MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY,
CALIFORNIA
JUNE 18, 1996
The Regular Meeting of the City Council of the City of National City was
called to order at 3:02 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Eiser, McCabe, Myers, Peoples, Post.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Zarate.
APPROVAL OF MINUTES
Motion by Zarate, seconded by Morrison, the Minutes of the Regular
Meeting of June 11, 1996 and the Adjourned Regular Meeting of June 12,
1996 be approved. Carried by unanimous vote.
PRESENTATIONS
PERS/NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2)
Mayor Waters requested that Fire Chief Kimble introduce his new
employee, Oscar Aguirre/Firefighter; that Chief DeCerchio introduce Police
Officers John Dougherty, Todd Brehart, and Curtis Collinson; and that
Public Works Director Curt Williams introduce his new employee, George
Stewart/Custodian. The new employees stood and were recognized by
those present.
City Engineer Myers and Community Development Executive Director
Desrochers presented the Mayor and Council with an "Award of Merit"
received from the American Society of Civil Engineers for the Mile -of -Cars
proj ect.

PROCLAMATIONS (102-2-1)
Motion by Morrison, seconded by Inzunza, the Proclamation be read in its
entirety. Carried by unanimous vote.
The Proclamation proclaiming the week of June 17-23, 1996 to be:
"AMATEUR RADIO WEEK" was read aloud in its entirety by Mayor
Waters, who then presented it to Louise Jones, representative of the
Amateur Radio Association.
PUBLIC HEARINGS
MUNICIPAL CODE 1996 (506-2-11)
1. Public Hearing for consideration of adoption of various model
building and fire codes by reference and amendments to Chapters
15.04, 18.14, 18.16, 18.18, and 18.20 of the National City Municipal
Code (Building & Safety)
NOTE: Notice of Public Hearing and Proof of Publication are on file
in the office of the City Clerk.
RECOMMENDATION: Staff recommended that Council conduct
the public hearing and, if appropriate, adopt the ordinances.
TESTIMONY: None.
ACTION: Mayor Waters declared the Public Hearing closed.
Motion by Zarate, seconded by Inzunza, in favor. Carried by
unanimous vote.
PLANNED UNIT DEVELOPMENTS (408-1-5)
2. Public Hearing - Modification of Planned Unit Development 1-85 to
allow installation of security fencing along the front property line,
reduction of five onsite parking spaces, one-way traffic circulation
within the site in lieu of two-way circulation, an addition to the
recreation building/leasing office, landscaping modifications and new
signage at 2319-3549 Valley Road. Case File Nos.: PUD-1996-1.

ACTION: Motion by Inzunza, seconded by Zarate, to close
the Public Hearing and in favor of the modification. Carried by
unanimous vote.
CONSENT CALENDAR
ADOPTION OF CONSENT RESOLUTIONS (Resolution Nos. 96-84
through 96-94). NOTE: Beauchamp indicated that he would be abstaining
on Agenda Item No. 11. Inzunza thanked Staff for inserting RFP's on all
consent and non -consent items. City Librarian Anne Campbell responded
to questions of the Council. Motion by Inzunza, seconded by Waters, the
Consent Resolutions be adopted by title only. Carried by unanimous vote.

RECOMMENDATION: Staff requested direction from the City
Council on whether Mr. Aranzubia will be allowed to park his
vehicles on the property which the City is selling to him, provided he
meets the City's parking use requirements.

TESTIMONY: A speaker representing the adjacent property
owner stated he was still interested in purchasing the property
even if he could not park cars on it.
ACTION: Motion by Waters, seconded by Zarate, the item be

Council and Staff. Carried by unanimous vote.
COMMUNITY PROMOTION (102-1-3)
38. SUBJECT: Request to use antique fire engine (R-1) in parade and as
a static display. (Fire).
RECOMMENDATION: Staff recommended that Council approve
the request to use R-1.
TESTIMONY: None.

of the request. Carried by unanimous vote.

CITY COUNCIL
Councilman Beauchamp introduced his daughter Vanessa and her friend
Brad King who were present in the audience.

Vice Mayor Zarate made inquiry as to the status of the Assistant City
Manager position and invited all present to attend the Committee to
Reclaim Our Neighborhoods meeting at 7:00 p.m. in the Community Center
small meeting room tomorrow evening.

Inzunza returned to the Council Chambers at 4:10 p.m.
Councilman Morrison made inquiry regarding deteriorated structures on
private property (phone booths at 18th and "L" Avenue and announced to
the public that a new method for sewer fee collection from flat rate to user
usage rate was in the new ordinance.
PUBLIC ORAL COMMUNICATIONS - None.
ADJOURNMENT
Motion by Zarate, seconded by Morrison, to adjourn to the next Regular
City Council Meeting - July 16, 1996 - 3:00 P.M. - Council Chambers,
