Chamber of Commerce, 711 "A" Avenue,
National City, responded to questions of the Council.
ACTION: Motion by Morrison, seconded by Zarate, in favor
of staff's recommendation. Carried by unanimous vote.

TEMPORARY USE PERMITS 1996 (203-1-12)
15. SUBJECT: Use of the Community Center by Rotary as a fund
raiser, and serving of alcohol.
RECOMMENDATION: Staff requested a Council decision on
permission to serve alcohol.
TESTIMONY: Georgiana Uda, representing the Rotary Club
of National City, 1635 Sweetwater Road, National City,
responded to questions of the Council.
America Castro Dpnatto, Branch Manager of the Social
Security Office of National City, representing the Rotary Club
of National City, provided additional information.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
Staffs recommendation. Carried by the following vote, to -wit:
Ayes: Inzunza, Morrison, Zarate, Waters. Nays: Beauchamp.
Abstaining: None.
TEMPORARY USE PERMITS 1996 (203-1-12)
16. SUBJECT: Temporary Use Permit - Metropolitan Area Advisory
Committee Picnic and Barbecue.
RECOMMENDATION: Staff recommended Council approve the
application for a Temporary Use Permit subject to compliance with
all conditions of approval, grant the request for waiver of the $345.00
processing fee, and require that the event sponsor reimburse the City
for the $260.00 in unbudgeted expenses to the Parks and Recreation
Department.
TESTIMONY: Luis Natividad, 1418 Meadow Drive,
National City, representing the Latino Coalition under the
auspices of MAAC Project, responded to questions of the
Council.
Yvonne Aguilar, 2422 E. l3th St., National City, was present
to answer questions.
ACTION: Motion by Inzunza, seconded by Morrison, in favor
of staffs recommendation, the music to end at 9:00 p.m. and
the group to be out of the park by 9:30 p.m. Carried by
unanimous vote.

CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF - No report.
MAYOR
Mayor Waters had the Chief of Police provide an update on the
apprehension of the people who let the air out of the tires of two
Councilmen and all of the City vehicles located behind City Hall; read into
the record a letter signed by 102 residents of Morgan & Kimball Towers to
the property managers thanking them for the beautiful job done on re-
decorating of the buildings (copy on file in the Office of the City Clerk);
read into the record a letter sent to the Chief of Police commending National
City Police Officer Bull for his courtesy at an accident site (copy on file in
the Office of the City Clerk); read into the record a letter from the
Tenwoldes' thanking the Mayor and Council for the improvements along
30th through 31 st Streets and "D" Avenue by the Swap Meet (copy on file
in the Office of the City Clerk); and provided a verbal update on Mr. Perez
and his activities in National City.
CITY COUNCIL
Councilman Inzunza provided a brief verbal update on the status of the
Bayshore Bikeway and suggested Council approach SANDAG to create a
cul-de-sac/look out point pending the continuance of the path upon
development of the Marina site.
Councilman Morrison suggested the Fee Committee consider the
implementation of a vehicle impound fee as other cities in the county have
taken such action.
Councilman Beauchamp made inquiry as to whether a date had been set for
the workshop on the City Manager and advised that the groundbreaking for
the new Sweetwater Union High School District Adult Education Facility
had been set for Wednesday, February 14, 1996 at 11:00 a.m.

PUBLIC ORAL COMMUNICATIONS
Ivan Bodge, 2210 E. 22nd Street, National City, provided an update on his
actions to get the bridge across Highway 805 closed during the evening
hours. He stated that Caltrans had committed to providing gates at their
expense and that the Parks & Recreation Department Director stated he
could have them opened at 7:00 a.m. and closed at 3:00 p.m. if directed to
do so by the Mayor and Council.

Motion by Morrison, seconded by Inzunza, to adjourn to the next Regular
City Council Meeting - February 13, 1996 - 6:00 P.M. - Council Chambers,
Civic Center. Carried by unanimous vote.
The meeting closed at 5:09 p.m.
