MINUTES OF THE ADJOURNED REGULAR MEETING
OF THE CITY COUNCIL OF THE
CITY OF NATIONAL CITY, CALIFORNIA
SEPTEMBER 10, 1996
The Adjourned Regular Meeting of the City Council of the City of National
City was called to order at 4:02 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters.
Administrative officials present: Bettencourt, Eiser, Hodges, McCabe,
Morse, Peoples, Ruiz, Williams.
CITY NEWSLETTER (106-4-1)
1. SUBJECT: City of National City Newsletter Review.
City Manager McCabe introduced Cecil Scaglione, current writer/editor of
the National City Today newsletter. He then provided a brief overview of the
handouts provided to the Council which included a survey of other cities
within the county and their newsletter processing costs.
General discussion ensued.
Suggestions of the Council included that a newsletter needed to be simple to
read, short articles, photos and graphics, produced quarterly, include park and
recreation information as well as city resources, things Council was doing or
had authorized to be done (projects), larger readable font size.
Discussion then ensued on a paper product such as a newsletter vs. televising
the Council meetings. Total accountability could be obtained in televising,
but not in a newsletter.

CITY NEWSLETTER (continued)
ACTION: Motion by Morrison, seconded by Beauchamp, to
have staff establish a Request for Proposal to determine the costs
to televise the Council meetings and bring a report back to the
Council. Carried by unanimous vote.
Motion by Inzunza, seconded by Zarate, to change the paper size
of the current newsletter to 8 1/2 x 11. Carried by unanimous
vote.
PUBLIC ORAL COMMUNICATIONS
George Hood, 1521 E. 22nd Street, National City, suggested the newsletters
be included in the sewer billings.
ADJOURNMENT
Motion by Waters, seconded by Inzunza, to adjourn to the next Regular City
Council Meeting - September 10, 1996 - 6:00 p.m. - Council Chambers, Civic
Center. Carried by unanimous vote.
The meeting closed at 5:02 p.m.

The Regular Meeting of the City Council of the City of National City was
called to order at 6:03 p.m. by Mayor Waters.
ROLL CALL
Council members present: Beauchamp, Inzunza, Zarate, Waters. Absent:
Morrison.
Administrative officials present: Eiser, McCabe, Myers, Morse, Peoples,
Ray.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with the salute to the flag led by City Manager
Tom G. McCabe, followed by the invocation by Vice Mayor Zarate.
APPROVAL OF MINUTES
Motion by Inzunza, seconded by Zarate, the Minutes of the Regular
Meetings of August 27, 1996 and September 3, 1996 be approved. Carried
by unanimous vote. Absent: Morrison.
PROCLAMATIONS (102-2-1)
Motion by Zarate, seconded by Inzunza, the Proclamation be read in its
entirety. Carried by unanimous vote. Absent: Morrison.
The Proclamation proclaiming the week of September 16-22, 1996 to be:
"POLLUTION PREVENTION WEEK" was read aloud in its entirety by
Mayor Waters, who then requested the City Manager forward it to the
appropriate people.

NON CONSENT RESOLUTIONS
Motion by Zarate, seconded by Inzunza, the Non Consent Resolutions be
heard by title only. Carried by unanimous vote. Absent: Morrison.
GRANT/LAW ENFORCEMENT (302-1-2)
1. Resolution No. 96-144. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY AUTHORIZING
THE CITY MANAGER TO SUBMIT AN APPLICATION FOR A
VIOLENCE AGAINST WOMEN GRANT TO THE UNITED
STATES DEPARTMENT OF JUSTICE AND TO EXECUTE ALL
RELATED GRANT DOCUMENTS." (Police Department)
RECOMMENDATION: Staff recommended that the resolution be
approved.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
Resolution No. 96-144. Carried by unanimous vote. Absent:
Morrison.
GENERAL PLAN (405-8-2)
2. Resolution No. 96-145. A "RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING THE
REVISED NATIONAL CITY GENERAL PLAN AND COMBINED
GENERAL PLAN/ZONING MAP, AND RELATED
AMENDMENTS TO THE LOCAL COASTAL PROGRAM LAND
USE PLAN. APPLICANT: CITY OF NATIONAL CITY. CASE
FILE NOS. GP-1996-1, ZC-1996-1, LCP-1996-1." (Planning)
RECOMMENDATION: Staff recommended that the resolution be
adopted.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Zarate, in favor of
Resolution No. 96-145. Carried by unanimous vote. Absent:
Morrison.

Motion by Zarate, seconded by Inzunza, the Ordinance be introduced by
title only. Carried by unanimous vote.
MUNICIPAL CODE 1996 (506-2-11)
7. "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY ADOPTING THE REVISED NATIONAL CITY
GENERAL PLAN AND COMBINED GENERAL PLAN/ZONING
MAP, AND RELATED AMENDMENTS TO THE LAND USE
CODE AND LOCAL COASTAL PROGRAM IMPLEMENTATION.
APPLICANT: CITY OF NATIONAL CITY. CASE FILE NOS. GP-

WARRANT REGISTERS 1996 (202-1-11)
4. SUBJECT: Warrant Register # 10. Ratification of Demands in the
amount of $138,047.66 (Warrant Nos. 140249 through 140312
inclusive excepting none) and Certification of Payroll in the amount
of $475,180.31. (Finance)
RECOMMENDATION: Staff recommended ratification of these
warrants.
TESTIMONY: None.
ACTION: Motion by Zarate, seconded by Inzunza, in favor of
the Ratification of Demands and Certification of Payroll.
Warrants carried by the following vote, to -wit: Ayes:
Beauchamp, Morrison, Zarate, Waters. Nays: None.

BD OF PORT COMM REPORTS & HEARINGS ADMIN (701-3-1)
5. SUBJECT: Report by San Diego Port Commissioner.

TESTIMONY: National City Port Commissioner Jess Van
Deventer provided an "Activity Summary For Period January
1, 1996 - August 31, 1996" to the Mayor and Council and
made a brief verbal overview of the summary. He also notified
Council of recent Port action to designate National City as a
"foreign trade zone" and advised of the cooperative effort
between the Port, the City of San Diego, Police and Fire
Departments to establish an EVOC training course. Mr. Van
Deventer then responded to questions of the Council.
Councilman Morrison arrived in the Council Chambers at 6:20 p.m.
Councilman Inzunza left the Council Chambers at 7:05 p.m.
Councilman Inzunza returned to the Council Chambers at 7:08 p.m.
LAW ENFORCEMENT ADMIN (302-2-1)
6. SUBJECT: Four thousand dollar ($4,000) donation from the San
Diego County Law Enforcement Foundation for the K-9 Program.
TESTIMONY: None.
ACTION: Motion by Inzunza, seconded by Morrison, in favor
of accepting the donation, Carried by unanimous vote.
CITY MANAGER - No report.
CITY ATTORNEY - No report.
OTHER STAFF
NATIONAL CITY TRANSIT IMPROVEMENT PROGRAM (805-1-3)
7. SUBJECT: Bus Bench Report - Freddy Rios, General Manager.
TESTIMONY: Mr. Valdez, representing National City
Transit, responded to questions and concerns of the Council.

OTHER STAFF (continued)
City Engineer Myers reported that he had attended the City of San Diego
meeting this morning with regards to the Navy Housing Project and
concerns expressed by National City residents regarding the proposed
traffic flow. The item was continued to allow for City of San Diego staff to
meet with City of National City staff to discuss concerns and reach
agreement.
MAYOR - No report.
CITY COUNCIL
Councilman Beauchamp requested that staff look into the MSCP program
which National City did not sign, however is paying for out of sewer funds,
and bring a report back to Council so they can voice their opposition to
being caught in San Diego's program which is of no benefit to National
City. He also requested staff provide background information on prior
requests of taxi operators who are requesting National City request MTDB
open the taxi process to a regional approach.

City Council Meeting - September 17, 1996 - 3:00 P.M. - Council
Chambers, Civic Center. Carried by unanimous vote.
