HomeMy WebLinkAbout1996 03-12 CC MINBook 78/Page 74 03/12/96 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA March 12, 1996 The Regular Meeting of the City Council of the City of National City was called to order at 6:03 p.m. by Mayor Waters. ROLL CALL Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Eiser, McCabe, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Zarate. APPROVAL OF MINUTES Motion by Morrison, seconded by Inzunza, the Minutes of the Regular Meeting of March 5, 1996 be approved. Carried by unanimous vote. MAYOR'S PRESENTATIONS Mayor Waters presented plaques to City Attorney George Eiser, and to City Manager Tom McCabe for their donations of over $100. to the National City Boys & Girls Club. BOARDS AND COMMISSIONS INTERVIEWS/APPOINTMENTS PARKS AND RECREATION ADVISORY BOARD (101-5-1) Mayor Waters turned the meeting over to Vice Mayor Zarate, who stated that the Mayor had recommended that Mr. James Grier be re -appointed to the Parks and Recreation Advisory Board for a full term ending March 31, 1999. Book 78/Page 75 03/12/96 PARKS AND RECREATION ADVISORY BOARD (continued) ACTION: Motion by Inzunza, seconded by Morrison, in favor of the Mayor's recommendation. Carried by unanimous vote. Mr. Grier was not present and was notified by the Mayor's Office to contact the City Clerk to take the Oath of re -appointment. PUBLIC HEARING CONDITIONAL USE PERMIT 1995 (403-10-15) 1. Public Hearing - Conditional Use Permit for a church within a commercial building at 1539 E. 8th Street. (Applicant: Crisanta La Rosa) (Case File No. CUP-1995-16). (Planning) NOTE: Notice of Public Hearing and Proof of Publication are on file in the office of the City Clerk. RECOMMENDATION: Staff recommended that Council file the report. TESTIMONY: None. ACTION: Mayor Waters stated that the applicant had withdrawn their application. NON CONSENT RESOLUTIONS Motion by Morrison, seconded by Inzunza, the Non Consent Resolutions be read by title only. Carried by unanimous vote. COUNCIL POLICY ADMIN (102-13-1) 2. Resolution No. 96-29. A "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADDING POLICY NUMBER 113 TO THE CITY COUNCIL POLICY MANUAL CONCERNING UNAUTHORIZED DISCLOSURE OF INFORMATION REVEALED IN CLOSED SESSIONS." (City Attorney) RECOMMENDATION: Staff recommended that Council adopt the Resolution. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Zarate, in favor of Resolution No. 96-29. Carried by unanimous vote. Book 78/Page 76 03/12/96 NEW BUSINESS WARRANT REGISTERS 1995 (202-1-10) 3. SUBJECT: Warrant Register #36. Ratification of Demands in the amount of $798,442.73 (Warrant Nos. 137921 through 137969 inclusive excepting none) and Certification of Payroll in the amount of $433,821.25. (Finance) RECOMMENDATION: Staff recommended ratification of these warrants. TESTIMONY: None. ACTION: Motion by Morrison, seconded by Zarate, in favor of the Ratification of Demands and Certification of Payroll. Warrants carried by the following vote, to -wit: Ayes: Beauchamp, Inzunza, Morrison, Zarate, Waters. Nays: None. Abstaining: None. Absent: None. CONTRACT (C96-5) 4. SUBJECT: Request of Bench Ad Company to re -bid Bus Bench Agreement. (City Attorney) RECOMMENDATION: Staff recommended that the Council deny request to re -bid. TESTIMONY: F. Rios, Manager of National City Transit, stated that he supported the denial of the request and provided the Council with photos of benches owned by the company who requested the re -bid. ACTION: Motion by Morrison, seconded by Inzunza, to deny the request for re -bid. Carried by unanimous vote. CITY MANAGER City Manager McCabe requested that Mr. Rios provide the Council with an update on the new/refurbished buses that were recently purchased by National City Transit. Mr. Rios provided an update and stated that he would arrange to bring a bus for Council to view prior to the next Council Meeting. CITY ATTORNEY - No report. OTHER STAFF - No report. Book 78/Page 77 03/12/96 MAYOR - No report. CITY COUNCIL Vice Mayor Zarate thanked Councilman Beauchamp for the pictures he provided from the groundbreaking of the Sweetwater Union High School new Adult School. Councilman Beauchamp made inquiry regarding policy on letters of legislative nature being sent by the City Manager and then copied to the Council after the fact. He also made inquiry regarding the establishment of the Council Retreat. Councilman Inzunza made inquiry regarding the Explorer Scout program and requested that they be invited to be introduced at a future Council Meeting. Councilman Morrison stated that he had received several complaints on the new sewer billings and the short time frame between receipt and the time they are due and requested that staff look into the situation. He also expressed concerns with the push by many cities to have the sales tax redistributed which would have a detrimental effect on National City. Vice Mayor Zarate expressed thanks to the Police Chief for a female Explorer Scout who had been a speaker at a recent Committee to Reclaim Your Neighborhoods meeting. PUBLIC ORAL COMMUNICATIONS - None. ADJOURNMENT Motion by Morrison, seconded by Inzunza, to adjourn to the next Regular City Council Meeting - March 19, 1996 - 3:00 P.M. - Council Chambers, Civic Center. Carried by unanimous vote.
