ROLL CALL Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Eiser, McCabe, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Zarate. APPROVAL OF MINUTES Motion by Zarate, seconded by Morrison, the Minutes of the Regular Meeting of June 11, 1996 and the Adjourned Regular Meeting of June 12, 1996 be approved. Carried by unanimous vote. PRESENTATIONS PERS/NEW EMPLOYEE INTRODUCTION PROGRAM (604-2-2) Mayor Waters requested that Fire Chief Kimble introduce his new employee, Oscar Aguirre/Firefighter; that Chief DeCerchio introduce Police Officers John Dougherty, Todd Brehart, and Curtis Collinson; and that Public Works Director Curt Williams introduce his new employee, George Stewart/Custodian. The new employees stood and were recognized by those present. City Engineer Myers and Community Development Executive Director Desrochers presented the Mayor and Council with an "Award of Merit" received from the American Society of Civil Engineers for the Mile -of -Cars proj ect. Book 78/Page 239 06/18/96 PROCLAMATIONS (102-2-1) Motion by Morrison, seconded by Inzunza, the Proclamation be read in its entirety. Carried by unanimous vote. The Proclamation proclaiming the week of June 17-23, 1996 to be: "AMATEUR RADIO WEEK" was read aloud in its entirety by Mayor Waters, who then presented it to Louise Jones, representative of the Amateur Radio Association. PUBLIC HEARINGS MUNICIPAL CODE 1996 (506-2-11) 1. Public Hearing for consideration of adoption of various model building and fire codes by reference and amendments to Chapters 15.04, 18.14, 18.16, 18.18, and 18.20 of the National City Municipal Code (Building & Safety) NOTE: Notice of Public Hearing and Proof of Publication are on file in the office of the City Clerk. RECOMMENDATION: Staff recommended that Council conduct the public hearing and, if appropriate, adopt the ordinances. TESTIMONY: None. ACTION: Mayor Waters declared the Public Hearing closed. Motion by Zarate, seconded by Inzunza, in favor. Carried by unanimous vote. PLANNED UNIT DEVELOPMENTS (408-1-5) 2. Public Hearing - Modification of Planned Unit Development 1-85 to allow installation of security fencing along the front property line, reduction of five onsite parking spaces, one-way traffic circulation within the site in lieu of two-way circulation, an addition to the recreation building/leasing office, landscaping modifications and new signage at 2319-3549 Valley Road. Inzunza thanked Staff for inserting RFP's on all consent and non -consent items. City Librarian Anne Campbell responded to questions of the Council. (Engineering) RECOMMENDATION: Staff requested direction from the City Council on whether Mr. Aranzubia will be allowed to park his vehicles on the property which the City is selling to him, provided he meets the City's parking use requirements.
