HomeMy WebLinkAbout1996 09-18 CC MINBook 78/Page 346 09/18/96 MINUTES OF THE ADJOURNED REGULAR JOINT MEETING WITH THE NATIONAL CITY CITY COUNCIL AND THE SCHOOL BOARDS OF SWEETWATER UNION HIGH SCHOOL DISTRICT AND THE NATIONAL SCHOOL DISTRICT SEPTEMBER 18, 1996 The Adjourned Regular Joint Meeting of the City Council of the City of National City and the School Boards of Sweetwater Union High School District and the National School District was called to order at 5:35 p.m. by Mayor Waters. ROLL CALL Council members present: Beauchamp, Inzunza, Morrison, Zarate, Waters. Administrative officials present: Eiser, McCabe, Morse. National School District Board members present: Alvarado, Campbell, Graham, Perez, Tagle. National School District Administrative officials present: Cameron. Sweetwater Union High School District Board members present: Cartmill, Griego, Hogan, Sandoval. Sweetwater Union High School Administrative officials present: Acuna, Brand, Campbell, Rindone, Smith. SCHOOL ADMIN (704-1-1) ITEMS FOR DISCUSSION 1. Summary of Sweetwater Union High School District General Obligation Bond. (Ed Brand) Dr. Brand shared with the gathering that the Board of Trustees has been very committed to improving student achievement in the district. To that end, he stated the district felt it was critical to have the most modern and updated facilities possible to carry out that mission, ensuring an optimal learning environment for all of our students. Book 78/Page 347 09/18/96 Summary of Sweetwater Union High School District General Obligation Bond (continued) Dr. Brand then introduced Andy Campbell, Assistant Superintendent, Planning and Facilities in the Sweetwater District, who gave a brief overview on the plans, should the district decide to move forward. He also stated that he would be seeking approval from the National City Council and the elementary school district, and recommended that, if appropriate, a resolution be given to be supportive of this venture. Dr. Brand then recognized Bob Acuna, Area Superintendent - North, and Jerry Rindone, Assistant Superintendent of Adult Education. Mr. Campbell explained the creation of a composite of schools and buildings needing restoration or replacement, along with irrigation systems and technology upgrades. He also noted various dollar commitments. He continued that the board is very committed to receiving input from the community, teachers and parents and he indicated that with the passage of the bond issue, the planning stages would include an invitation for them to come forward and share input on their visions and needs. He mentioned specific items of concern to the City of National City. Discussion ensued regarding specifics and concerns relating to the general obligation bond issue and the district plans for various school sites. Dr. Brand and Mr. Campbell responded to the questions raised. Mayor Waters expressed his concerns relating to the City of National City regarding this issue. Councilman Beauchamp suggested positioning a new library adjacent to the Sweetwater campus in the 28th Street area and asked for interest at the district level. President Hogan responded his concerns. Book 78/Page 348 09/18/96 Summary of Sweetwater Union High School District General Obligation Bond (continued) Dr. Brand respectfully requested the opportunity to work with the City of National City, Legal Council, and the City Manager on the design of a resolution in support of the bond issue that would be beneficial to all concerned, including Superintendent Cameron and the National School District, within the next 30 days. 2. Update regarding progress of National City Adult School Center. (Ed Brand) Dr. Brand reported that a unique partnership exists between the City of National City, MTDB and the Sweetwater District. He then introduced Mr. Campbell who gave a brief overview of the status of construction at the adult school site. General discussion ensued with Council members asking questions and sharing various concerns. 3. Discussion regarding technological development in National City schools and the City of National City. (George Cameron/Anne Campbell) Mayor Waters introduced Dr. George Cameron, Superintendent of the National School District, who gave a detailed preliminary report on educational technology both individually and collaboratively, with regards to technology at each of the agencies present. He reported that the National School District has been working on a technological plan which includes training and collaboration with the National City Public Library and three elementary schools, to exchange electronic circulation. He disclosed that a very small percentage of residents in National City have access to technology and suggested increasing opportunities to students, parents and citizens. Dr. Cameron then shared that the challenge is making technology a priority in order to prepare students for the 21 st Century. President Hogan of the Sweetwater Union High School District expressed his feelings regarding collaboration and stated that it is the answer to many of our needs in the area of technology. Dr. Cameron then responded to the questions of those present. 4. Discussion regarding school calendar. (Beauchamp) Councilman Beauchamp expressed his concern regarding the variance of school schedules involving Southwestern College, Sweetwater Union High School and National School Districts. He also expressed his appreciation for the efficient use of some of the facilities but voiced concern for those that were used inefficiently because of the varying schedules of students making it difficult to police students and monitor truancy. 5. Discussion regarding use of play fields and sanitary facilities. (Beauchamp) Councilman Beauchamp expressed concern for specific areas of National City including vacant lots. He stated that there was a huge demand for places for the youth of National City to play and suggested maximizing the use of public areas without jeopardizing the facilities. BOARD COMMUNICATIONS Mayor Waters thanked the National School District and the Sweetwater Union High School District for their participation in the joint meeting in National City. President Hogan thanked Mayor Waters for hosting the meeting. ADJOURNMENT Mayor Waters adjourned the meeting to the next Regular City Council Meeting, September 24, 1996 - 6:00 p.m. Council Chambers, Civic Center.
