HomeMy WebLinkAbout1996 05-29 CC MINBook 78/Page 190 05/29/96 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA MAY 29, 1996 The Adjourned Regular Meeting of the City Council of the City of National City was called to order at 9:00 a.m. by Mayor Waters. ROLL CALL Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Eiser, Kimble, McCabe, Myers, Post, Ruiz. CITY COUNCIL / STAFF WORKSHOP The meeting was turned over to the facilitator, Mr. Winters, and his assistant Kelley from Systemics Co. Facilitator Winters distributed hand-outs and gave a short overview, highlighting the presentations for the day to the Staff and Council members. Based on the questionnaires the following items were discussed: HOPES FOR THE CITY - Insightful Process - Further Bonding Improved Image and Future Growth of the City Collaborate Common Goal - A Safer and Healthier Community General Direction/Not Mired In Detail - Cohesive Unit With Differences/Awareness and Respect Understanding Our Roles - DevelopWorking Method to Develop Positive Results Book 78/Page 192 05/29/96 CONCERNS FOR THE CITY Complexity of Issues - More Constructive - Ability to Find Common Ground Rules Possibility of Being Completely Open (Candid) Ideas Sit on Shelf Don't be too Serious About the Work Take One Another Lightly GROUND RULES FOR THIS RETREAT 1. BE HERE NOW 2. PUT YOUR STAKE IN THE GROUND/MOVE IT 3. LEAN INTO YOUR DISCOMFORT 4. SPEAK ONLY FOR YOURSELF 5. ALL IDEAS ARE VALID - "FLAT TABLES" - FOCUS ON IDEAS NO PERSONAL ATTACKS 6. AGREE TO DISAGREE Book 78/Page 193 05/29/96 Facilitator Winters asked the City Council and Staff to brainstorm with the person next to them, and write down any additional Ground Rules: Statements by City Council and Staff. Vice Mayor Zarate asked that a person wanting to speak should raise their hand and be recognized. Councilman Inzunza asked that each and everyone should be respectful, and avoid sarcastic comments. Fire Chief Kimble said either agree or disagree, but do not ask questions for clarification, Facilitator should ask the group if they understood what he was saying. Councilman Beauchamp said that staff should speak out on what they believe, in order to put things in perspective. Mayor Waters commented that a person with less experience with government should learn from the experience of others, and for better understanding, it is often better to listen than to talk. Councilman Inzunza agreed the group could learn from new ideas, and should quickly summarize what is said. Planning Director Post said keep the discussion moving. 10:35 A.M. RECESS 10: 50 A.M. Book 78/Page 194 05/29/96 THE FOLLOWING ARE THE "EXPECTATIONS" EXPRESSED BY THE TWO GROUPS: EXPECTATIONS FACILITATOR GROUP (COUNCIL/STAFF) -CONTROL THE MEETING MAINTAIN FOCUS KEEP THINGS MOVING - PROTECT FROM ATTACK - HONEST FEEDBACK/ EVALUATION - TAKE GOOD NOTES -HAVE A SUCCESSFUL RETREAT - RESPECT OTHERS OPINIONS - BE GOOD TO OTHERS - BE OPEN TO THE MEETING - USE OUR UNIQUENESS DELINEATION OF THE MISSION AND THE PURPOSE OF THE ORGANIZATION THE HIGH PERFORMANCE TEAM MODEL: • COMPELLING VISION AND MISSION VALUES • SUPPORTIVE RELATIONSHIPS • CLEAR GOALS • EFFECTIVE PROCESSES STAGES OF TEAM DEVELOPMENT • PERFORMING - Be resourceful, open, candid, flexible, supportive, effective. • NORMING - developing skills as a team, establishing procedures for effectiveness, and giving teammates feedback. • STORMING - conflicts over control, confronting people, opting out, feeling stuck. • FORMING - polite, impersonal, professional, watchful, guarded Book 78/Page 195 05/29/96 THE ICEBERG MODEL Facilitator Winters referred to "The Iceberg Model" in which he used the fact that 90% of the iceberg is hidden beneath the surface. He also pointed out that there are Hidden Agenda rules which are never written down in every group. Not all rules are protected. Facilitator Winters asked the council and staff where they would really like to see this community in 5 years. The council and staff were given 20-25 minutes to focus on their thoughts and ideas, as to their visions and their dreams for National City Councilman Morrisson said its nice to focus, it helps him to get his own thoughts together. He thought it was good and realistic. Councilman Inzunza mentioned that things cannot be accomplished without team members. He reemphasize that team member were not always going to agree. City Engineer Myers said the Engineering Department is working on writing their mission goals. City Attorney Eiser said he periodically thinks in terms of the big picture, but doesn't write down things which he does not feel are practical. 12:00 P.M. LUNCH RECESS 12:30 P.M. RECONVENED ROLL CALL Council Members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Book 78/Page 196 05/29/96 Facilitator Winters resumed the meeting by dividing up the groups. The vision partners were as follows: Parks & Recreation Director Ruiz and Councilman Beauchamp City Engineer Myers, Planning Direcoror Post and Mayor Waters City Manager McCabe and Vice Mayor Zarate City Attorney Eiser and Councilman Inzunza Fire Chief Kimble and Councilman Morrison POWERFUL TRANSFORMING VISUALIZATION BY THE COUNCIL AND STAFF Councilman Inzunza and City Attorney Eiser - Marina Area - Unique development, competitive, people want to go there - Safe - public safety officers/police Schools - good facilities, computer -oriented research library shared by schools and community open - 7 days a week - day and night - Rebuild Sweetwater High School - Clean - "America's Cleanest City Program" - volunteer to keep City clean, green and beautiful, clean physically (no graffiti) and environmentally (no toxics) - Superior leaders - Council and staff responsive - Place of Opportunity Involved Citizens -Volunteerism -"Greater Good Committee" - Vote Book 78/Page 197 05/29/96 Mayor Waters, Planning Direcor Post, and City Engineer Myers - Eliminate Traffic Congestion - Beautification and Maintain Neighborhoods Establish Marina and Other Waterfront Development - Listen to all segments of the community (diversity) Utility Undergrounding Stable Revenue Stream - Decent Incomes for Residents Crime has been curtailed - vision for future crime - City history is preserved Good place to start a business Truck Stop - a designated parking area for trucks Councilman Morrison and Fire Chief Kimble - Validate citizen needs - Customer Oriented Service Delivery - Enhanced Communication between Government and Customers Book 78/Page 198 05/29/96 Councilman Morrison and Fire Chief Kimble (continued) - Increase Community Involvement - Focus to the Future with Respect to Present - Recognition of Regional Opportunities Councilman Beauchamp and Parks & Recreation Director Ruiz Create a sense of neighborhood graffiti control, and Q Avenue Park Issue Reflect ethnic base change of the City and Region in Ordinances and Standards El Toyon Park, reconfigure, or residential development - Use of available technologies, L.A.N. etc. Vice Mayor Zarate and City Manager McCabe Better Image - Develop National City as a Safer Healthier Community (Control Drugs/Violence) Business Revenue Growth to Accommodate Community Services - Development East I-5 Book 78/Page 199 05/29/96 Vice Mayor Zarate and City Manager McCabe (continued) - Development West of I-5 into High Technology Industry - Development of Marina (Potential for Citizens) - Enhance Neighborhood - Upgrade Ownership Increase Living Standards by Volunteerism within the Community PUBLIC INPUT - ORAL COMMUNICATIONS Mrs. Cecilia Kirk was concerned about safety, agreed on a designated area for parking trucks, increase police enforcement for the City. Mrs. Louise Martin felt the priorities and goals should be safety in National City. She wanted to get more citizen involvement; agreed with a proposal for a truck stop; Code Enforcement could be stronger; and approachable council. Mrs. Rosemarie Peyron wanted to see more work done to make National City a better Community; Policing - wanted to see more action; She agreed to the Marina area - wanted to see a big Marina, a super special one to draw peoples' attention (make it more exciting). 3:00 P.M. Book 78/Page 200 05/29/96 Facilitator Winters asked HOW DO YOU GET FROM "HERE" TO a) Desired State - a good vision of what you want. b) Creative Tension - create by yourself, a sense of tension - focus energy on a resolution for tension. It is one way to makes what you want come true. Image Change - Tension will go away. C) The SWOT Analysis of Current Reality - In this area Facilitator Winters separated the Council and the Staff into two groups to describe Strength, Weaknesses, Opportunities, and Threats: GROUP I (STAFF) STRENGTHS: - Location to Regional Access - Experienced Senior City Staff - Working Relationship - Strong Economic Base (Plaza Bonita) Core Group of Involved Citizens - Manageable Size - Existing Public Facility - Ethnic Diversity - Low Debt WEAKNESSES Uncertain Financial Resources Low Incomes/High Service Demand Lack of Staff - Depth Poor Communication Image Absentee Landlord Aging Housing stock Aging Infrastructure Book 78/Page 201 05/29/96 OPPORTUNITIES Expansion of Economic base Waterfront Potential - Working with Other Government Agencies - Location - Proximity to Convention Center Low Debt - Flexibility to Changes Business Methods THREATS Economics Competition with Other Agencies - State Federal Regulations - Possible Incompatible Uses on Waterfront Limitations on Home Rule GROUP II (COUNCIL) STRENGTH - Location Diversity with our Community - Fiscally Sound - Positive Balance Budget Military Council Make -Up Manageable Size of the City WEAKNESSES Land - locked Low per Capita Income - Rentals Out of Balance - Lack of Municipal Money Available Crime (Perception of Crime) Book 78/Page 202 05/29/96 OPPORTUNITIES - Marina Project - Waterfront District Downtown District (National Avenue) NAFTA - Truck Stop THREATS Chula Vista - Auto Mall - Regional Government San Diego - Chula Vista (located between two large ) STRATEGIC INITIATIVE • IMAGE IMPROVEMENT - Beautification - Crime Perception - Public Safety • EFFICIENCY IN PROVIDING SERVICES - Volunteers - Customer Relations - Maybe Reorganization - Computerization of Departments - Signal Coordination • ECONOMIC DEVELOPMENT - Create Plans: I-5 West and East - Create Job - High Technologies - Marina Bay Access - Increase Access to Bay Front Book 78/Page 203 05/29/96 • NEIGHBORHOOD ENHANCEMENT - Absentee landlord addressed - Redevelopment multi -family units - Citizen Involvement at Neighborhood Level - Increase development neighborhood level -Increase home ownership - Neighborhood I.D. - Involvement in community policing Mayor Waters stated that council and the staff should have another meeting. The Mayor had another meeting at 4:00 p.m. and he placed Vice Mayor Zarate in charge at 3:48 p.m. City Manager McCabe mentioned that everybody needs additional assistance on the focus, and another workshop would be helpful in implementing the process. He felt that a follow-up to this workshop would be a good thing. Facilitator Winters closed his portion of the meeting by asking the council and staff how they evaluated his presentation: Positive Increase Trust and more bonding (Council/Staff) meeting - Opportunities to Utilize Resource Of Council/Staff - Able to Focus on Excellent Resources Baby Steps - Need to make, prior to making major Decisions - Sense of commonality - Positive Experience, done legally - Utilization of Impartial and Facilitation Book 78/Page 204 05/29/96 Suggestion - Do another retreat Out of the City Meeting - Did we miss something - Realize we by-passed storming - Move Faster at the Beginning Interview All Participants ADJOURNMENT Motion by Zarate, seconded by Morrison, to adjourn to the next Regular City Council Meeting - June 4, 1996 - 3:00 p.m. - Council Chambers, Civic Center.
