HomeMy WebLinkAbout1996 08-13 CC MINBook 78/Page 298 08/13/96 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA AUGUST 13, 1996 The Regular Meeting of the City Council of the City of National City was called to order at 6:02 p.m. by Mayor Waters. ROLL CALL Council members present: Beauchamp, Inzunza, Zarate, Waters. Absent: Morrison. Administrative officials present: Eiser, McCabe, Myers, Peoples, Post. SALUTE TO THE FLAG AND INVOCATION The meeting was opened with the salute to the flag led by City Manager Tom G. McCabe, followed by the invocation by Vice Mayor Zarate. Councilman Morrison arrived in the Council Chambers at 6:04 p.m. APPROVAL OF MINUTES Motion by Inzunza, seconded by Morrison, the Minutes of the Regular Meeting of August 6, 1996 be approved. Carried by unanimous vote. NEW BUSINESS 1. WARRANT REGISTERS 1996 (202-1-11) SUBJECT: Warrant Register #06. Ratification of Demands in the amount of $335,315.12 (Warrant Nos. 139902 through 139971 inclusive excepting none) and Certification of Payroll in the amount of $449,318.12. (Finance) RECOMMENDATION: Staff recommended ratification of these warrants. TESTIMONY: None. Book 78/Page 299 08/13/96 NEW BUSINESS (continued) ACTION: Motion by Morrison, seconded by Zarate, in favor of the Ratification of Demands and Certification of Payroll. Warrants carried by the following vote, to -wit: Ayes: Beauchamp, Inzunza, Morrison, Zarate, Waters. Nays: None. Abstaining: None. Absent: None. ENCROACHMENT AGREEMENT ADMIN (903-14-1) 2. SUBJECT: Report to council for the removal of signs on 22nd Street at Euclid and 22nd Street at Prospect. (Public Works) RECOMMENDATION: Staff recommended the report be accepted and filed. TESTIMONY: Ivan Bodge, 2210 E. 22nd Street, National City, provided a picture board presentation containing 21 color photos of items he felt to be of safety concern in his neighborhood, protested the removal of signs he had placed in public right of way and responded to questions of the Council. Karen Bodge, 2210 E. 22nd Street, National City (speaker slip submitted by Ivan Bodge) was not present to address the Council. Alfonso Hernandez, 2132 Euclid Avenue, National City, expressed his views on the issues raised and his opinion that the neighborhood Mr. Bodge was speaking of was one of the safest in the City. ACTION: Moved by Waters, seconded by Inzunza, to provide instruction to Mr, Bodge as to where not to install signs iri parkways and public right of ways and waive this one time, the charge for the sign removal. Carried by unanimous vote. STREET RIGHT OF WAY (903-03-04) 3. SUBJECT: Request from Burlington Northern Santa Fe Railroad to obtain consensus from the City Council for two new street crossings on Tidelands Avenue and 24th Streets. (Engineering) RECOMMENDATION: Staff requested direction from the City Council prior to sending a letter to Burlington Northern Santa Fe Railroad. Book 78/Page 300 08/13/96 STREET RIGHT OF WAY (continued)) TESTIMONY: Rinus Baak, Engineering Director for the San Diego Unified Port District, responded to questions from the Council. ACTION: Moved by Waters, seconded by Inzunza, IQ continue this item for discussion, Beauchamp and Waters to represent the City at the Port District Workshop on August 20, 1996 to obtain answers and respond to questions on how this item would effect National City projects and to request the Port District continue their workshop to a joint workshop to be held at the Depot. Carried by unanimous vote. CONDITIONAL USE PERMITS 1996 (403-11-1) 4. SUBJECT: Notice of Decision -Planning Commission Resolution No. 15-96 approving a Conditional Use Permit for a Cellular Communications Facility at 801 National City Boulevard. Applicant: D. Garvey Corporation for AT&T Wireless Services. (Case File No.: CUP-1996-2.) (Planning) RECOMMENDATION: Staff concurred with the Planning Commission decision to approve the Conditional Use Permit, and recommended that the Notice of Decision be filed. TESTIMONY: None. ACTION: Motion by Inzunza, seconded by Zarate, the Notice of Decision be filed. Carried by unanimous vote. Mayor Waters requested a deviation from the Agenda to consider a letter submitted by National City Chamber Executive Director Julie Swan Villanueva requesting assistance for an event scheduled for tomorrow as the need to take action arose after the posting of the Agenda. ACTION: Moved by Morrison, seconded by Zarate, to bring the item onto the Agenda as the need to take action arose after the posting of the Agenda. Carried by unanimous vote. Book 78/Page 301 08/13/96 CONDITIONAL USE PERMITS 1996 (continued) Moved by Zarate, seconded by Beauchamp, in favor of the request for use of the City generator for the Taste of National City event including the waiver of all associated fees. Carried unanimous vote. TESTIMONY: Julie Swan Villanueva, Executive Director of the National City Chamber of Commerce, thanked the Council for their support. CITY MANAGER - No report. CITY ATTORNEY - No report. OTHER STAFF - No report.. MAYOR Mayor Waters made inquiry of staff regarding the holding of a meeting by Congressman Filner for San Diegans in the National City Community Center; read from an article about sales being up at the Mile of Cars; read a letter from Planning Director Post regarding PASHA's request to pave the marina site for temporary storage of vehicles; read a letter of gratitude received from Joel Keller, the Executive Director of the San Diego Chamber Orchestra; read a report from EDCO on their $6,918 donation via free bins for Christmas In July and spoke regarding the U.S. Fish & Wildlife endangered species actions and their effects on farmers. Inzunza left the Council Chambers at 7:15 p.m. CITY COUNCIL Councilwoman Zarate made a brief verbal report on her attendance at a library tax initiative meeting where she was sworn in and voted to proceed with the placing of the initiative on the November ballot. Councilman Beauchamp stated he had met with BFI officials, one a former EPA official, who expressed outstanding accolades for Councilman Morrisons representation on the Solid Waste issues. Book 78/Page 302 08/13/96 PUBLIC ORAL COMMUNICATIONS Karen Bodge, 2210 E. 22nd Street, National City submitted photos to the Mayor and Council for review and spoke regarding neighborhood vandalism issues.\ ADJOURNMENT Motion by Morrison, seconded by Zarate, to adjourn to the next Regular City Council Meeting - August 20, 1996 - 3:00 P.M. - Council Chambers, Civic Center. Carried by unanimous vote. Absent: Inzunza.
