HomeMy WebLinkAbout1996 02-29 CC MINBook 78/Page 61 02/29/96 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA FEBRUARY 29, 1996 The Adjourned Regular Meeting of the City Council of the City of National City was called to order at 4:00 p.m. by Mayor Waters. ROLL CALL Council members present: Beauchamp, Inzunza, Zarate, Waters. Absent: Morrison. Administrative officials present: Bouse, Campbell, DeFratis, Desrochers, DiCerchio, Eiser, Kimble, Matienzo, McCabe, Myers, Post, Ruiz, Williams. Others present: Daniels, Drake, Harter, Hodges, Kossyta, McAvoy. The Mayor requested a short recess pending the arrival of Councilman Morrison. Council took a recess at 4:01 p.m. Council reconvened at 4:27 p.m. ROLL CALL Council members present: Beauchamp, Inzunza, Zarate, Waters. Absent: Morrison. Councilman Morrison arrived at 4:33 p.m. Book 78/Page 62 02/29/96 WORKSHOP ON STRATEGIC PLANNING ISSUES CITY STRATEGIC PLANNING (102-16-1) 1. SUBJECT: City Priorities - Discussion with City Manager. Mayor Waters introduced City Manager Tom McCabe, who gave a brief explanation of the intent of the Workshop Meeting. Mayor Waters then called on Councilman Beauchamp, who gave a verbal presentation outlining four proposed strategies for the city, which included: 1. Maximize value of tax dollars. 2. Serve residents better. 3. Pursue Alternate funding sources. 4. Improve aesthetic appearance of the city. Vice Mayor Zarate suggested that a one -day retreat with an outside facilitator present be scheduled to further discuss priorities and strategies, including a Mission Statement for the City, Community Policing, and cooperation between departments. Councilman Inzunza stressed the need for coordination between the Mayor, Council, and departments, and concurred with the scheduling of a retreat to further discuss issues. Councilman Morrison stressed the need for cooperation between departments; to look at the needs and goals of the city overall, not by department; and that City government must be customer based. Mayor Waters stressed the need for the Citizen's Patrol and Neighborhood Watch. General discussion ensued, including proposed zero based budgeting. Book 78/Page 63 02/29/96 CITY STRATEGIC PLANNING (continued) ACTION: Motion by Zarate, seconded by Inzunza, to direct the City Manager to find a facilitator to assist with strategic planning and to set a time for a workshop meeting. Carried by unanimous vote. CLOSED SESSION REPORTS/PROCEDURES (501-3-5) 2. SUBJECT: Closed Session Procedures. Mayor Waters read into the record two articles that appeared recently in the San Diego Union Tribune newspaper (copy on file in the office of the City Clerk) in which information from a closed session on personnel was revealed. City Attorney Eiser gave a brief review of the Brown Act and the Open Meeting law, and the exceptions to the General Rule, under which the Council enters into Closed Sessions. He distributed a handout (copy on file in the office of the City Clerk) entitled "Public Disclosure of Information Discussed in Closed Session: Possible Remedies." General discussion ensued. ACTION: Motion by Inzunza, seconded by Zarate, to direct the City Attorney to prepare a policy on Closed Session Procedures. Carried by unanimous vote. PUBLIC ORAL COMMUNICATIONS - None. ADJOURNMENT Motion by Morrison, seconded by Zarate, to adjourn to the next Regular City Council Meeting - March 5, 1996 - 3:00 P.M. - Council Chambers, Civic Center. Carried by unanimous vote.
