ROLL CALL Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Bouse, Campbell, DeFratis, Desrochers, DiCerchio, Eiser, Kimble, Matienzo, McCabe, Myers, Peoples, Post, Ruiz, Williams. Others present: Bettencourt, Dalla, Fredricks, Hodges, Hood, Hughes, Klimko, Kossyta, Short, Taliak. 1. City Council Finance Committee - Review of 1996-97 Preliminary Budget. Vice Mayor Zarate introduced City Manager McCabe, who gave a brief verbal summary of the 1996-97 Budget, and provided handouts (copy on file in the offfice of the City Clerk). City Manager McCabe then introduced Finance Director Marylou Matienzo, who gave a posterboard presentation and answered questions of the City Council. Council then reviewed the Capital Improvement Program. ACTION: Motion by Waters, seconded by Morrison, in favor of the CIP. Carried by unanimous vote. City Clerk 001-402-000 ACTION: Motion by Waters, seconded by Morrison, in favor of the City Clerk Budget. Carried by unanimous vote. Elections 001-402-021 ACTION: Motion by Morrison, seconded by Beauchamp, in favor of the Election Budget. Carried by unanimous vote. City Manager 001-403-000 ACTION: Motion by Inzunza, seconded by Waters, in favor of the City Manager Budget. Carried by unanimous vote. Revenue & Recovery 001-404-046 ACTION: Motion by Inzunza, seconded by Morrison, in favor of the Revenue & Recovery Budget. Carried by unanimous vote. Plaza Bonita Lease 221-404-041 ACTION: Motion by Waters, seconded by Inzunza, in favor of the Plaza Bonita Lease Budget. Carried by unanimous vote. Information Services 632-404-045 ACTION: Motion by Waters, seconded by Inzunza, in favor of the Information Services Budget. Carried by unanimous vote. City Attorney 001-405-000 ACTION: Motion by Morrison, seconded by Beauchamp, in favor of the City Attorney Budget. Carried by unanimous vote. Planning 001-406-000 ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of the Planning Budget. Carried by unanimous vote. Morrison left the Conference Room at 10:29 a.m. Morrison returned to the Conference Room at 10:30 a.m. Personnel 001-407-000 ACTION: Motion by Waters, seconded by Beauchamp, in favor of the Personnel Budget. Carried by unanimous vote. General Services 628-408-000 ACTION: Motion by Waters, seconded by Inzunza, in favor of the General Services Budget. Carried by unanimous vote. Non -Departmental 001-409-000 ACTION: Motion by Beauchamp, seconded by Morrison, in favor of the Non -Departmental Budget including a one time increase for the Maytime Band Review of $5,000 (total $15,000) for their 50th Anniversary celebration. Carried by unanimous vote. Book 78/Page 229 06/12/96 (continued) City Treasurer 001-410-000 ACTION: Motion by Inzunza, seconded by Beauchamp, in favor of the City Treasurer Budget with an increase of $890 ($850 increase for travel and $40 for office supplies). Carried by unanimous vote. Police 001-411-000 ACTION: Motion by Waters, seconded by Morrison, in favor of the Police Budget including the addition of a position for narcotics enforcement, Carried by unanimous vote. Inzunza left the Conference Room at 11:10 a.m. Inzunza returned to the Conference Room at 11:20 a.m. Fire Operations 001-412-125 ACTION: Motion by Waters, seconded by Beauchamp, in favor of the Fire Operations Budget. Carried by unanimous vote. Lower Sweetwater 112-412-123 ACTION: Motion by Waters, seconded by Morrison, in favor of the Lower Sweetwater Budget. Carried by unanimous vote. Building & Safety 001-413-000 ACTION: Motion by Waters, seconded by Morrison, in favor of the Building & Safety Budget. Carried by unanimous vote. Risk Management 627-414-000 ACTION: Motion by Waters, seconded by Morrison, in favor of the Risk Management Budget. Carried by unanimous vote. Book 78/Page 230 06/12/96 (continued) Engineering 001-421-000 ACTION: Motion by Morrison, seconded by Inzunza, in favor of the Engineering Budget. Carried by unanimous vote. Public Works 001-422-000 ACTION: Motion by Morrison, seconded by Inzunza, in favor of the Public Works Budget. Carried by unanimous vote. Streets 001-422-221 ACTION: Motion by Waters, seconded by Morrison, in favor of the Streets Budget. Carried by unanimous vote. Sewer Service 125-422-222 ACTION: Motion by Waters, seconded by Morrison, in favor of the Sewer Service Budget, with the deletion of $170,000 in Automotive Equipment, and $175,956 in Sewage Treatment charges. Carried by unanimous vote. Facilities Maintenance 626-422-223 ACTION: Motion by Waters, seconded by Inzunza, in favor of the Facilities Maintenance Budget. Carried by unanimous vote. Equipment Maintenance 643-422-224 ACTION: Motion by Beauchamp, seconded by Inzunza, in favor of the Equipment Maintenance Budget. Carried by unanimous vote. Book 78/Page 231 06/12/96 (continued) National City Metropolitan Area Network McCabe provided a copy of a memo from Anne Campbell, City Librarian regarding the National City Metropolitan Area Network and a copy of an "Executive Summary" of the Vortex computer study. The Phase One implementation total budget recommendation was $144,323. Anne Campbell responded to questions of the Council concerning the proposal as did Fire Chief Kimble who was also a member of the Technology Committee. ACTION: Motion by Beauchamp, seconded by Morrison, in favor of the Phase One Metropolitan Area Network Budget. Carried by unanimous vote. Waters left the Conference Center at 12:25 p.m. Waters returned to the Conference Center at 12:29 p.m. Library 104-431-000 ACTION: Motion by Morrison, seconded by Waters, in favor of the Library Budget with an increase of $10,000 for a total of $12,000 for part- time help. Carried by unanimous vote. Library Capital Outlay 108-431-310 ACTION: Motion by Morrison, seconded by Waters, in favor of the Library Budget Capital Outlay Budget. Carried by unanimous vote. Recreation 001-441-000 ACTION: Motion by Waters, seconded by Inzunza, in favor of the Recreation Budget. Carried by unanimous vote. Local Transit 522-451-000 ACTION: Motion by Morrison, seconded by Inzunza, in favor of the Local Transit Budget. Carried by unanimous vote. PUBLIC ORAL COMMUNICATIONS - None. ACTION: Motion by Morrison, seconded by Inzunza, in favor of the adoption of the 1996-97 Preliminary Budget as modified. Carried by unanimous vote. ADJOURNMENT Motion by Morrison, seconded by Inzunza, to adjourn to an Adjourned Regular Meeting, June 18, 1996 at 2:00 p.m, on the City Clerk's Office - Large Conference Room, the next Regular Ci y Council Meeting - June 18, 1996 - 3:00 P.M. - Council Chambers, Civic Center.
